ADJOURNED REGULAR MEETING
APRIL 27, 2020
CALL TO ORDER:
An Adjourned Regular meeting of the Rancho Palos Verdes City Council was called to
order by Mayor Cruikshank at 6:04 P.M. via teleconference/virtual meeting using the
Zoom platform, notice having been given with affidavit thereto on file.
City Council roll call was answered as follows:
PRESENT: Alegria, Bradley, Ferraro, and Mayor Cruikshank
ABSENT: Dyda (excused) * joined the meeting at 6:36 P.M.
Also present were Ara Mihranian, City Manager; Trang Nguyen, Director of Finance;
Christopher Browning, Senior Administrative Analyst; Elias Sassoon, Director of Public
Works; Ron Dragoo, Principal Engineer; Cory Linder, Director of Recreation and Parks;
Daniel Trautner, Deputy Director of Recreation and Parks, James O’Neill, Project
Manager, and Teresa Takaoka, Deputy City Clerk.
PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Principal Engineer Ron Dragoo.
APPROVAL OF THE AGENDA:
Councilman Bradley moved, seconded by Councilwoman Ferraro, to approve the
agenda as presented.
The motion passed on the following roll call vote:
PRESENT: Alegria, Bradley, Ferraro, and Mayor Cruikshank
ABSENT: Dyda (excused) * joined the meeting at 6:36 P.M.
PUBLIC COMMENTS:
None.
REGULAR BUSINESS:
1. Consideration and possible action to review the proposed Capital
Improvement Program

Deputy City Clerk Takaoka reported that late correspondence was received and
distributed prior to the meeting and announced there were no requests to speak.
Trang Nguyen, Director of Finance, gave an overview of the capital projects funding and
remaining fund balances.
Elias Sassoon, Director of Public Works, presented and reviewed the FY20-21 Capital
Improvement Projects (CIP), their project cost estimates, and revenue sources.
Additionally, new projects and an updated 5 -year CIP plan was presented for Council
consideration.
Additionally, Don Swanson, IMAC Chair, commented on the proposed new projects as
ranked by the Infrastructure Management Advisory Committee (IMAC) with the budget
as presented prior to the Covid-19 crisis.
Discussion ensued among Council Members and Staff. The City Council reviewed the
proposed new projects and gave Staff direction on which projects to move forward and
include in the budget, or modify/remove the project from the proposed list. A
preliminary review of the budget is scheduled for May 19, 2020; the first public hearing
is scheduled for June 2, 2020; and, the adoption of the FY 20-21 Budget and Capital
Improvement Projects is tentatively scheduled for June 16, 2020.
Councilwoman Ferraro moved, seconded by Councilman Dyda, to receive and file the
report on the status of the current FY 19-20 CIP program.
The motion passed on the following roll call vote:
PRESENT: Alegria, Bradley, Dyda, Ferraro, and Mayor Cruikshank
ABSENT: None
ADJOURNMENT:
At 8:49 P.M., Mayor Cruikshank adjourned the meeting.
