Two questions about issues which were not mentioned in the Workshop Agenda Report.
Which Projects in the proposed 5 -year Capital Improvement Program include analysis for
preservation and enhancement of the trails network in their cost estimates? And, which ones
include an estimated cost reduction based on the pending issuance of the permits by the
"Wildlife Agencies" because the design program was modified to accommodate the
NCCP/HCP?
There are five different reasons why the RPV General Plan encourages the preservation and
enhancement of the Peninsula's non -motorized circulation network:
Provide multiple options for emergency evacuation.
Provide multiple options for access to fight fires.
Provide a variety of fitness and recreational venues.
Reduce the risk of isolated wildlife gene pools.
Increase the value of horsekeeping properties.

Different people have different wants and needs. Everyone has a little bit of interest in at least one of
the above which explains why Peninsula residents have chosen to live here rather than in some
downtown Highrise. The PVP Land Conservancy changed their Mission Statement.
It is during the budget proposal process that Staff reveals their intentions about several General Plan
Goals. This revelation primarily takes the form of what is not in the Proposed Budget. Is it planned
attrition? When does the City Council get to discuss this "non-
compliance" with the General Plan?
If the City Council has to figure out these omissions on their own, this is abuse of the well-meaning
volunteers which we have agreed to depend on as our Representatives.
To assist Staff with recognizing opportunities to pursue these goals, General Plan Amendment 22
added a system of Categories (based on underlying property ownership) designating which City
Department is to take the lead in engineering, budgeting, negotiating and otherwise facilitating both
maintenance and future improvements. What it does not establish is who is
responsible for updating the Trails Network Plan (TNP) when
the "Status" of a trail corridor changes.
The Planning Commission recently passed a Resolution that the draft list of CIP Projects FY20-21 is
compliant with the General Plan. The Project Titles and referenced project descriptions are so vague
that the Resolution is meaningless. Community Development and Public Works are not coordinating
their efforts. Or, are they? Planned obfuscation?
I have submitted two suggestions to multiple Staff Members which would facilitate both the update of
the TNP for budgeting purposes and the Scope of Work descriptions in the CIP. Nobody is
responding. Since most of the trails in RPV are now Category I or Category III, they are the
responsibility of Public Works. My suggestion was and still is, that the TNP divide the City in the
same way that Public Works divides it for their regular rotation of recurring sidewalk repair, residential
street rehabilitation and Encroachment Permits. All of the roadsides in "complete streets" are
supposed to provide accommodations for non -motorized circulation. Particularly in Equestrian
Overlay Districts (Q Zones), unpaved roadsides should provide safe passage for equestrians. This is
not in the Proposed Budget for public Right of Way maintenance, Information Technology nor
coordination with Recreation Facilities.
The other suggestion is for Staff to include more potential consequences in their analysis of their
Recommendations. I have been having trouble with getting to see Staff's directions to Consultants
and Advisory Committees. When the City Clerk cannot produce what the City's Contract Officer has
provided to anyone in the way of approved design programming, there is no way for anyone to know
whether or not what is not presented at workshops is Staffs choice of "appropriate" or someone's
Errors and Omissions.
A perfect example is the curve in PV Drive East between Bronco and Lower Headland. Another one
is Altamira Canyon. Both keep turning up in ever changing Project Titles. Neither has ever been
addressed in the way of a discussion about choosing a balance among all of the General Plan's
"wants and needs". That is what the Budget is supposed to be all about.
So far, all this "social distancing" has not produced any difference in Staff's obfuscation of their
intentions. Ara is in charge and the residents of the City of Rancho Palos Verdes, actually the whole
Peninsula, are the losers no matter how much we appreciate the notion of nurturing native habitat.
Where is the Press Release which announces that we have received those infamous "Wildlife
Agency" Permits which are supposed to make all this "taking" worth it? If they have not yet been
issued, Staffs recommendations should be based on existing Federal Laws, at least until President
Trump gets around to eliminating the Environmental Protection Agency. Oops.
ADMINISTRATIVE REPORT April 15, 2020
NCCP Permit Signed: On April 15, the City received word from the U.S. Fish and Wildlife
Service that the federal section 10(a)(1)(B) permit for the City's Natural Communities
Conservation Plan/Habitat Conservation Plan (NCCP/HCP) has been signed. The City Council
adopted the NCCP/HCP in November 2019 after years of preparation. The document serves as
an umbrella permit that identifies and provides for the regional or areawide protection and
management of natural wildlife diversity while allowing for compatible and appropriate
development and growth. The citywide NCCP/HCP is intended to streamline approvals and
save the City significant time and money. In turn, the City is able to extend its take
authorization to private applicants on behalf of federal and state wildlife agencies pursuant to
the NCCP/HCP, saving the private applicants significant time and money.
At the April 21, 2020 City Council Meeting, Ara mentioned that the City had not yet received notice of
the issuance of a Permit from the State "Wildlife Agency". Staffs Recommendations have been
modified to accommodate some version of the NCCP/HCP for more than a decade. The trails
network has been reduced. I am not seeing any evidence that this loss has produced any of the
intended saving of "significant time and money" to the City or private applicants.
Deferred maintenance of existing infrastructure is not a "cost saving". Uncoordinated (as in, narrowly
focused design parameters) capital improvement projects waste resources. It is not a joke. Public
Works Agencies routinely rip up the same piece of street for a progression of different objectives. In
particular, what is included in the PV Drive East, Altamira Canyon and the Landslide Area Projects?
They all include "clean water", erosion repair/control, non -motorized circulation/safety, storm drains,
foliage and private property rights issues. This is not on the Agenda.

