Thank you for your concerns in regards to the City's peafowl trapping and census program. I
appreciate your opinion and concerns. On Tuesday April 21, 2020, City Council will be considering a
report from City Staff recommending a pause in peafowl trapping for 2020. This recommendation is
based on the results of the peafowl census that demonstrates a decrease in population of 56%4 since
the program began in 2015. Of course, City Council will make the final decision on the future of the

Dear RPVCA-
I am writing to provide my support as a Valmonte resident for our beautiful wildlife and nature setting we all enjoy here
in PV. I would like the committee to consider a one year pause or suspension of our peacock capture program and
evaluate re-engaging this time next year to determine if it should be resumed.
As we look to our immediate future and the much uncertainty ahead, prioritizing all of our (your) efforts on our safety,
security, budget\resources and building a strong community, I believe is most important and as a result, this is an issue
we can safely revisit in 12 months.
Having a few more of these beautiful birds to enjoy during this period truly seems like a gift we should be thankful for.

Thank you for your quick response regarding peafowl trapping.
I could feel anxiety creeping into neighborhood posts regarding trapping.
This is sad, as there is so much daily stress in people's lives just dealing with the COVID crisis and the personal isolation
many feel.
So many people need the safety of routine , and are turning to the beauty of nature in their own yards to calm the soul.
This includes the calls of peacocks, familiar and reassuring that life is certainly continuing as normal. Especially for
people in apts who may not have access to green space because parks are closed, they can still hear nature carrying on
in their neighborhood.
Those that do not like peacocks may even silently appreciate the spring calls to the flock, (although they choose not to
admit it).
Our peafowl population took a hard hit with trapping in Lower Los Verdes. Population seemed to lessen almost
overnight and neighborhoods were upset and angry.
Of course the City Council knows the peafowl feud well, and it is very wise to sidestep it.
My hope is that trapping in the future remains as little as possible. I realize sustaining the flock's ability to find food and
shelter has to be looked at from a scientific point, as too many of any species creates problems.
May we all be well and safe during this unusual life experience.

Please, please continue the peafowl trapping program. They are nasty, destructive, noisy birds. They have
destroyed my garden, messed up my driveway and picked at my roof to the point where they clawed all the way.
to the framework. The roof had to be replaced as the damage they caused over the years was too great to be
fixed. They nest in the pine trees on Eddinghill which is behind my house and they start screeching at 3:30 in
the morning and they keep it up until at least 8AM.
Am hoping the trapping program will continue --I cannot afford another roof nor can I keep re -planting my yard
with new flowers.

Hello,
We live on Headland Drive and are very appreciative that the City has been trapping the pea fowl in our area.
We have this question; When you are doing all the reporting of the numbers of pea fowl do you ever take into account
the geographic size area of each "district"?
I think we are in the Sunnyside Ridge area. Does anyone know the population per acre for that area? Could it be that
people in a certain smaller geographic area (with a lower census number of pea fowl) might be more affected than
another larger geographic area with a higher census number?
While things have improved, we are still affected by middle of the night calling, plants being eaten, pea fowl on our roof
and their poop all over the place. Every time I leave either Headland Drive entrance to our neighborhood, I can see
multiple pea fowl on the street.
One day last December, I walked outside to see more than 20 pea fowl congregating in front of our house.
Hopefully you can answer my questions and give us all an idea if the "success" in our area actually included reducing the
number of birds per acre equivalent to other areas in the city.
We are all for you to continue trapping more pea fowl. Please continue!

I'm a resident of Rancho PV and support the cessation of the peafowl trapping program for 2020 until a new
census is conducted in 2021.
Over my 10 year tenure here, I've noticed a dramatic reduction in the number of peafowl in my area, to the
point that it's becoming rare to see one. I understand not wanting to be overrun by them, but I feel that the
balance has swung a bit too far in the other direction.

