LATE CORRESPONDENCE Interim Deputy Director Silva informed the Planning Commission that late correspondence was received and distributed prior to the meeting. PLEDGE OF ALLEGIANCE Commissioner Hamill led the assembly in the Pledge of Allegiance. ATTENDANCE Present: Commissioners Chura, Hamill, James, Saadatnejadi, Santarosa, Vice Chair Perestam and Chairman Leon. Absent: None Also present were Interim Director of Community Development Rodrigue, Interim Deputy Director Silva, Senior Planner Seeraty, Associate Planner Yoon, and City Attorney Lopez. HEIGHT VARIATION, MAJOR GRADING PERMIT, VARIANCE, SITE PLAN REVIEW, AND ENCROACHMENT PERMIT (CASE NO. PLVA2018-0001): 28160 PALOS VERDES DRIVE EAST (JY) Associate Planner Yoon presented the staff report with a request to continue the public hearing regarding the construction of a new 5,923ft² (garage included), three-story, single-family residence and ancillary site improvements with 1,517yd3 of associated grading on a vacant lot. The continuation was requested to allow the City’s Public Works Department an opportunity to review an independent traffic study that was submitted by the project applicant shortly before the Traffic Safety Committee (TSC) meeting on June 10, 2020. The TSC’s consideration of the of the proposed project was scheduled for July 1, 2020. Commissioner Santarosa and Hamill recused. ACCESSORY DWELLING UNITS AND JUNIOR ACCESSORY DWELLING UNITS - CODE AMENDMENT TO CHAPTERS 17.02 (SINGLE-FAMILY RESIDENTIAL (RS) DISTRICTS), 17.04 (MULTIPLE-FAMILY RESIDENTIAL (RM) DISTRICTS), AND 17.96 (DEFINITIONS), AND REPEALING AND REPLACING CHAPTER 17.10 (ACCESSORY DWELLING UNIT Planning Commission Minutes June 23, 2020 Page 3 DEVELOPMENT STANDARDS) OF TITLE 17 (ZONING) OF THE RANCHO PALOS VERDES MUNICIPAL CODE (CASE NO. PLCA2020-0001): Citywide (AS) Senior Planner Seeraty presented the staff report to consider recommending to the City Council various text amendments to several chapters in the Municipal Code regarding accessory dwelling units (ADU) and junior accessory dwelling units. Staff also described the work done thus far with the Zoning Code Update Subcommittee and the City Attorney’s Office, which included the discussion of general goals for the ADU code update as well as specific suggestions for code changes. Staff requested a continuation to allow for a second public notice, which would be published on June 25, 2020 for the July 14, 2020 Planning Commission meeting. COMMISSIONER HAMMILL MOVED, SECONDED BY COMMISSIONER SAADATNEJADI TO CONTINUE THE PUBLIC HEARING TO THE JULY 14, 2020 PLANNING COMMISSION MEETING TO ALLOW STAFF TO ISSUE A NEW PUBLIC NOTICE THAT DESCRIBES ALL CODE SECTIONS TO BE UPDATED, AND PROVIDES INFORMATION RELATED TO JUNIOR ACCESSORY DWELLING UNIT STANDARDS. THE MOTION PASSED ON A VOTE OF 7-0. NEW BUSINESS: LA-RICS GENERAL PLAN CONSISTENCY FINDINGS (CASE NO. PLGP2020-0001): 7000 Los Verdes Drive (JY) Associate Planner Yoon presented the staff report requesting a General Plan Consistency Review for the proposed installation of a new 70’ tall monopine (plus a 25’ tall lighting rod) to accommodate Land Mobile Radio (LMR) antennas, the construction of a 1 2’-6” tall 231ft2 equipment structure, the installation of a 25kw generator and a 786 gallon fuel tank within a new 430ft2 7’-4” tall enclosure. Commissioner Chura recused since he lives within 500 feet. Discussion ensued between the Planning Commission and Staff regarding the proposed project related to the public notice boundaries, inconsistency findings for the previously proposed LMR facility at City Hall, visual impacts, coverage of the LMR facility, operational effectiveness in relation to other sites, and the elimination of LA County Fire Station sites. Chairman Leon opened the public hearing. Chris Odenthal (Applicant): representing LA-RICS provided an overview of the project and LMR facilities in terms of the usefulness for first responders in Rancho Palos Verdes, coverage, connectivity with Catalina Island and Santa Monica mountains, and LA County Fire Station sites. PLGP2020-0002): 3860 Crest Road (JY) Associate Planner Yoon presented the staff report requesting a General Plan Consistency Review for the proposed installation of a new 50’ tall lattice tower to accommodate Land Mobile Radio (LMR) antennas, the construction of a 720ft² equipment structure, the installation of a 125kw generator and a 1,731 gallon fuel tank within a new 511ft 2 6’ tall enclosure. Chairman Leon opened the public hearing. Chris Odenthal (Applicant) : representing LA-RICS provided an overview of the project, and timeline of the construction for the new facility and demolition of the existing facility.
