Consideration and possible action to conduct a public hearing on the Fiscal Year 2020-21 Draft Budget for all City’s funds and the Five-Year Capital Improvement Program. (Nguyen) (30 mins) Recommendation: (1) Conduct a public hearing on the possible adoption of the FY 2020-21 Draft Budget of all City’s funds, excluding the Improvement Authorities, and the Five-Year Capital Improvement Program; (2) Determine that the utility users’ tax (UUT) rate of 3% should continue to be maintained f or FY 2020-21 as a necessary revenue source for the City’s operating and capital improvements; and (3) Continue the public hearing to June 16, 2020. Consideration and possible action to receive a status report on the Palos Verdes Peninsula Land Conservancy’s (PVPLC) acacia removal grant. (O’Neill) (20 mins) Recommendation: (1) Receive and file a status report on the acacia removal grant provided to the PVPLC; and, (2) Affirm proceeding with the removal of 2 to 3 acres of acacia and 16 acres of dry brush mowing with the remaining grant funds. 4. Consideration and possible action to pursue joining the Los Angeles County Clean Power Alliance. (Barnes) (30 mins) Recommendation: (1) Review a report on the potential impacts of the City joining Los Angeles County’s Clean Power Alliance; and, (2) If deemed acceptable, direct the City Manager to execute and submit a letter of intent to join CPA and to proceed with preparing a feasibility study. 5. Consideration and possible action to receive a status report on City’s Small Business Financial Assistance Plan in response to Covid-19. (Ramos) (15 mins) Recommendation: (1) Receive and file a status report on the City’s Small Business Financial Assistance Plan; (2) Approve modifying the Business License Tax Refund Program to include all 189 businesses categorized as “in-City businesses” and provide automatic refunds without requiring an application; and (3)Provide Staff with direction on the proposed requirements for the Community Development Block Grant Small Business Stimulus Program. Conduct at the Council Meeting: The Mayor shall order removed from the Council Chambers any person(s) who commit the following acts at a meeting of the City Council: Disorderly, contemptuous or insolent behavior toward the Council or any member thereof, tending to interrupt the due and orderly course of said meeting; a breach of the peace, boisterous conduct or violent disturbance, tending to interrupt the due and orderly course of said meeting; disobedience of any lawful order of the Mayor, which shall include an order to be seated or to refrain from addressing the Council from the audience; any other unlawful interference with the due and orderly course of the meeting. Time Estimates: The time noted next to an agenda item is only an estimate of the amount of time that will be spent during the meeting on that particular item.
