Consideration and possible action to approve compensation changes for part-time
employees as a result of the state’s minimum wage increase.
RECOMMENDED COUNCIL ACTION:
Adopt Resolution No. 2020-__, A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF RANCHO PALOS VERDES, CALIFORNIA, AMENDING,
RESTATING AND SUPERSEDING RESOLUTION NO. 2020-31 SETTING
FORTH THE SALARY AND HOURLY COMPENSATION SCHEDULE FOR
EMPLOYEES IN CITY SERVICE

BACKGROUND AND DISCUSSION:
On April 4, 2016, then-Governor Brown approved Senate Bill No. 3, raising the state’s
minimum wage from $10 per hour to $15 per hour incrementally over a six-year period
beginning January 1, 2017.
On January 1, 2021, the state’s minimum wage will increase to $14 per hour. As a
result of the minimum wage increase, the positions of Recreation Leader and
Administrative/Public Works/Cable Intern were identified as having pay steps that fell
below the new minimum wage requirement.

Staff recommends the City Council adopt a draft resolution (Attachment A) revising pay
ranges for these classifications to meet the minimum wage requirement without
increasing the top steps of the range.
ADDITIONAL INFORMATION:
Effective January 1, 2022, the state’s minimum wage will increase to $15 per hour. This
will impact the top steps for Recreation Leader. As a result of this increase, there will be
a compression issue that Staff will address. To ensure internal equity, Staff will conduct
a salary survey within the coming year. The results of the survey will be reflected in the
staff report for the minimum wage increase effective January 1, 2022.
ALTERNATIVES:
In addition to the Staff recommendation, the following alternative action is available for
the City Council’s consideration:

RANCHO PALOS VERDES, CALIFORNIA, AMENDING,
RESTATING, AND SUPERSEDING RESOLUTION NO.
2020-31 SETTING THE SALARY AND HOURLY
COMPENSATION SCHEDULE FOR ALL EMPLOYEES IN
CITY SERVICE, BASED UPON A MINIMUM WAGE
INCREASE EFFECTIVE JANUARY 1, 2021
WHEREAS, the City Council adopted Resolution 2020-31 on June 2, 2020, that set the Salary and Hourly Compensation Schedule for Competitive, Confidential, Management, and Part-Time classifications; and
WHEREAS, the City Council now desires to amend the City's Salary Schedule
to reflect new salary ranges for part-time classifications based on a minimum wage
increase effective January 1, 2021; and
WHEREAS, Section 36506 of the California Government Code requires that the City Council fix compensation of all appointive officers and employees by resolution or ordinance; and,
WHEREAS, Rule V of the Personnel Rules of the City provides that in order to amend the City's Salary Schedule that changes must be made via Resolution; and,
NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF RANCHO
PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS
FOLLOWS:
Section 1: The salary and hourly ranges for City job classifications as set forth
in Exhibit "A" which are attached hereto and incorporated herein by this reference,
are adopted and are effective as of January 1, 2021.
Section 2: Resolution No. 2020-31 is hereby amended, restated, and superseded and replaced by this resolution.

SETTING FORTH THE SALARY AND HOURLY COMPENSATION
SCHEDULE FOR ALL EMPLOYEES IN CITY SERVICE
WHEREAS, the City Council adopted Resolution 2019-59 on November 6, 2019, that set the
Salary and Hourly Compensation Schedule for Competitive, Confidential and Management
classifications; and
WHEREAS, the City Council now desires to amend the City's Salary Schedule to reflect new
salary ranges for competitive, confidential and management, and part-time classifications based on
a 1.9%wage increase cost-of-living adjustment, as approved by the City Council at the June 2, 2020
meeting and effective the first full pay period of FY 2020-2021; and
WHEREAS, Section 36506 of the California Government Code requires that the City Council
fix compensation of all appointive officers and employees by resolution or ordinance; and,
WHEREAS, Rule V of the Personnel Rules of the City provides that in order to amend the
City's Salary Schedule that changes must be made via Resolution; and,
NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES
DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
Section 1:. The salary and hourly ranges for City job classifications as set forth in Exhibit"A"

as of July 4, 2020.
Section 2: Resolution No. 2019-59 is hereby amended, restated, and superseded and
