AGENDA DESCRIPTION:
Consideration and possible action to reject all bids received for the Citywide Striping
and Marking Services Project.
RECOMMENDED COUNCIL ACTION:
(1) Reject the proposals that were received for the Citywide Striping and Marking
Services Project.
(2) Authorize Staff to revise the plans and specifications and rebid this maintenance
project in Fiscal Year 2020-21.

BACKGROUND AND DISCUSSION:
On-call striping of roads and installing markings on roadways in the City is performed
through a maintenance contract. As work is required, the contractor is notified, the work
is scheduled and performed at prices that the contractor submitted with the bid provided
to the City.
The Citywide Striping and Marking Project was advertised on January 21, 2020 and
bids were received on February 20, 2020. The amount of the lowest bid exceeded the
City’s budget. The quantities the contractors were provided in determining their base
bids were excessive. The quantities coupled with unit prices which were submitted
resulted in base bids that were greater than the annual budget for this project.

Staff recommends the City Council reject all the bids and direct Staff to restructure the
plans and specifications in an attempt to eliminate the excessive bid issue. Staff would
re-advertise this project and return to the City Council in July 2020 with an agreement
for these services, which would be incorporated within the budget as part of the FY 20-
21 budget.

the City Council’s consideration:
