AGENDA DESCRIPTION:
Consideration and possible action to authorize the City Clerk to file a Notice of
Completion for the Western Avenue Corridor Automated License Plate Recognition
(ALPR) Project Phases 1 & 2.
RECOMMENDED COUNCIL ACTION:
(1) Accept the Western Avenue Corridor Automated License Plate Recognition
(ALPR) Project Phases 1 & 2 as complete;
(2) Authorize the City Clerk to file Notices of Completion for the project with the Los
Angeles County Registrar-Recorder’s Office; and if no claims are filed within 35
days after recordation, send a notice to the surety company to exonerate the
Performance Bond;
(3) Authorize the Director of Public Works to release the 5% construction retention
payment to Southern California Electrical Firm, a California corporation, 35 days
after recordation of the Notice of Completion by the Los Angeles County
Registrar-Recorder’s Office, contingent upon no claims being filed on the project,
and the contractor posting an acceptable warranty bond with the City; and,
(4) Authorize the Director of Public Works to release the 5% construction retention
payment to Metro RF Services, Inc., a California corporation, 35 days after
recordation of the Notice of Completion by the Los Angeles County Registrar-
Recorder’s Office, contingent upon no claims being filed on the project, and the
contractor posting an acceptable warranty bond with the City.
FISCAL IMPACT: The total budgeted funds for this project is $597,021, which
includes the budget of $380,049 for Phase 1 and $216,972 for
Phase 2. The final cost for construction was within the amount
budgeted and totaled $580,348.

BACKGROUND AND DISCUSSION:
The City has completed construction of the Western Avenue Corridor ALPR Project
Phases 1 and 2. The final construction for Phase 1 included the installation of five new
street light poles with ten ALPR cameras attached to the poles. Construction activities
were completed in June 2020. The final construction for Phase 2 included the
installation of thirteen ALPR Cameras on twelve (12) existing street light poles.
Construction activities were completed in July 2020.
A summary of all costs associated with this project is presented below:
During the course of construction for Phase 1, one of the sites could not connect to the
original power source. It required additional trenching to connect to the available SCE
power source across the street. A change order of $24,500 was approved, and the
additional trenching was done.
On another site, the available power source is shared with the street light and irrigation
system. The Sheriff’s department confirmed that the camera at this location is

operational and is in good working condition. However, at a future time, work will be
needed to separate these systems into their own power sources.
Southern California Electrical Firm has completed all Phase I work in accordance with
the specifications and construction contract. Therefore, the work should be accepted as
complete and a Notice of Completion filed (Attachment A).
During the course of construction for Phase 2, one of the existing street lights had no
power to it. SCE was informed of this and a temporary power connect ion was placed.
The Sheriff’s department confirmed that the camera at this location is operational and is
in good working condition. The ALPR will be re-connected to the permanent power
source when SCE installs the permanent power connection at this street light.
Metro RF Services, Inc. has completed all Phase 2 work in accordance with the
specifications and construction contract. Therefore, the work should be accepted as
complete, and a Notice of Completion filed (Attachment B).
ALTERNATIVES:
In addition to the Staff recommendations, the following alternative actions are available
for the City Council’s consideration:
1. Direct Staff not to file the Notice of Completion for Phases 1 and 2 until
final power connections are completed in the future.
2. Take other action as deemed appropriate by the City Council.
