CALL TO ORDER
Chair Leon called the virtual meeting to order at 7:00 p.m.
PUBLIC PARTICIPATION OPTIONS
Deputy Director Silva provided information related to participation options available to the public.
PLEDGE OF ALLEGIANCE
Commissioner Chura led the assembly in the Pledge of Allegiance.
ATTENDANCE
Present: Commissioners Chura, Hamill, James, Saadatnejadi, Santarosa, Vice Chair Perestam
and Chair Leon.
Absent: None
Also present were Director of Community Development Rukavina, Deputy Director Silva, and City
Attorney Geril.

COMMUNICATIONS
City Council Items: Deputy Director Silva provided an update of the November 17, 2020 City Council
meeting, which included consideration of code amendments to the City’s Accessory Dwelling Unit
Ordinance.
Staff: Deputy Director Silva wished the Planning Commission and members of the public a happy
Thanksgiving Day holiday and reminded the public that City Hall offices would be closed on
Thursday, November 26, 2020, and Friday, November 27, 2020. Director Rukavina also announced
the promotion of Jaehee Yoon to Senior Planner.

Chair Leon recused since he lives within 500 feet of the property location. Vice Chair Perestam
introduced item No. 2
Deputy Director Silva presented the staff report with an overview of the property and requested
approval of the 2020 Compliance Review No. 8 of the Point View Master Use Plan located at
6001 Palos Verdes Drive South.
Vice Chair Perestam opened the public hearing.
Jim York‐ property owner, spoke on looking forward to the 2021 year and thanked staff on their
support.

COMMISSIONER HAMILL MOVED, SECONDED BY COMMISSIONER JAMES TO APPROVE THE
COMPLIANCE REVIEW OF THE POINT VIEW MASTER USE PLAN AND FOUND T HAT THE ASSOCIATED
USES AND ON‐SITE OPERATIONS ARE IN COMPLIANCE WITH THE ESTABLISHED CONDITIONS OF
APPROVAL (PLCU2020‐0006). THE MOTION PASSED ON A VOTE OF 6‐0 WITH CHAIR LEON
RECUSING HIMSELF.

3. SITE PLAN REVIEW, MAJOR GRADING PERMIT, HEIGHT VARIATION, AND NEIGHBORHOOD
COMPATIBILITY: (CASE NO. PLHV2019‐0009): 2958 Crownview Dr. (AB)
A request to construction a new 8,383 ft² two‐story residence with an attached 708 ft² three‐car
garage with 1,390 yd³ of total grading and ancillary site improvements.
Staff requested a continuation of this item to a date to be determined.

COMMISSIONER JAMES MOVED, SECONDED BY COMMISSIONER CHURA TO CONTINUE THE ITEM
TO THE DECEMBER 8, 2020 PLANNING COMMISSION MEETING IN ORDER TO PROVIDE STAFF WITH
AN OPPORTUNITY TO FURTHER ASSES VIEW IMPAIRMENT CONCERNS AS OBSERVED FROM
NEIGHBORING PROPERTIES. THE MOTION PASSED ON A VOTE OF 7 ‐0.