I implore you to STOP the annual peafowl trapping. Enough is enough! You have thinned the population to the point that
in some areas, residents don't even see the peafowl anymore. I live in a trapping area, Sunnyside Ridge Road. It seems as
though we have half the population as we did when all this started 5 years ago. And the thing is, if you speak to any of the
residents on our street where the peacocks gather the most, they have absolutely zero problems with them on their
properties. They love them!
When we moved into this neighborhood in 2013, we had to sign a disclaimer acknowledging that there were peafowl on
this street (with the accompanying noise, disruptions, etc.) and we were ok with that. Yes, they are not native to this area,
but neither are we. They've been on the Peninsula much longer than any of us living here have been. The rural quality is
what attracted us to this area and is what makes it unique and special. Take that away and we might as well live in
Torrance, West LA, or any other part of LA's urban sprawl. Observing, one can see that the peafowl clan cares about each
other. I love watching them interact. It's cruel to separate families.
Besides, with all that's going on with Covid-19, can't the money allocated for this program be put to a better use? As in
increased Covid-19 testing for residents? And more importantly, widespread antibody testing on the Peninsula? Now this
would make more financial sense and help us start to get back to normal, or at least our new normal. Are the 80 residents
who previously complained (and got their trapping for the last 5 years) that much more important than everyone else
who lives here?
Please, put an end to this now.

Request to Halt Peafowl Trapping
I am writing to request that peafowl trapping in Rancho Palos Verdes be discontinued. There are many residents who
enjoy the sights and sounds of these beautiful creatures and a few residents who are not willing to coexist with them to
decide if traps will be placed and peafowl living as part of the neighborhood should not be able to decide the fate of the
birds who live in a community. I live in a neighborhood adjacent to one which has people willing to have a trap in their
yards. A peafowl pair, a mom and juvenile, brought our family great joy, peeking in the window upstairs, politely moving
out of our way as we went out when they sheltered on our porch in the rain and honking happy good mornings as they
paraded down the street. Instead of sharing 15 years or more of life with us, they have vanished and there is nothing we
can do because the lady two blocks over wants certain plants that peafowl eat in her garden or someone who doesn't
consider their honks a joy as we do wants them gone rather than diminishing sounds with a fan or other white noise. We
have loved seeing little chicks in the summer time. This year there were none.
I request that the newly reconfigured Council revisit this plan, especially the following points:
1. What is a more fair and representative plan which gives a voice to residents who desire peacocks to remain in their
neighborhood, especially individual birds, rather than leaving decision making in the hands of a few residents who don't
like peafowl?
2. Is the trapping process indeed humane? Is the habitat in the relocation areas conducive to the health of the peafowl?
How many of the 539 trapped and removed birds are still alive?
3. Why are we moving peafowl from Rancho Palos Verdes to other areas (despite a quarantine in place) and putting
them as well as other birds living on the peninsula, domestic and wild, at risk for Newcastle Disease? It is my
understanding that RPV obtained a permit to do so but why?
4. Is it possible to have new home purchase agreements include some kind of acknowledgement that peafowl reside in
the neighborhood?
5. Could the RPV website be updated to emphasize the beauty uniqueness the peafowl bring to our community instead of
describing them as a nuisance to be managed?

I know my vote doesn't count for much in the city like it did when I lived here in the 70's and 80's
I moved back to retire and go out feet first...
I specifcally moved to the section of the hill where there WERE Peafowl
Now you have listened to one or two noisy minority and irradicated them from my area and I haven't seen ONE
for 3 years .... However ... I have had Coyotes.... which I need ever ever saw on my property when I lived here in
the 70's and 80's ...
PLEASE focus on what counts! ! !

Hello - I read the report with interest, as the peafowl in my neighborhood (Grandview Basswood) are on the rise
over the past year or so. We (myself and the neighbors I have talked to) are strongly in favor of continuing the
trapping program, as they are significantly disruptive and are invasive. However, given the recent and
significant drop in city funding due to COVID-19, it would appear prudent to delay and revisit the program in
2021. Just wanted to make sure the city was aware that many of the neighbors are strongly in favor of
continuing the trapping program, as it seemed from the report that most of the input you were receiving was in
the opposite direction. Thanks -

Thanks for the update. Just an FYI, there are two new breading groups.
• Lower Grayslake: 3 females and 1 male (arrived this week 4/12)
• The southern upsloping canyon off Montemalaga above the Unitarian Church: Several females with chicks and
males (arrived last week 4/8)
Both just migrated here over the past 2 weeks. We've never had peafowl over the past 20+ years. Hate to see a good
streak come to an end.

season has ended, the City can not conduct trapping until approval from City Council for this year 2020. I
appreciate your opinion and concerns. On TuesdU April 21, 2020, City Council will be considering a report
from City Staff recommending a pause in peafowl trapping for 2020. This recommendation is based on the
results of the peafowl census that demonstrates a decrease in population of 56% since the program began in

