CITY COUNCIL MEETING DATE: 04/21/2020 AGENDA REPORT AGENDA HEADING: Consent Calendar AGENDA DESCRIPTION: Consideration and possible action to authorize the City Clerk to file a Notice of Completion for the ADA Access Improvements – Crosswalks in Area 9 Project. RECOMMENDED COUNCIL ACTION: (1) Accept the project as complete; (2) Authorize the City Clerk to file a Notice of Completion for the project with the Los Angeles County Registrar-Recorder’s Office; and if no claims are filed within 35 days after recordation, send a notice to the surety company to exonerate the Performance Bond; and, (3) Authorize the Director of Public Works to release the 5% construction retention payment to Hardy & Harper, Inc., a California corporation, 35 days after recordation of the Notice of Completion by the Los Angeles County Registrar- Recorder’s Office, contingent upon no claims being filed on the project, and the contractor posting an acceptable warranty bond with the City. FISCAL IMPACT: The final cost of the work was $133,352 and was completed within budget. Location Map (page C-1) BACKGROUND AND DISCUSSION: In October 2019, the City completed construction of the Americans with Disabilities Act (ADA) Access Improvements – Crosswalks in Area 9 Project. The City has routinely 1 participated in the Los Angeles Urban County's Community Development Block Grant (CDBG) Program since 1986. The program funds local community development projects that meet national objectives. This project consisted of curb construction, sidewalk, ADA ramps, asphalt concrete (AC) pavement, landscape and irrigation restoration at three intersections along Delasonde Drive (at Valleta Drive, Galerita Drive and Pontevedra Drive), along with the intersection at Pontevedra Drive and Valleta Drive. A change to the contract was authorized by the City Council on February 18, 2019, in the amount of $22,200.
