2020 Small Business Financial Assistance for the one-time refund of the business
license tax.

H. Consideration and possible to enter a Professional Services Agreement with McGee
Surveying Consulting to prepare legal descriptions for the Palos Verdes Nature
Preserve. (Waters)
Recommendation: 1) Award a professional services agreement to McGee Surveying
for the preparation of legal descriptions of the Palos Verdes Nature Preserve for an
amount not to exceed $56,600; and, 2) Authorize the Mayor and City Clerk to execute
the professional services agreement, subject to approval as to form by the City
Attorney.
I. Consideration and possible action to amend the agreements with authorized
commercial solid waste collection and recycling companies and to designate waste
haulers for calendar year 2021. (Ramezani)
Recommendation: Approve Amendment No. 2 amending the commercial solid
waste collection company agreements with California Waste Services LLC; CalMet
Services, Inc.; Consolidated Disposal Service, LLC DBA Republic Services; EDCO
Disposal Corporation; Universal Waste Systems, Inc.; USA Waste of California, Inc.,
DBA Waste Management of Los Angeles; and West Coast Waste & Roll Off Service to
extend services for one additional year until December 31, 2021; and, 2) Adopt
Resolution No. 2020-___, A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF RANCHO PALOS VERDES DESIGNATING THE HAULERS AUTHORIZED TO
PROVIDE SOLID WASTE COLLECTION AND RECYCLING SERVICES FROM
COMMERCIAL PREMISES, AND ROLL OFF SERVICES TO RESIDENTIAL AND
COMMERCIAL PREMISES IN THE CITY OF RANCHO PALOS VERDES IN
CALENDAR YEAR 2021.
J. Consideration and possible action to increase the City’s contribution towards the
employee Health Savings Account. (Bañales)
Recommendation: Authorize Staff to increase the City’s contribution to the employee
Health Savings Accounts (HSA) by a total of $27,600 for employees enrolled in the
high deductible Preferred Provider Organization (PPO) medical plan.

1. Consideration and possible action to amend Chapters 17.02 (Single-Family
Residential (RS) Districts), 17.04 (Multiple-Family Residential (RM) Districts), and
17.96 (Definitions), and repealing and replacing Chapter 17.10 (Accessory Dwelling

Municipal Code to update the development standards for accessory dwelling units

OF THE CITY OF RANCHO PALOS VERDES, CALIFORNIA, AMENDING
CHAPTERS 17.02 (SINGLE-FAMILY RESIDENTIAL (RS) DISTRICTS), 17.04
(MULTIPLE-FAMILY RESIDENTIAL (RM) DISTRICTS), AND 17.96 (DEFINITIONS),
AND REPEALING AND REPLACING CHAPTER 17.10 (ACCESSORY DWELLING
UNIT DEVELOPMENT STANDARDS) OF TITLE 17 (ZONING) OF THE RANCHO

2. Consideration and possible action to approve the Community Development Block
Grant (CDBG) project for Fiscal Year 2021-22. (Ramezani) (15 mins)
Recommendation: 1) Approve the proposed Fiscal Year 2021-22 Community
Development Block Grant project and budget; 2) Authorize the Deputy Director of
Public Works to execute an agreement for the Fiscal Year 2021 -22 CDBG project with
the Los Angeles County Development Authority (LACDA), subject to approval as to
form by the City Attorney; and 3) Authorize the Deputy Director of Public Works to
adjust the project budget, as necessary, to take into account the final CDBG
allocations and any amounts unexpended at the close of Fiscal Year 2020 -21.

Recommendation: Authorize the Mayor to approve a second amendment to the
Professional Services Agreement with Johnson Favaro for architectural and
engineering design services for the Ladera Linda Park Master Plan Project thereby
allowing sufficient time to complete their scope of work consisting of assisting with the
CUP/CEQA process and creating construction-ready documents.
5. Consideration and possible action to apply for Proposition 68 Per Capita Grant Funds
for outdoor site improvements at Ladera Linda Park. (Waters) (10 mins)

ASSOCIATED WITH THE PROPOSED LADERA LINDA PARK MASTER PLAN
PROJECT; and, 2) Authorize Blais & Associates to prepare the grant application, on
behalf of the City, for outdoor site improvement at Ladera Linda Park at a cost not to
exceed $3,780.

Correspondence:
We highly encourage written materials regarding City Council Agenda items be submitted no later than
4:00 P.M. the Monday prior to a City Council meeting to allow the Council Members ample time to review

Public Participation: Participants must speak from the podium using the lectern microphone; comments are to be directed to

Public Comments: The City Council may limit the public input on any item based on the number of people requesting to

Conduct at the
Council Meeting:
The Mayor shall order removed from the Council Chambers any person(s) who commit the following acts
at a meeting of the City Council: Disorderly, contemptuous or insolent behavior toward the Council or any
member thereof, tending to interrupt the due and orderly course of said meeting; a breach of the peace,
boisterous conduct or violent disturbance, tending to interrupt the due and orderly course of said meeting;
disobedience of any lawful order of the Mayor, which shall include an order to be seated or to refrain from
addressing the Council from the audience; any other unlawful interference with the due and orderly course
of the meeting.
Time Estimates: The time noted next to an agenda item is only an estimate of the amount of time that will be spent during
the meeting on that particular item. Accordingly, these estimates should not be relied on in determining
when a matter will be heard, especially since agenda items are often re-ordered during a meeting and
may be discussed at any time.
Continuation of
Meeting:
The City Council will adjourn its meetings on or before 11:00 p.m. and will not consider new business
items after 10:15 p.m., unless the majority of the Council members who are present affirmatively vote
either to extend the meeting after 11:00 p.m. or to consider new business after 10:15 p.m. If the meeting
ends before all of the items listed on the agenda are completed, any unfinished business will be continued
to the next succeeding day that is not a holiday, at a location to be determined.

information that has been acquired by being present in a Closed Session . . . to a person not entitled to