BACKGROUND:
Government Code § 21221(h), of the Public Employees' Retirement Law, permits the
City of Rancho Palos Verdes to appoint a CalPERS retiree to a vacant position requiring
specialized skills during recruitment for a permanent appointment, and provides that
such appointment will not subject the retired person to reinstatement from retirement or
loss of benefits so long as it is a single appointment that does not exceed 960 hours in a
fiscal year. The resolution recommended by this staff report is the mechanism by which
such appointment is authorized.
DISCUSSION:
Mr. Fox has accepted two (2) interim assignments for the City of Rancho Palos Verdes
as a retired annuitant. He first commenced his assignment as Interim Deputy
Community Development Director on September 3, 2019. When that assignment
concluded, Mr. Fox then accepted the assignment to serve as Interim Deputy City
Manager on December 7, 2019 after the full-time Deputy City Manager resigned her
position on December 6, 2019 to begin new employment with the City of Beverly Hills.
As soon as staff were notified of the Deputy City Manager's resignation, the exam
planning, recruitment process, and a draft job bulletin were developed.
At the time of these assignments, the City was focused on the recruitment of the City
Manager. Following the reopening of City Hall on January 1, 2020 after the Holiday
closure, the job posting for a new full-time Deputy City Manager was released on
January 30, 2020. The new City Manager was formally appointed on February 4, 2020.
When the Governor issued his Executive Order extending the hours a city could employ
a retired annuitant, city staff reached out, as directed in Circular letter 200-015-20, to
CalPERS to confirm that the City was correctly utilizing Mr. Fox during the state and
local emergencies. It was during this exchange with CalPERS staff that city staff
learned that, due to an administrative oversight, the necessary City Council resolutions
approving these interim appointments had not been timely agendized. Accordingly,
staff approached the City Attorney's office to seek advice as to a legislative correction
for this oversight.
The City Attorney now recommends adopting the attached two (2) resolutions (one for
the interim assignment as Deputy Community Development Director and one for the
interim assignment as Deputy City Manager) as actions Nunc pro tunc. This legal
mechanism has the same retroactive force and effect as if the resolutions
recommended in this report had been adopted concurrently with the interim
assignments of Mr. Fox. (["Nunc pro tunc," a Latin phrase meaning "now for then,"
denotes an order having retroactive legal effect. The function of a nunc pro tunc entry is
to correct a clerical error or to state on the record an action that has been omitted
through inadvertence or mistake.] 21 C.J.S. § 247 (2020), see, also, Mozley &
Whiteley's Law Dictionary (11th ed.), quoted in Emanuele vAustralian Securities
Commission (1997) 188 C.L.R. 114 at 131.)

Next, staff reached out to CalPERS staff to ascertain if adoption of these corrective
resolutions would be deemed compliance with state law. On April 15, 2020, staff
received email confirmation from the CalPERS Employer Account Management
Division, Membership & Post -Retirement Employment Determinations Team, that Mr.
Fox "was in compliance" and advised the CalPERS would "send out a letter approving
him to work under the executive order." Accordingly, all that remains is for the City
Council to adopt the two attached resolutions.
ALTERNATIVES:
Take such other action as the City Council deems appropriate consistent with the
requirements of law.

Peafowl Trapping Program: Pausing 2020 Program
Delighted to see staff is recommending 'pausing' the remainder of Council's 2020
trapping program! I support this, not only for budgetary reasons, but our staff
report shows over immediate past years trapping has had a drastic effect on our
peacock population (down 56% 2014-2020). Further, here alternative 3 would
reduce the number of birds trapped to `fewer than up to 150' and, if Council
trapped 150 this year, Council would wipeout 2020's total measured population
of 1211 Let's not go down that rabbit hole. Let's not even admit it is choice our
Council could make!
Speaking for 20 Vanderlip Drive (Jack Downhill's estate — 6.9 acres in Portuguese
Bend) my partner Judy Foote tells me they used to have —30 peacocks either
passing through or living there and now have 2-3. THE VALUE FOR THEM:
PEACOCKS WERE THEIR EARLY ALERT SYSTEM. If anything was going on the
peacocks gave a cry and you'd know. Now these peacocks go out in the morning
to the far reaches of the property and return to roost at sunset.
So, I support staff's 2020 pause. Let the females raise their 2020 chicks, partially
re-establishing a decimated population. Let'em live in RPV this year and for future
years!

I have read the alternatives to consider for this year's approach to peafowl
and I strongly hope, and would vote for, Alternative I --to continue the
peafowl abatement program.
The birds are present in my neighborhood--Grayslake--and one resident,
who has named her "pet" Blue, continues to feed the birds. Shame and
illegality of feeding will not deter her. Abatement will.
I hear the birds screeching at night and early morning, and would be happy
to instead hear the song birds in my garden. I am relieved that a peacock
does not continue to roost in my backyard pine.
Please continue the program.

