BACKGROUND:
The practice of fuel modification (or brush clearance) to create and maintain defensible
space against wildfire is every property owner’s responsibility, including the City’s for
many parts of City-owned property.
The Los Angeles County Fire Department (LACFD) and the County of Los Angeles
Department of Agricultural Commissioner/Weights and Measures (LADAC) jointly
enforce the requirement that property owners maintain defensible space – defined as
within 200 feet of structures in Very High Fire Hazard Severity Zones – on an annual
basis. Fuel Mod season is traditionally defined as April 1 and July 1 annually, as those
dates represent the time of year when weed growth most often occurs.

On February 4, 2020, the City Council received a report on the City’s Fuel Modification
Plan and other wildfire preparedness efforts, as well as appropriated additional funding
($48,815) for expanded fuel modification.
On May 19, 2020, the City Council approved and funded ($200,000) a revegetation pilot
program for areas within the Palos Verdes Nature Preserve and executed a
Memorandum of Understanding (MOU) with the Palos Verdes Penins ula Land
Conservancy (PVPLC) to conduct the revegetation work associated with the pilot
program.
On June 2, 2020, the City Council received a status report on the acacia removal grant
provided to the PVPLC in November 2019. It affirmed proceeding with the removal of 2
to 3 acres of acacia and 16 acres of dry brush mowing with the remaining grant funds.
At this same meeting, Mayor Pro Tem Alegria requested that Staff provide a status
report on the City’s fuel modification and revegetation efforts as it relates to City-owned
property, which is being presented to the City Council this evening.
DISCUSSION:
The City, comprised of approximately 8,620 acres of land, owns approximately 1,604
acres, representing approximately 18.6% of the City. About 1,400 of those acres
(87.3%) represent the majority of the Palos Verdes Nature Preserve. The PVPLC owns
the portion of the Agua Amarga Reserve known as Lunada Canyon (approximately 25
acres) and is responsible for the 11.6 acres of fuel modification on that property.
Approximately 267.08 acres of the City’s properties are located within 200 feet of
structures, even if those structures are privately owned and located on properties
adjacent to City property (278.73 acres were reported in an update to the City’s Fuel
Modification Plan in February, but that inadvertently included 11.63 acres of the PVPLC
portion of the Agua Amarga Reserve).

The City performs its fuel modification responsibilities using discing provided by the Los
Angeles County Department of Agricultural Commission (LADAC), hand trimming
provided by the City’s landscape vendor Stay Green, and goat grazing services
provided by Fire Grazers, while other areas are maintained by homeowner associations
or private developers based on project-specific conditions of approval, as depicted in
the chart below:

Fuel Modification Status for 2020
All fuel modification work is expected to be complete by tonight’s City Council meeting,
with a few exceptions, including the lower sections of the Malaga Canyon Reserve, a
few areas around active bird nests in fuel modification areas, and the areas near Cherry
Hill Lane in the Portuguese Bend Community.
In April, the City Council-approved vendor, Fire Grazers, began fuel modification work
with goats on designated fuel modification areas equating to approximately 37% of the
required fuel modification areas. As approved by City Council in 2019, the City
contracted with Fire Grazers for two herds to complete work in designated areas earlier
in the season than in previous years. The use of the goats concluded earlier this month
for this year.