The economic impacts of the COVID-19 health crisis is still not fully known.
That said, the City is looking at personnel and non -personnel cost savings in order to ensure a
balanced budget without having to dip into its reserves and reducing services.
This coming Monday, the City Council will review the proposed Capital Improvement Program (CIP)
which identifies the funding sources for capital projects.
At this time, the traffic signal at Via Rivera remains a project for completion in Fall 2020 using
Proposition C funds (an additional appropriation of $300,000 is requested).
This is referred to as Project No. 8828.
The Staff Report for Monday's CIP workshop will be available this evening on the City's website at the

I wish to express my strong feelings that the city should proceed with a Traffic light at Rivera & Hawthorne. I am aware of
finances in today's economy & hope cost cutting can be instituted & still allow the much needed light.
We've lived here for 45 years (Rue De La Pierre) & always have some fear when we try to drive up Hawthorne Blvd.
Motorists tend to speed when coming down this HWY, there have been numerous serious accidents & not just fender -
benders.
For our much needed safety I urge you to proceed with this project & help residents & their safety. Thank you for your

Dear City Council Members,
One of the projects to be considered at the upcoming CIP Workshop is the
(proposed) Ganado Drive Beautification Project (No. 8835). According to the Staff
report, this project has been requested by the adjoining HOA and has an estimated
cost of $100,000 for landscaping, installation of an irrigation system to support a
row of trees previously planted by the City, plus future maintenance costs. The
stated justification for the proposed improvements is that they "would enhance
the appeal of the public right-of-way areas and reflect positively on the City." I
recognize that, particularly in light of the current year's loss of projected revenues,
the recommendation is only to put this proposal in the queue with others, to be
considered at some point in the future.
I am not writing to lobby in favor of or against the Ganado Drive project, but I
would like to suggest that the Council consider requesting Staff and/or the IMAC
to put together some sort of overall blueprint or game plan for beautification
expenditures before this or any similar matter comes up for an actual decision re
implementation. It seems to me that there are two questions they might consider:
first, when the City should be spending money beautifying areas where it only has
a right of way,j11 and second, where and how this should occur from a City-wide
prospective.

j11 There are many places in the City (1) which involve City owned property, (2) which are
more seriously in need of beautification, and (3) which would benefit many more residents
(e.g., the southwestern entry from 25th Street in San Pedro, the switchbacks going up Palos
Verdes Drive East, and most of Palos Verdes Drive South, all of which are seen by a great
number of our citizens on a daily basis, and none of which look as good as the section of
Ganado Drive in question). Beautification of any of these areas (as well as a number of others)
would "reflect positively on the City" to a greater degree than either the proposed project on
Ganado Drive or any other "right of way" beautification project on a non -arterial street.

If projects need to be delayed your new office building should be a lower priority.
On another budget topic, have you considered a temporary surcharge for construction permits for 2020? Maybe a $100

Thank you for helping RPV figure out how to survive during this difficult budget crunch. Like all of you, I am aware that
our City's income has been drastically reduced and understand that the few frills in the proposed budget may have to be
deleted. Safety issues are not frills.
I believe you all agree on the importance of maintaining safety issues in the budget. The current lack of a traffic light is
definitely a major safety issue, not only for those of us who live in the Point Vicente neighborhood but also for everyone
who travels on Hawthorne Boulevard. Our neighborhood was happy when the Council approved the plan for the traffic
light and hope it remains a high priority.
Traffic on Hawthorne, though still less than before, continues to increase. My neighbors and I hope to see a traffic light
in place as soon as possible.