My name is Michael Diehl and I have lived in Los Verdes (28861 Briarhurst Dr) since 2001. 1 have to say that I have
visited city counsel meetings in the early 2000s to talk about the growing problem of the peafowl population. I am glad
that the trapping program happened and it really helped take a truly out of control population growth to something more
manageable.
I know how sensitive this subject is for our area, and I would like to voice that I do not want to see another large growth
spurt in the flock by my house. The flock that roosts at Eddinghill and Monero is large and the birds start to look for more
space. As you know they can be destructive and very messy. If it is decided to put a pause on the program, please look
into doing a 6 month review as the new chicks are not far from arriving.
As a long time resident, I believe population control is very important.

I believe you have done a fantastic job with the peafowl population management in our city. When our family moved
here a little over 10 years ago the seller of our home wrote "PEACOCKS" under every category (e.g. plumbing, electrical)
on the sellers disclosure form. Why would she have done something so unusual like that? Well, once we moved in we
immediately realized how incredibly annoying they actually were and why the seller would have been overly concerned
about potential liability. Think about that for a second. Don't get me wrong, we think they are beautiful and add to our
cities unique character. But back then they were everywhere, disrupting our sleep with loud calls in the early hours of
the morning, hopping around on our roof at night and my least favorite, constant droppings on our front porch. Since
you began this program the situation has drastically improved and while we still see and hear them periodically it is at an
appropriate level. DO NOT let the extremists try to convince you otherwise. Thank You for a job well done.

watching the pea fowl. In the past few years our neighborhood has been stripped of all these beautiful animals.

Just wanted to chime in on the topic of peafowl trapping. My husband and I moved our family to Rancho Palos
Verdes in 2012. We love RPV and it's relationship to nature, especially the peafowl! To us, that is what makes

them now. We ask that the trapping be paused, at least until a new census can be established.

To whom this may concern.
I am recommending the city stop the peafowl trapping program for the following reasons:
1. Fiscal responsibility, not worth spending the $ as there are other high priority items
2. Noise pollution- homeowners can close their windows. Other birds are noisy as well.
3. Mess- homeowners can get a hose or park their cars in their garage
I'd also like to know who the Wildlife service company is that is counting the animals and the company that is
performing the trapping. Personally, I question the validity of the results. I commute daily at the same
time/location of the observations and I have not seen or heard a single Peafowl in that area since late summer
2019.

Yes, we still have peafowl. The City does a census and has a trapping program. Two years ago,
they trapped 18 in just two weeks, from between my house and the big tree in my back yard. Tim
may be as good a shot as Gary. He and a BB rifle educate them that Sunshine's Barn is not a
comfortable place to "strut their stuff'. The Great White Hunter is having lots of fun 'splaining the
situation to last year's chicks. Their screaming is not so offensive from a distance. No pea poop on
the decks. No loose tiles on the roof. I do still have to keep chicken wire around the veggies and my
favorite flowers.

For some background, the City implemented a periodic humane peafowl trapping and
relocation program in 2015 in response to complaints from residents about the growing
peafowl population and associated impacts (noise, property damage, etc.). It is not the
City's intent to eradicate the peafowl population, but to manage the population at levels
identified in 2000 and to educate the public on how to coexist with the birds. This is all in
an effort to strike a balance between differing opinions in the City.
Every year, the City Council receives a report on the past year's trapping program, as well
as a census report for the current year's peafowl population, to determine whether or not
to resume trapping. Trapped peafowl are relocated off the Palos Verdes Peninsula to
homes that have been screened by the trapping vendor and reviewed by the City to
ensure the individuals adopting the peafowl have some avian experience and have
adequate space for peafowl to roam freely. Under no circumstances will the trapped
peafowl be euthanized or treated inhumanely.

Please stop counting with the objective of trapping Peafowl as the fowl are not the problem. RPV is concerned that
Peafowl compete for shelter and food with "native" species. Perhaps it is time to take a step back and reevaluate what

creatures.
In 1973, there were almost 50 Peafowl in my driveway.
Today I have one Peacock. I would like the return of the Peafowl that have been taken.
In 1973, there were no Coyotes, now the area is overwhelmed. I watched a coyote come after my 60# dog within feet
from my house. I have heard Coyotes in my neighborhood killing pets and wildlife since 2000. Being terrorized by
Coyotes for 20 years is no way to live.
Please stop counting Peacocks and count the Coyotes.