To Staff’s knowledge, fuel modification for the Malaga Canyon Reserve was not fully
performed in previous years due to the land being privately owned until the City
acquired it. Additionally, the fuel modification requirements were not fully understood or
enforced by LADAC until recently. Staff contracted with Fire Grazers to have the goats
conduct the fuel modification in Areas 60 and 61 (Attachment A) which are located north
of Montemalaga Drive and contracted with LADAC to have Areas 12 and 62 disced
(Attachment A), which are located south of Montemalaga Drive. Discing involves the
use of a tractor to pull a series of metal discs to chop up and partially bury weeds.
These approaches and vendors were chosen based on the most cost-effective ways to
address the 37.47 acres, with the PVPLC stating there were very little to no concerns of
damage to native plants in this Reserve of the greater Palos Verdes Nature Preserve.
As for the LADAC, they began to perform fuel m odification in Malaga Canyon in June
and early this month, Staff was notified that it had performed “what they could” prior to
July 4, but did not complete all of their work required. Staff is in discussions with LADAC
to determine when work will be completed for 2020.
As required by the City’s Natural Communities Conservation Plan/Habitat Conservation
Plan (NCCP/HCP), a biological and bird survey is conducted just prior to any work in the
Palos Verdes Nature Preserve. In a few instances, active bird nests were identified and
therefore, fuel modification could not be performed within 300 feet of those nests. In
such instances, the work is rescheduled for after bird nesting season, which is defined
as February 15 – August 31. Staff is scheduling such work to be performed in
September.
The City owns a number of parcels within the Portuguese Bend Community commonly
referred to as the Cherry Hill properties. These properties are in the active landslide
area, and due to significant movement in the landslide, improvements have moved and
are no longer located within the boundaries of the legal lots associated with the
improvements. Because there is uncertainty with the precise location of these lots, Staff
recommends fuel modification not be performed in Fuel Mod ification Areas 6 and 7, as
depicted in the red cloud in the attached map (Attachment A), until a survey is
performed and provided to the City, which would clearly show the property ownership of
the City lots. This is to avoid conducting work and expending public funds on non -City
property. In the event that a survey is performed and City-owned lots are not accessible
from the roadway, the City would need to obtain any necessary right-of-entry
agreements from property owners prior to performing fuel modification on any of these
City-owned lots.
Fuel Modification Budget
The adopted budget for Fiscal Year 2019-20 included $310,000 for fuel modification,
and additional appropriations were authorized throughout the year to address needed
services (such as geologist and biologist surveys) and additional acreage, when those
needs were identified. The resulting total appropriation for Fiscal Year 2019-20 was
$1,425,153 with $707,200 of that amount allocated for acacia removal. In this case,
acacia removal is consider fuel reduction and not considered fuel modification, unless
located within a designated fuel modification area. Therefore, $717,953 was allocated

for fuel modification related services for City-owned property. The $1,425,153 allocation
for the Fiscal Year 2019-20 is detailed as follows:
$310,000 was appropriated for the following:
o $140,000 for goats
o $100,000 for other vendors
o $70,000 for “discing” by LADAC
$50,000 was added for biological surveys (approved July 16, 2019).
$200,000 was added for a grant to the PVPLC for acacia removal.
$360,000 was added in September 2019, as follows:
o $10,000 for goats
o $200,000 for acacia removal by City-hired contractors
o $25,000 for geological studies
o $125,000 for a consultant to manage the Fuel Mod efforts
$307,200 was added to expand the grant to the PVPLC for acacia removal.
$43,815 was added in February 2020 for additional work by Fire Grazers.
$154,138 was added in June 2020 for additional work by Stay Green.
At this time, the City expects to spend approximately $550,000 on fuel modification
services in calendar year 2020, which is funded largely by the Fiscal Year 2019-20
budget and supplemented by part of the Fiscal Year 2020 -21 budget (for work
performed after July 1, 2020). This includes approximately $78,500 in expenses for a
consultant to manage the City’s efforts through June 30, 2020. That managem ent,
however, was taken over by City Staff starting on July 1, 2020 as a cost saving
measure.
In summary, fuel modification services (not including the consultant management and
biological and geological surveys) are detailed below:

Status of Revegetation Pilot Program
On May 19, 2020, the City Council authorized the execution of a MOU with the PVPLC
to implement a pilot revegetation program to encourage the growth of native plants in

Fuel Modification Areas 94, 95, and 96. This work is scheduled to begin in November
2020.
These areas, which represent approximately two (2) acres, are shown separately on the
pie chart above to establish a category of how the City anticipates its responsibility to be
met. Staff expects that with a successful pilot program, new areas can be ta rgeted for
revegetation efforts and the percentage of that category on the pie chart in future years
will increase, with the long term goal of greatly minimizing the need for annual fuel
modification efforts and associated expenses.
ADDITIONAL INFORMATION:
San Ramon Reserve Brush Fire
On July 8, 2020, a small brush fire broke out in the San Ramon Reserve area just south
of the switchbacks area of Palos Verdes Drive East. The Lomita Sheriff’s Station and
the Los Angeles County Fire Department quickly responded, and the fire was
extinguished within an hour limiting the damage to approximately two (2) acres.
Although the area of the fire is not a fuel modification area (as defined by a 200 feet
buffer around structures), the City does have brush cleared up to ten feet from the edge
of the roadway on a monthly basis. The side of Palos Verdes Drive East in this area
was cleared approximately 3-4 weeks prior to the fire and was scheduled to be cleared
again the week of July 13.
Clearing, trimming or thinning of vegetation in the Palos Verdes Nature Preserve is
limited to designated fuel modification areas to minimize potential impacts to protected
habitat. However, if funded is provided, non-native plants, such as acacia, in this area
can be removed to reduce the fuel load.
ALTERNATIVES:
In addition to the Staff recommendation, the following alternative action s are available
for the City Council’s consideration:
1. Direct Staff to explore additional fuel modification and/or fuel reduction efforts
including potential costs.
2. Take other action as deemed appropriate by the City Council.
