CALL TO ORDER
Chair Leon called the virtual meeting to order at 7:01 p.m.
PUBLIC PARTICIPATION OPTIONS
Interim Deputy Director Silva provided information related to participation options available to
the public.
LATE CORRESPONDENCE
Interim Deputy Director Silva informed the Planning Commission that late correspondence was
received and distributed prior to the meeting.
PLEDGE OF ALLEGIANCE
Interim Deputy Director Silva led the assembly in the Pledge of Allegiance.

COMMUNICATIONS
City Council Items: Interim Deputy Director Silva stated that at the March 17, 2020 City
Council meeting Council adopted an ordinance amending the City’s Landslide Moratorium
Ordinance related to residential development on the property at 48 Cinnamon Lane; and at
the April 7, 2020 City Council meeting council adopted an interim urgency ordinance extending
a moratorium on the processing of non‐commercial amateur radio antenna permits. An
update was also provided about the City Council’s consideration of COVID‐19 relief actions
that involve establishing a small business financial assistance program and adopting an
ordinance against price gauging and tenant evictions.

2. POINT VIEW CONDITIONAL USE PERMIT COMPLIANCE REVIEW, CONDITIONAL USE
PERMIT REVISION, HEIGHT VARIATION, MAJOR GRADING PERMIT AND SITE PLAN
REVIEW: (CASE NOS. ZON2010‐00087, PLCU2019‐0013 & PLHV2019‐0011). 6001 Palos
Verdes Drive South (OS)
Chair Leon recused himself, as he lives within 500 feet of the project site. Vice Chairman
Perestam presided over the consideration of the project.
Interim Deputy Director Silva presented the staff report requesting 1) Conduct Compliance
Review No. 7 of the Point View Master Use Plan; 2) Revise Condition of Approval No. 57 of the
aforementioned Conditional Use Permit in order to reduce the maximum guest attendance at
the Event Garden as well as to reduce the amount of on‐site parking; and 3) Consider
applications related to the construction of a new 7,375ft2 (garage included) two‐story

residence measuring 25.92’ in height and a 611ft2 accessory dwelling unit with ancillary site
improvements and associated grading.
Discussion ensued between the Planning Commission and Staff regarding the proposed
project. More specifically, Staff addressed inquiries related to project compatibility with
neighboring homes, overall grading and slope stability and accessibility to the project site. Staff
also discussed the proposed on‐site parking modifications and answered questions about the
reconfiguration of parking as well as potential impact to adjacent property owners.
Vice Chairman Perestam opened the public hearing.
Jim York‐ The Applicant was available via phone for questions but experience technical
difficulties in participating virtually.
Vanessa Bowman‐ The Applicant’s representative provided additional background regarding
the request and answered questions for the Applicant
Robert Nelson‐ Spoke in support of the project.

ADOPT P.C. RESOLUTION NO. 2020‐03; ADOPTING ADDENDUM NO. 6 TO A MITIGATED
NEGATIVE DECLARATION TO REDUCE THE AMOUNT OF ON‐SITE PARKING AND AMENDING
CONDITION OF APPROVAL NO. 57 TO REDUCE GUEST ATTENDANCE AT THE EVENT GARDEN
AS PART OF COMPLIANCE REVIEW NO. 7 OF THE POINT VIEW MASTER USE PLAN ON THE

NEW BUSINESS:
3. CAPITAL IMPROVEMENT PROJECTS PRESENTATION (JY)
Associate Planner Yoon presented the staff report with an overview of projects and programs
contained in the proposed FY 2020‐21 Capital Improvement Plan. The item was presented to
the Planning Commission to find that the proposed FY 20202‐21 CIP were consistent with the
goals and policies of the Rancho Palos Verdes General Plan.

Discussion ensued between the Planning Commission and Staff regarding funding and
prioritization of the proposed projects to which the Public Works Director Sasson also provided
answers and more information on the CIP.
COMMISSIONER SAADATNEJADI MOVED, SECONDED BY COMMISSIONER HAMILL TO ADOPT
P.C. RESOLUTION NO. 2020‐05, FINDING THAT THE PROJECTS AND PROGRAMS CONTAINED
IN THE PROPOSED FY 2020‐21 CAPITAL IMPROVEMENT PLAN ARE CONSISTENT WITH THE
GOALS AND POLICIES OF THE RANCHO PALOS VERDES GENERAL PLAN. MOTION PASSED ON
A VOTE OF 7‐0.