Thank you for your continuing work to make Rancho Palos Verdes at best place to live in the
USA. I know that these are difficult time for all municipalities and difficult budget deferral
decisions will have to be made due to loss of tax revenue.
I recommend that you prioritize public safety projects and if necessary, defer elective projects
such as Hesse Park improvements and boulevard beautification projects.
In particular, I strongly recommend that the new Signal at the intersection of Hawthorne
Blvd and Via Rivera should receive full funding now. It must be included in the new budget
allocations to mitigate against the ongoing risk of possible fatalities at this designated dangerous
intersection.

Please prioritize the design and installation of a Smart traffic signal at the intersection of Via
Rivera and Hawthorne Boulevard into your 2020/2021 Fiscal Year Budget.
As you are aware we consider this needed traffic signal as a critically important public safety
issue.
Since the COVID-19 crisis, high rates of speeding have dramatically increased on Hawthorne
Blvd. making this intersection more dangerous than before.
We understand the City will need to make cuts to the budget due to reduced income.
Please make cuts to non -safety issues, such as landscaping etc.
When things go back to normal, landscaping can be done in future years.
Your continued support to move forward quickly to design and construct this signal is highly

As always, thank you for taking the time to share your valuable insight on many important matters being considered by
the City Council.
Based on the breadth and scope of your email, I gather you have read the April 27th CIP Staff Report.
You may have also seen my responses to residents' emails regarding the proposed traffic signal at Hawthorne and Via
Rivera. So you know, it remains a project proposed to be funded for installation this year, unless otherwise directed by
the City Council. In fact, Staff is working diligently to see its installation in fall.
Public safety is among the high priorities of the City as reflected in the recently adopted City Council goals and will
remain so. That said, some of the projects you suggest, such as beautification, being considered for deferral don't
necessarily compete for the same restricted funding source within the CIP. That is what makes the CIP both interesting
and challenging. To that point, a public safety project funded by Prop C money can proceed along with a beautification
project funded by Gas Tax (SB 1) money. This will be discussed in greater detail at Monday's workshop.
Lastly, I am glad you pointed out the opportunity to complete certain projects now, at what may be at a lower cost,
because of the downturn in the economy. That was mentioned in the conclusion portion of the staff report but I was
afraid it may be overlooked.

Council and Staff, Thank you for your ongoing work to help keep our City running well. With the now expected revenue
shortfalls, the decisions you make at this budget workshop are even more critical than before.
Please know that I, as well as numerous City residents, place Public Safety as a top priority, above most all other
expenses. Our sheriffs contract and traffic/roadway improvements are both in the public safety category and should
receive the highest priority. This includes the previously approved traffic signal light at Via Rivera and Hawthorne Blvd.
Please be sure this project, #8828, continues on track as scheduled. As the current Stay at Home restrictions are eased
over the next months, traffic will quickly escalate back to earlier levels from a combination of regular resident work/social
commuting as well as people from other areas wanting to get out of their Cities and have an escape in the nature our City
provides.
Projects that do not have a public safety element could be postponed until revenue streams become more predictable.
These include projects such as Hesse Park field improvements and Parking Lot improvements, PVIC improvements, the
arterial road fencing and beautification projects, and others.
In discussing the upcoming budget with many residents in our neighborhood, the above priorities have wide spread
support.
A slight plus from the current economic situation is that it may be possible that some projects could be completed at a
lower cost than originally estimated. With the wide spread work slow down, many contractors are needing projects to keep
their crews on the payroll. Our staff should be encouraged to search out any opportunities to RFP some previously
scheduled projects now while vendor rates may be lower than in the past. The potential cost savings would help with the
expected loss of City revenue. Staff could move to get contracts signed now at the lower costs.
Another possible route for savings would be for the City to ask the County to hold sheriff's department costs at current
rates for at least a year. This might result in $250,000 - $350,000 in savings to the City.
Thank you again for your work and effort keeping our City running. No doubt that the cuts you will decide upon will be felt,
your decisions to minimize and prioritize them is appreciated.
