Chair Leon called the virtual meeting to order at 7:00 P.M.

COMMUNICATIONS
City Council Items: Deputy Director Silva provided an update of the February 2, 2021 City Council
meeting, which included an adoption of an interim urgency ordinance to impose a 45‐day
moratorium on the acceptance or processing of development applications for treehouses. Deputy
Director Silva also informed the Planning Commission of the February 22, 2021 virtual City Council
goals workshop.
Staff: Deputy Director Silva informed the Planning Commission of the availability of the City’s new
MyRPV app for smart phones and tablets.

2. HEIGHT VARIATION & SITE PLAN REVIEW: (CASE NO. PLHV2020‐0005) 29508 Driftwood Lane
(JY)
Senior Planner Yoon presented the staff report requesting a project to construct a 936 ft² addition
to an existing two‐story residence, resulting in a new total structure size of 3,923 ft² (garage
included) and ancillary site improvements.
Chair Leon opened the public hearing.
Philip Tiu‐ Architect and owner was available for comment.
Chair Leon closed the public hearing.
Discussion ensued amongst staff and the Planning Commission regarding the foliage analysis as
there may be potential view impacts caused by future growth of vegetation on the project site.
Vice Chair Perestam made a motion to accept staff’s recommendation with the addition of a
condition of approval limiting the height of on‐site foliage to a level not to exceed the ocean
horizon line.
Chair Leon opened the public hearing.
Philip Tiu‐ Architect and owner was amenable to the condition being proposed and stated that he
has already worked with the abutting property owner to revise the plans to address view concerns.

Further discussion ensured amongst staff and the Planning Commission on imposing a condition
to limit the on‐site foliage. Vice Chair Perestam’s motion was not seconded. As future foliage
growth that may result in a significant view impairment on the project site may be addressed
through the City’s View Restoration process, another motion was made to adopt staff’s
recommendation as presented.

RESOLUTION NO. 2021‐01 AS PRESENTED: APPROVING, WITH CONDITIONS, A HEIGHT VARIATION
AND SITE PLAN REVIEW FOR THE CONSTRUCTION OF A 936 FT² ADDITION TO AN EXISTING TWO‐
STORY RESIDENCE MEASURING 23.23 FEET IN HEIGHT AND ANCILLARY SITE IMPROVEMENTS. THE
MOTION PASSED ON A VOTE 5‐1, WITH VICE CHAIR PERESTAM DISSENTING.
3. VARIANCE, COASTAL PERMIT, GRADING PERMIT & SITE PLAN REVIEW: (CASE NO. PLVA2019‐
0002) 36 Sea Cove Drive (AS)
Senior Planner Seeraty presented the staff report with an overview of the revised project plan to
demolish existing single‐story residence and construct a new 7,912 ft2 (garage included) single‐
story residence with a basement, ancillary site improvements and conduct 1,379 yd3 of associated
grading.
Chairman Leon disclosed that he spoke with a member of the homeowner’s association for the
Sea Cove neighborhood. Commissioner Hamill posed several questions, including whether there
have been any projects in the City that involved a basement near a bluff, and if the City was
indemnified by the project applicant. The City Attorney clarified that the City could add a bond
requirement to the conditions of approval for the permit to address this issue.
Michael Phipps‐ The City geologist spoke on the Geotechnical Report and the stability of the bluff
and slope stability analysis. He stated that they drilled some deep borings and mapped the bluff
face to determine the stability of the bluff. He also stated that the work was redone as well,
because of a small landslide that was discovered on the bluff face. The slope stability analysis came
up with a “factor of safety” line, and that this project was set back very far behind this line. He
stated that because of the composition of the bluff, there was less risk of bluff failure.
Several of the Commissioners asked questions of Mr. Phipps, including how far the proposed
swimming pool was from the 1.5 factor of safety line. The Planning Commission also asked Mr.
Phipps to clarify the potential result if there was excessive irrigation or a leak in the pool.
In response to Commissioner Hamill’s question about if there are any properties which are similarly
designed, Mr. Phipps sated that he did not know of any in the City but did review some in Malibu.
The Planning Commission also asked staff to clarify the recommendation and Director Rukavina
responded.

Louie Tomaro‐ The architect also spoke on the revised project plan explaining the changes from the
previous meeting, including moving the house towards the street, and removing a portion of the
basement area. He also explained how the design of the house and pool lined up with the
improvements on the adjacent properties. He also explained that he met with the Homeowners
association for the area and made edits to the plans based on their concerns.
The architect also discussed the Variance request with the Planning Commission.

Discussion ensured amongst staff and the Planning Commission regarding the project including the
Coastal Structure Setback lines and zones, and how these items were determined.
Chair Leon also asked about the process for bringing back the item, and several options were
discussed by the Planning Commission.

4. SIGN CODE STATUS REPORT (EG)
City Attorney Gerli gave a brief presentation on plans to revise the current City’s Sign Code. City
Attorney Gerli reviewed basic regulations of a sign code and additional elements that may be
reviewed and/or added to the new sign code.
COMMISSIONER JAMES MOVED, SECONDED BY COMMISSIONER CHURA TO RECEIVE AND FILE A
STATUS REPORT ON SECTION 17.76.050 (SIGN PERMIT) OF THE RANCHO PALOS VERDES
MUNICIPAL CODE AND ASSIGNED THE ZONING CODE UPDATE SUBCOMMITTEE TO REVIEW
PROPOSED CODE AMENDMENTS. THE MOTION PASSED ON A VOTE 6‐0.
5. PLANNING COMMISSION SUGGESTIONS FOR FISCAL YEAR 2021‐22 CITY COUNCIL GOALS (OS)
Deputy Director Silva presented the status report and updated the Planning Commission on the
City Council Goals, which included a notation of the upcoming City Council special meeting
regarding the preparation of Fiscal Year 2021‐2022 City Council Goals.
Staff answered questions regarding specific goals and timelines.
