RECOMMENDED COUNCIL ACTION: (1) Receive and file a report on Recreation and Parks Department’s After-School Recreation and Enrichment Programs for Fall 2020; and, (2) Affirm waiving rental rates for outside vendors operating the City’s After-School Recreational and Enrichment Programs. FISCAL IMPACT: The rental rate to use City-owned facilities by outside vendors is proposed to be waived. This will result in a loss of $1,525/week of potential revenue. Master Fee Schedule Recreation Excerpt (page B-1) BACKGROUND AND DISCUSSION: On March 17, 2020, in response to the COVID-19 pandemic and in accordance with State and local health officials, the City Council adopted Resolution No. 2020-11 declaring a local emergency. This resulted in the closing of all City facilities, including community centers and parks, and the cancellation of all City-sponsored recreational programs and special events. Over the past several months, the City has begun its phased reopening plan to bring back City services and programs. As local school districts have been ordered to keep 1 their campuses closed for in-person instruction and extra-curricular activities for the time being, the City has developed a plan to provide enrichment and recreation programming to students for Fall 2020. The City-sponsored After-School Recreational and Enrichment Programs (Program) will be operated by the San Pedro & Peninsula YMCA. Additionally, the Recreation and Parks Department (DRP) will restart its in-house and independent contractor programs and classes, and utilize partnerships and privatized rentals to provide a variety of enrichment and fitness activities. YMCA’s After-School Recreational Enrichment Program The YMCA’s After-School Recreational Enrichment Program will begin on September 14 and will be offered Monday through Friday from 3 p.m. to 6 p.m. for K-5 students who reside in Rancho Palos Verdes. The program will take place outdoors only and will not operate on days with inclement weather. Activities offered include physical exercise, sports, games, arts and crafts, enrichment, science, technology, engineering, arts and math (STEAM), recreation, service learning, and nature appreciation. All activities will follow the Los Angeles County Department of Public Health’s Protocols for After School Programing, including physical distancing, a maximum of 12 kids per group, face coverings, cleaning and disinfecting, temperature checks, and health assessments. At this time, the program will be offered at Hesse Park, Ryan Park and Eastview Park for up to 48 participants. This program will be offered to Rancho Palos Verdes residents on a first-come, first-served basis. Non-residents interested in this program will be placed on a waiting list and will be added if the program capacity is not met during the resident registration period. Based on demand and as capacity is met, the City may consider expanding the program at additional park locations and to more participants. Independent Contractor Classes DRP is also offering a variety of classes and programs run by independent contractors hired by the City. Classes will be geared for all ages and will focus on a variety of areas, including sports, music, arts, crafts, fitness and language. Registration is processed through the City’s registration platform, ACTIVENet. The City is finalizing classes with a target rollout date of September 14. Additional classes will be added throughout the calendar year as independent contractors and programs are identified by Staff. These contractors are required to complete a LiveScan background check prior to conducting any classes, as well as meet all COVID-19 protocols per the County Health Office Order as described above. Waiving Rental Fees Pursuant to the City Council-adopted fee schedule, outside groups or contractors that seek to operate programs at City-owned facilities, whether indoors or outdoors, are required to pay a rental rate. Typically, the cost to rent field space at each park site from 3 pm to 6 pm would be $61 per day, per field. For all three park sites the total cost is $1,525 per week in rental revenue. 2 To help keep the program affordable and to support the City’s desire to operate an after-school program, the City is waiving the typical rental rate for programs operated by outside vendors for fall 2020. This decision to waiver the rental rate is consistent with the City’s Master Fee Schedule that states City-sponsored or co-sponsored recreation programs are not assessed any fees or rental rates (Attachment B). Staff seeks the City Council’s affirmation of this decision. ADDITIONAL INFORMATION: Public Outreach To promote this new recreational program, staff has begun a public outreach campaign. The City’s After-School Program is being promoted on the City’s website, Nextdoor, Facebook, Instagram and Twitter pages, the Breaking News listserv, and the fall newsletter.
