CALL TO ORDER
Chair Leon called the virtual meeting to order at 7:00 p.m.
PUBLIC PARTICIPATION OPTIONS
Deputy Director Silva provided information related to participation options available to the
public.
PLEDGE OF ALLEGIANCE
Commissioner James led the assembly in the Pledge of Allegiance.
ATTENDANCE
Present: Commissioners Chura, Hamill, James, Saadatnejadi, Santarosa, Vice Chair Perestam and
Chair Leon.
Absent: None
Also present were Director of Community Development Rukavina, Deputy Director Silva, and City
Attorney Gerli

COMMUNICATIONS
City Council Items: Director Rukavina informed the planning commission that the city council
adopted upon second reading the Non-Commercial Radio Antenna Code Amendments at their
last regularly scheduled meeting.

Commission: Chair Leon indicated that he recently attended the mayor’s breakfast and informed
the planning commission of proceedings related to the coast guard property.

CONSENT CALENDAR
1. APPROVAL OF THE SEPTEMBER 8, 2020 P.C. MINUTES
THE P.C. MEETING MINUTES WERE CONTINUED TO THE NEXT MEETING TO PROVIDE STAFF
WITH AN OPPORTUNITY TO UPDATE PROCEEDINGS RELATED TO AGENDA ITEM NO. 3
CONTINUED PUBLIC HEARINGS:
2. ACCESSORY DWELLING UNITS AND JUNIOR ACCESSORY DWELLING UNITS - CODE
AMENDMENT TO CHAPTERS 17.02 (SINGLE-FAMILY RESIDENTIAL (RS) DISTRICTS), 17.04
(MULTIPLE-FAMILY RESIDENTIAL (RM) DISTRICTS), AND 17.96 (DEFINITIONS), AND REPEALING
AND REPLACING CHAPTER 17.10 (ACCESSORY DWELLING UNIT DEVELOPMENT STANDARDS)
OF TITLE 17 (ZONING) OF THE RANCHO PALOS VERDES MUNICIPAL CODE (CASE NO.
PLCA2020-0001): Citywide (OS)
Deputy Director Silva presented the staff report continuing discussion from the meeting on
October 13th. Deputy Director Silva outlined a list of updated Fire Safety Review criteria’s to
consider regarding ADU access and fire safety to recommend to council.
Chair Leon opened the public hearing.
Chair Leon closed the public hearing.
Discussion ensured amongst staff and the Planning Commission. Commissioner James proposed
that the City Council adopt the language that is exactly the same as section 18.45.080 of Palos
Verdes Estates ordinance allowing for a conditional use permit in lieu of all factors and concepts of
having a Fire Safety Review by the Planning Commission.
COMMISSIONER JAMES MOVED SECONDED BY COMMISSIONER SAADATNEJADI
RECOMMENDING THAT THE CITY COUNCIL ALLOW FOR ANY PROPOSED ACCESSORY DWELLING
UNIT THAT DOES NOT CONFORM TO THE OBJECTIVE STANDARDS SET FORTH IN THE ACCESSORY
DWELLING UNIT ORDINANCE TO APPLY FOR A CONDITIONAL USE PERMIT IN LIEU OF A FIRE
SAFETY REVIEW BY THE PLANNING COMMISSION. MOTION PASSED ON A VOTE OF 7-0.

3. VIEW RESTORATION PERMIT APPLICATION (CASE NO. PLVR2020-0007): Applicants- Dale
and Elaine Goodman, property owners at 3255 Parkhurst Drive. Foliage Owner- Thomas
Gibbs, property owner at 3242 Parkhurst Drive (JA)
A request to restore the view from the viewing area located at 3255 Parkhurst Drive.
COMMISSIONER JAMES MOVED SECONDED BY COMMISSIONER HAMILL TO CONTINUE THE
MATTER, WITHOUT DISCUSSION, TO NOVEMBER 10, 2020, OR TO A LATER DATE TO ALLOW
THE CITY COUNCIL TIME TO HEAR AND RENDER A DECISION OF AN APPEAL TO REMOVE A
CITY-OWNED PINE TREE, ADJACENT TO THE SUBJECT LIQUID AMBER TREE LOCATED ON THE
TREE OWNER’S PROPERTY, 3242 PARKHURST DRIVE. MOTION PASSED ON A VOTE OF 7-0.
