CC SR 20200707 I - Hawthorne and Via Rivera Pole Purchase CITY COUNCIL MEETING DATE: 07/07/2020 AGENDA REPORT AGENDA HEADING: Consent Calendar AGENDA TITLE: Consideration and possible action to purchase traffic signal poles and mast arms for the proposed traffic signal at the intersection of Hawthorne Boulevard and Via Rivera. RECOMMENDED COUNCIL ACTION: (1) Approve the purchase of traffic signal poles, mast arms, and associated hardware, including delivery, in the not-to-exceed amount of $62,172, for the proposed traffic signal at the intersection of Hawthorne Boulevard and Via Rivera. Purchase Quote (page A-1) BACKGROUND AND DISCUSSION: Over the years, Staff has been contacted by residents requesting the installation of a traffic signal at the intersection of Via Rivera and Hawthorne Boulevard. Residents have expressed concerns regarding the left turn maneuver from Via Rivera onto northbound Hawthorne Boulevard due to the geometry of the intersection and excessive speed of vehicular traffic along Hawthorne Boulevard. On February 18, 2020, the City Council directed Staff to prepare engineering drawings for the installation of a traffic signal at this intersection. Subsequently, Staff entered into a professional service agreement with Willdan for the preparation of the design 1 drawings for this project. The schematic design drawings for this traffic signal were completed in May 2020. These drawings have identified the specific size of poles and mast arms which are needed for the project. Since the delivery time for the traffic signal poles and mast arms typically takes up to 22 weeks, Staff requests authorization to order these items while the final plans are being prepared. Staff prepared a request for proposals (RFP) to receive quotes for the purchase and delivery of these items and to store them safely until the design is complete and the project can be constructed. This action will minimize the number of days required to complete the construction portion of this project, as the poles and mast arms will be available when construction of this project begins. Willdan will continue to complete the design of the construction bid package and coordinate any utility relocation activities with franchised utilities. Traffic Signal Pole Estimates Staff requested quotes for the poles and mast arms and received three bids on May 13, 2020. The bids are shown in the table below. After careful review of the bid documents, the apparent lowest bid was by McCain, Inc. Hawthorne Blvd & Via Rivera Traffic Signal Poles Contractor Bid Amount JTB Supply Company $72,471.67 McCain, Inc. $62,171.26 Imperial Pipe $70,381.75 Staff requests City Council authorization to open a purchase order in the amount of $62,171.26 to acquire these items. This price includes the required hardware and delivery of the items. The final engineering plans are scheduled to be completed by end of summer 2020. Subsequently, the project will be advertised for construction and the substantial completion of the project is anticipated by early winter 2020.
