CALL TO ORDER:
A Regular meeting of the Rancho Palos Verdes City Council for the purpose of a Closed
Session was called to order by Mayor Alegria at 6:04 P.M. at McTaggart Hall in Fred
Hesse Community Park, 29301 Hawthorne Boulevard, and via teleconference/virtual
meeting using the Zoom platform notice having been given with affidavit thereto on file.
City Council roll call was answered as follows:
PRESENT: Bradley, Cruikshank, Dyda, and Mayor Alegria
ABSENT: Ferraro* (excused)
Also present were Ara Mihranian, City Manager; William W. Wynder, City Attorney; and
Teresa Takaoka, Deputy City Clerk.

City Attorney Wynder announced the items to be discussed in Closed Session.
1. CONFERENCE WITH LEGAL COUNSEL—ANTICIPATED LITIGATION
GC 54956.9 (d)(2) or (d)(3) & (e)(5)
A closed session will be held, pursuant to Government Code § 54956.9(d)(1), to
confer with legal counsel regarding pending litigation to which the City is a
party. The title of such litigation is as follows: York Point View Properties, LLC v.
City of Rancho Palos Verdes, Los Angeles County Superior Court Case No.
BS174116
2. PUBLIC EMPLOYEE PERFORMANCE EVALUATION
A closed session will be held, pursuant to Government Code § 54957 to conduct an
employee performance evaluation for the position of City Manager.
3. PUBLIC EMPLOYEE PERFORMANCE EVALUATION
A closed "session will be held, pursuant to Government Code § 54957 to conduct an
employee performance evaluation for the position of City Attorney.

REGULAR MEETING — OPEN SESSION
CALL TO ORDER:
A Regular meeting of the Rancho Palos Verdes City Council was called to order by
Mayor Alegria at 7:12 P.M. Hesse Park, McTaggart Hall, 29301 Hawthorne Boulevard

Director of Community Development; Cory Linder, Director of Recreation and Parks;
Ramzi Awwad, Deputy Director of Public Works; Lukasz Buchwald, Information
Technology Manager; and Teresa Takaoka, Deputy City Clerk.
Also present was Captain James Powers, Lomita Station, Los Angeles County Sheriff's,
Department.
PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by City Manager Ara Mihranian.
CLOSED SESSION REPORT:
City Attorney Wynder reported that with regards to the four Closed Session items, it met
with legal counsel for discussion.
The City Attorney's office discussed with the City Council one matter of pending
litigation (York Point View Properties) to which the City is a party. The Council were
provided a privileged and confidential briefing about a litigation strategy on an on-going
basis. The Council unanimously authorized the City Attorney's office to file an appeal
from the adverse ruling of the Los Angeles County Superior Court.
111 The City Council met privately with the City Manager and City Attorney excluded to
commence the process for the annual evaluations for the positions of City Manager and
City Attorney. The Council with the Mayor and Mayor Pro Tem as its negotiators met
privately to begin negotiations with one unrepresented employee, the City Manager, but
no reportable action was taken, and these matters will be continued to the January 19,
2021 City Council meeting.
MAYOR'S ANNOUNCEMENTS:
Mayor Alegria and the City Council recognized Infrastructure Management Advisory
Committee member Jon Spain; Los Angeles County West Vector Control District
member Elizabeth Sala; and Mayor's Honoree Amber Becerra.
Mayor Alegria shared that December 14, 2020 marked the first day for Covid-19
vaccinations being deployed at various hospitals within the region. As more information
is received, the City will make sure to communicate that information to,the public. He
also shared that the City would like to produce holiday care packages for seniors in the
community.

Mayor Alegria announced the Recycle Winners for the December 1, 2020, City Council
meeting: Cheryl Joe and Lisa Downhill. He indicated that all winners receive a check
for $250 and urged everyone to participate in the City's Recycling Program. He noted
that in addition to winning the Recycler Drawing, the two individuals also won a
Personal Emergency Preparedness Kit from the City valued at $40.00.

CITY MANAGER REPORT:
City Manager Mihranian announced the following: Recognition of
Commission/Committee members and City staff; City partnered with non-profit
organizations such as the Palos Verdes Peninsula School District, Toys for Tots,
Operation Teddy Bear, Palos Verdes Peninsula Village, and Peninsula Seniors and
asked for a Call for Donations from the community to help those in need; Citizen
Satisfaction Survey; Portuguese Bend Landslide Mitigation Project EIR Scoping
meeting to be held on December 19, 2020 at 12:30 P.M.; City Hall will be Closed from
December 24, 2020 through January 1, 2021, and; wished everyone a happy holiday
and Happy New Year.

