BACKGROUND AND DISCUSSION:
The City is in the process of updating the Trails Network Plan. This effort will update
and consolidate the following existing City documents which detail trail planning and
management policies:
Trails Network Plan (TNP)
Conceptual Bikeways Plan (CBP)
Conceptual Trails Plan (CTP)
Preserve Trails Plan (PTP)
Preserve Public Use Master Plan (PUMP)
To assist Staff finalize the TNP update, the City entered into an agreement with Alta
Planning and Design. The original contract term was January – December 2019 in the

amount of $44,422. The first contract extension was for January – June 2020. On June
16, 2020 the City extended the contract from July 2020 – July 2021.
At the June 16th meeting, the City Council directed staff to provide a project update in
September. Additionally, the City Council directed staff to include an additional public
outreach forum, for a total of two public meetings, as part of the schedule for the
updated TNP. The project is delayed two months beyond staff’s original projection, but
is still well within the consultant contract range in which ends in July 2021. Below are
the core project tasks associated with updating the plan, as well as their completion
status:
1. Review the City’s existing TNP, CTP, CBP, and PTP. The Council-adopted PTP
for the City’s 1,400-acre Palos Verdes Nature Preserve will be incorporated into
the updated TNP, but without any modifications to the existing trail routes and
uses, unless directed by the City Council. These documents can be found on the
City’s website at www.rpvca.gov/483/Trails-Network-Plan. (90% complete)
2. Review public workshop material conducted by City staff in 2014, which can be
found on the City’s website at www.rpvca.gov/483/TrailsNetwork-Plan (50%
complete)
3. Prepare modern and user-friendly trail maps utilizing draft maps from the public
workshops. (60% complete)
4. Prepare an updated TNP by incorporating the City’s existing trail documents and
public workshop materials into a comprehensive document that includes typical
trail guidelines, trail category descriptions, and written descriptions of each trail
segment. In some cases, trail segments may be combined. As an appendix, the
document will include information on potential future “conceptual” trails. (Updated
draft completed August 2020. Staff review in progress)
5. Facilitate two community workshops, two Planning Commission meetings, and
two City Council meetings on the draft update to the TNP. (In progress. First
public workshop is tentatively scheduled to occur in November. This project is
estimated to be presented to the City Council in March 2021.)
Below is an updated timeline for the project tasks:
Work with consultant to create and complete updated trail maps (October 2020)
Work with consultant to finalize draft updated TNP document (October 2020)
Hold two community workshops and make necessary TNP revisions (November
and December 2020)
Present the draft updated TNP to the Planning Commission at up to two
meetings (January – February 2021)
Present the draft updated TNP to the City Council at up to two meetings (March-
April 2021)

ALTERNATIVES:
In addition to Staff recommendations, the following alternative actions are available for
the City Council’s consideration:
1. Identify modifications to the timeline and tasks related to the TNP update.
2. Take other action related to this item.
3
