CALL TO ORDER
Chair Leon called the virtual meeting to order at 7:00 p.m.
PUBLIC PARTICIPATION OPTIONS
Deputy Director Silva provided information related to participation options available to the
public.
PLEDGE OF ALLEGIANCE
Commissioner Santarosa led the assembly in the Pledge of Allegiance.
ATTENDANCE
Present: Commissioners Hamill, James, Saadatnejadi, Santarosa, Vice Chair Perestam and
Chair Leon.
Absent: Commissioner Chura
Also present were Director of Community Development Rukavina, Deputy Director Silva,
Assistant Planner Maricela Sagarnaga-Guillean and City Attorney Gerli

COMMUNICATIONS
City Council Items: Deputy Director Silva provided an update on the City Council meeting on
October 6, 2020, which included the adoption of an urgency ordinance and first reading of
code amendments to the City’s non-commercial radio antenna ordinance as well as an update
on the Regional Housing Needs Assessment.
STAFF: Deputy Director Silva informed the planning commission that late correspondence
was distributed regarding agenda Item Nos. 2 and 5.

CONTINUED PUBLIC HEARINGS:
2. VARIANCE, COASTAL PERMIT, GRADING PERMIT, AND SITE PLAN REVIEW (CASE NO.
PLVA2019-0002): 36 Sea Cove Drive (OS)
A request to demolish an existing residence and detached garage, and to construct a new
8,380 ft2 single-story residence with basement (7,442 ft2 residence and 938 ft2 garages) at
19.98 feet in height and a 407 ft² covered patio, with a swimming pool, spa and deck located
within the City’s Coastal Structure Setback Zone, and to conduct 1,390 yd3 of grading (970 yd3
of cut and 420 yd3 of fill) with retaining walls to accommodate the improvements.
Staff requested a continuation of this item to a date to be determined.

STAFF’S RECOMMENDATION TO CONTINUE THE ITEM TO A DATE UNCERTAIN TO ALLOW
ADDITIONAL REVIEWS OF GEOTECHNICAL DEVELOPMENTS ASSOCIATED WITH THE
PROPOSED PROJECT. THE MOTION PASSED ON A VOTE OF 6-0.

3. ACCESSORY DWELLING UNITS AND JUNIOR ACCESSORY DWELLING UNITS - CODE
AMENDMENT TO CHAPTERS 17.02 (SINGLE-FAMILY RESIDENTIAL (RS) DISTRICTS), 17.04
(MULTIPLE-FAMILY RESIDENTIAL (RM) DISTRICTS), AND 17.96 (DEFINITIONS), AND
REPEALING AND REPLACING CHAPTER 17.10 (ACCESSORY DWELLING UNIT DEVELOPMENT
STANDARDS) OF TITLE 17 (ZONING) OF THE RANCHO PALOS VERDES MUNICIPAL CODE
(CASE NO. PLCA2020-0001): Citywide (OS)
Deputy Director Silva presented the staff report requesting a review and provide input to the
City Council regarding proposed text amendments related to the criteria for a Fire Safety
Review and appeal process for ADUs proposed on streets that do not have two direct means of
access to the point of intersection with a street, in association with proposed code
amendments to Chapters 17.02 (Single-Family Residential (RS) Districts), 17.04 (Multiple-Family
Residential (RM) Districts), and 17.96 (Definitions), and the repeal and replacement of Chapter
17.10 (Accessory Dwelling Unit Development Standards) of Title 17 (Zoning) of the Rancho
Palos Verdes Municipal Code to update the development standards for Accessory Dwelling
Units (ADUs) and to create development standards for Junior Accessory Dwelling Units (JADUs).
Discussion ensued between the Planning Commission and staff regarding the absence in the
staff report of a Zoning Code Update Subcommittee recommendation for the Planning
Commission to consider recommending to the City Council an alternative to excluding a
proposed discretionary process review in the high fire zone on streets that have only one direct
access and to possibly consider recommending to City Council that ADUs be prohibited in the
high fire hazard severity zone that did not have two direct means of access, which was their
original recommendation. The Planning Commission also discussed Fire Safety Review criteria
provided by staff and directed staff to develop additional Fire Safety Review criteria that
focused on enhanced accessibility measures to a potential project site. The matter was
continued to the October 27, 2020 Planning Commission meeting to allow Staff an opportunity
to further expand the proposed criteria as directed.

APPROVE THE CONTINUANCE OF THE ITEM TO THE NEXT PLANNING COMMISSION MEETING
ON OCTOBER 27, 2020, TO ALLOW STAFF ADDITIONAL TIME TO IDENTIFY OTHER FIRE SAFETY
REVIEW CRITERIA FOCUSED ON STREET ACCESSIBILITY. THE MOTION PASSED ON A VOTE OF
4-2 WITH VICE CHAIR PERESTAM AND CHAIR LEON DISSENTING.

4. GENERAL PLAN CONSISTENCY REVIEW FOR THE ACQUISITION OF ASSESSOR PARCEL
NUMBER (APN) 7583-022-012 (MG)
Assistant Planner Maricela Sagarnaga-Guillean presented the staff report requesting a
general plan consistency review for the acquisition of a 0.95-acre tax-defaulted parcel
abutting Agua Amarga Reserve (APN: 7583-022-012).
Discussion ensued between the Planning Commission and staff regarding the adjacent
properties, ownership and cost and fiscal impact of acquiring the property.

VICE CHAIR PERESTAM MOVED, SECONDED BY COMMISSIONER HAMILL TO ADOPT P.C.
RESOLUTION NO. 2020-15, FINDING THAT THE ACQUISITION OF A TAX-DEFAULTED PARCEL
ABUTTING THE AGUA AMARGA RESERVE (APN: 7583-022-012) IS CONSISTENT WITH THE
GOALS AND POLICIES OF THE CITY’S GENERAL PLAN. THE MOTION PASSED ON A VOTE OF 5 -0,
WITH COMMISSIONER SANTAROSA RECUSING.
5. GENERAL PLAN CONSISTENCY REVIEW FOR THE ACQUISITION OF ASSESSOR
PARCEL NUMBER: (APN) 7566-015-026 (MG)
Assistant Planner Maricela Sagarnaga-Guillean presented the staff report requesting a
General Plan Consistency Review for the acquisition of a 0.63-acre tax-defaulted parcel in the
3100 block of Crownview Drive in the Miraleste canyon area (APN: 7566-015-026)
Discussion ensued between the Planning Commission and staff regarding the completion of
the Loop Trail.

IN THE 3100 BLOCK OF CROWNVIEW DRIVE IN THE MIRALESTE CANYON AREA (APN: 7566 -
015-026) IS CONSISTENT WITH THE GOALS AND POLICIES OF THE CITY’S GENERAL PLAN. THE
MOTION PASSED ON A VOTE OF 6-0.

DWELLING UNITS AND PROVIDED AN UPDATE ON THE VIEW RESTORATION PERMIT
REQUEST FOR THE PROPERTY AT 3245 PARKHURST DRIVE.