Deputy City Clerk Takaoka reported that late correspondence was distributed prior to
the meeting regarding Items C, G, I, and J; and there were requests to speak on Items
G and J.
Mayor Pro Tem Bradley moved, seconded by Councilmember Cruikshank to approve
the Consent Calendar with items G and J to be heard immediately after approval of the
Consent Calendar.

Adopted Resolution No. 2020-70, A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF RANCHO PALOS VERDES, CALIFORNIA, APPROVING AND
ADOPTING THE FIRST AMENDMENT TO THE MEMORANDUM OF
UNDERSTANDING BETWEEN THE CITY AND THE RANCHO PALOS VERDES
EMPLOYEES ASSOCIATION THEREBY INCREASING THE ANNUAL HEALTH
SAVINGS ACCOUNT CONTRIBUTION TO $3,600 FOR EMPLOYEE ONLY AND
$7,200 FOR EMPLOYEE PLUS ONE DEPENDENT OR FAMILY FOR THE PERIOD

Technologies for a three-year Microsoft Enterprise Agreement (EA).

Authorized the City Manager to enter into an agreement with Dell Technologies for a
three-year Microsoft Enterprise Agreement (EA) through Riverside County, pursuant
to Section 2.44.060 of the Rancho Palos Verdes Municipal Code, in the amount of
$188,625 ($62,875 per year).
J. Consideration and possible action to adopt a resolution opposing the Los
Angeles County Health Officer Order prohibiting outdoor dining operations.

recommendation to: 1) Adopt Resolution No. 2020-71, A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES AUTHORIZING THE
CITY MANAGER TO FILE APPLICATION FOR, AND RECEIPT OF, LOCAL EARLY
ACTION PLANNING (LEAP) GRANT PROGRAM FUNDS; and, 2) Authorize Blais &
Associates to prepare the grant application, on behalf of the City, for the
development, including environmental assessment, of a potential mixed-use overlay
control district to facilitate and streamline the development process for housing
production in certain commercial zoning districts, at a cost not to exceed $6,930.

CALIFORNIA, OPPOSING THE LOS ANGELES COUNTY PUBLIC HEALTH
OFFICER ORDER PROHIBITING OUTDOOR DINING OPERATIONS WITHIN THE
COUNTY OF LOS ANGELES AND THE CITY OF RANCHO PALOS VERDES.

PUBLIC HEARINGS:
1. Consideration and possible action to amend Chapters 17.02 (Single-Family
Residential (RS) Districts), 17.04 (Multiple-Family Residential (RM) Districts),
and 17.96 (Definitions), and repealing and replacing Chapter 17.10 (Accessory
Dwelling Unit Development Standards) of Title 17 (Zoning) of the Rancho
Palos Verdes Municipal Code to update the development standards for
accessory dwelling units and to create development standards for junior
accessory dwelling units (Case No. PLCA2020-0001). (Silva)
Deputy City Clerk Takaoka stated that the notice of the public hearing was duly
published, no written protests were received, late correspondence was distributed,
there was one request for a letter to be read into the record, and there were no
requests to speak. Deputy City Clerk Takaoka noted the public hearing was
continued from the meeting of December 1, 2020, and was therefore still open.
Mayor Alegria declared the public hearing open.
Director of Community Development Rukavina presented a staff report and
PowerPoint presentation.

Mayor Pro Tem Bradley moved, seconded by Councilmember Ferraro to: 1) Receive
and file a status report on recent conversations with State of California Department
of Housing and Community Development (HCD) on the proposed draft code
amendments to Chapters 17.02 (Single-Family Residential (RS) Districts), 17.04
(Multiple-Family Residential (RM) Districts), Chapter 17.10 (Accessory Dwelling Unit
Development Standards) and 17.96 (Definitions) of Title 17 (Zoning) of the Rancho
Palos Verdes Municipal Code; 2) Provide Staff with direction on options on how to
proceed with the proposed code amendments based on input from HCD; and, 3)
Close the public hearing and introduce Ordinance No. 640, AN ORDINANCE OF
THE CITY OF RANCHO PALOS VERDES, CALIFORNIA, AMENDING CHAPTERS
17.02 (SINGLE-FAMILY RESIDENTIAL (RS) DISTRICTS), 17.04 (MULTIPLE-

2. Consideration and possible action regarding the City Council-adopted
directives to address parking and access issues for the Palos Verdes Nature
Preserve. (Waters/Lozano/Trautner)
Deputy City Clerk Takaoka noted that late correspondence was distributed and there
were 21 requests to speak.
Senior Administrative Analyst/ Open Space Manager Lozano, Deputy Director of
Public Works Awwad, and Senior Administrative Analyst Waters presented a staff
report and PowerPoint presentation.
Discussion ensued among Council Members, Staff, and City Attorney Wynder.
The following members of the public addressed the City Council: Mickey Rodich;
Michael and Maria Garcia; Kathy Edgerton; Rick Daniels; Linda Kwan; Pamela

Councilmember Cruikshank moved to extend the meeting to 11:30 A.M. Without
objection, Mayor Alegria so ordered.
Discussion ensued among Council Members and Staff.
Councilmember Cruikshank moved, seconded by Councilmember Dyda to:
1) Reviewed the holistic Preserve parking analysis and took the following actions:
1 a. Directed Staff to conduct a study of additional parking alternative, but removing
for such study Tarragon Rd, the Internal to Del Cerro and Gateway Park (deferring
Gateway Park to a future date once the Park area landslide is stabilized), and
include in the parking analysis Crenshaw Blvd, (such study to be coordinated with
the Traffic Safety Committee) (Without objection 5-0).
Mayor Pro Tem Bradley moved to extend the meeting to 12:00 A.M. Without
objection, Mayor Alegria so ordered.
Councilmember Dyda moved, seconded by Mayor Alegria to:

lb. Approved a 90-day pilot shuttle program without giving staff directions as to
specific shuttle stops (but including a stop at Gateway Park) to augment public
access to key Preserve areas (4-1 Ferraro voting nay)
Mayor Pro Tem Bradley moved, seconded by Mayor Alegria to:
lc. Received and filed the staff update on a traffic and parking analysis for the
Preserve (Without objection 5-0).
Councilmember Ferraro moved, seconded by Mayor Alegria to:
1d. Directed staff to return to a future Council meeting with plans and costs for kiosk
replacement for Upper Pt. Vicente/Civic Center beautification near Alta Vicente
Reserve (Without objection 5-0).
Mayor Alegria moved, seconded by Councilmember Cruikshank to:
le. Received and filed the staff update on analysis of Preserve capacity levels-
(Without objection 5-0).
Mayor Alegria moved, seconded by Councilmember Ferraro to:
2) Received and filed the staff report on Web and Social Media Campaign, including
Search Engine Optimization (SEO); and
3) Received and filed a staff update on the installation of the entry gates at the
Burma Road and Rattlesnake Trailheads (Without objection 5-0).
Councilmember Dyda moved, seconded by Councilmember Cruikshank to:
4) Approved the staff recommended hours of operation for the Burma Road and
Rattlesnake Trailhead gates and street parking along Crenshaw Blvd., the same to
be established and posted on a quarterly basis (Without objection 5-0).
Mayor Alegria moved, seconded by Councilmember Ferraro to:
5) Received and filed the staff status update on the selection of a parking app
service provider to establish a parking app system for the Del Cerro area, with
direction that a vendor contract be limited to one (1) year with the City option
to extend the same up to four (4) one (1) year extensions and to bring the
same along with a preliminary parking fee and fine analysis for consideration
at the January 19, 2021, City Council meeting;
6) Received and file the staff status update on recruitment and hiring of parking
enforcement personnel; and
7) Adopted Resolution No. 2020-73 extending the temporary parking prohibition
along Crenshaw Boulevard south of Crest Road for an additional 90 days (Without
objection 5-0).
3. Consideration and possible action to receive a status update on determining
the City's greenhouse gas emissions from electricity use. (Barnes)

status update on determining the City's greenhouse gas emissions from electricity

Mayor Pro Tem Bradley moved, seconded by Councilmember Cruikshank to: 1)
Appoint members of the City Council to intergovernmental organizations,
associations, and City Subcommittees for calendar year 2021 as amended; 2)
Established by either renaming or creating a new subcommittee for Western
Avenue, Public Facilities, Coast Guard Properties, and Environmental Sustainability;
and, 3) Directed Staff to notify the various agencies of the City Council's decision.
Without objection, Mayor Alegria so ordered.
Mayor Pro Tern Bradley moved to extend the meeting to 12:10 A.M. Without
objection, Mayor Alegria so ordered.