I am writing to you to plead with you to suspend the peafowl trapping program this year. The COVIDI9
pandemic has left everyone stressed and unsettled. Rancho Palos Verdes has been able to retain a bit of calming
rural feel, which is comforting to many of us senior residents. The peafowl are a big factor of that rural
environment.
The homebound children are enjoying seeing the birds roaming around their neighborhood. Many residents
love the birds and do not want them trapped, irrespective of the current stay-at-home restrictions.
And I am guessing that trapping peafowl would not be considered an "essential business" under the current
pandemic guidelines.

Please continue the trapping. The deaf owl population is already increasing again and with every female about to give
birth to approximately six new chicks, things will get out of hand here again soon. I think the birds are fascinating and
gorgeous but getting the paint scratched off my car and my flowers destroyed are not worth having them in my yard.

We, members of RPV's silent majority, are totally opposed to your Peafowl Trapping Program. There shouldn't be a pause to
your program but a total cancellation, and we say "your program" because many of our residents in Rancho Palos Verdes are
opposed to the trapping and removal of peacocks. This program belongs to you members of the City Council and the small
group of residentes in support of trapping and removal of these birds. We, a large percentage of the people living in our City,
like peacocks and do not feel threatened or disturbed by them.
For many years our peacocks have been a source of pride to our City. Do you remember when the name of our Peninsula
Shopping Center was The Peacock Alley?
For thousands of years and in different cultures peacocks have been a symbol of beauty. It is appalling and embarrassing to
many of us to realize that the people of the Council, who are supposed to be well informed, culturally aware and appreciative of
the beauty of our rural community, are oblivious to the significance of peacocks.
If you vote to continue with your trapping program we will certainly remember your names the next time we cast our votes in a
local election.

I understand the city council will be talking about the trapping of the peafowl at the meeting on 4.21.20. I am
writing to express my strong feelings that the trapping and management of the peafowl should stop
immediately. The peafowl are our local treasure. They have been here much longer than any of us, going back
to the Vanderlips in Portuguese Bend around 1917-1920.
We have been residents of the Palos Verdes Peninsula since 1962 and other than the horses we can't think of
any creatures more beautiful, enjoyable and deserving of living here.
In addition, of late, their numbers seem to be decreasing. We see fewer and fewer of them in the flocks in both
Portuguese Bend and those that wander into the Ridgecrest neighborhood sadly.
Please stop trapping and let them stay.

Dear City Council members,
I am writing to you as a concerned member of your community to ask you to vote to stop the Peafowl
Management Program this year. The city staff have presented to you that the census is only 121 which shows
that you have surpassed the city goal. There are so many of your constituents that have appealed to you to
please stop this program because we treasure these beautiful birds and they provide a great deal of enjoyment. I
personally love seeing them walking around my neighborhood and miss their frequent visits as they came
through my backyard.
The goal was set at 134 peafowl based on the 2000 census which only consisted of the count in FOUR
neighborhoods. The number of neighborhoods has been increased to SIX and the 134 -bird census goal has not
been increased. You have actually surpassed the goal for the past two years and now this year, the census is well
below the goal. Please at least vote in accordance with logic and the facts.
I am asking you again, as I asked you last year, to please stop the Peafowl Management Program as it has met
its goal. Certainly, the budget for this program could be used to assist our community seniors during the
COVID-19 CRISIS. With regard to highly contagious viruses, the virulent Newcastle Disease restrictions are
still in effect and the risk of contaminating the hill with this virus is still a concern.
Lastly, I believe there may be a small but critical error in the Agenda report. It states that the goal was to have
a census of 134 birds "citywide " but that would not be possible due to the goal being set on a baseline of 4
neighborhoods. My concern is that if this error continues as part of the verbiage of this issue then it will
inadvertently corrupt the facts. I would appreciate if that could be fixed in the Agenda Report.

To All Members of the City Council,
When I first moved to RPV in 1969, there were no peafowl on my block but ballooned to over 30+ before trapping
began. Now we still have peafowl on our block but in a manageable quantity.
I am in favor of continued trapping as the guideline states. It is a fair process to both those who are afraid the peafowl
population will disappear as well as to those who have 15 peafowl in their backyard and wish there were less. Peafowl
continue to mate and my fear is, without some sort of permanent guideline regarding trapping, the population will
balloon again.
There seems to be a misunderstanding among some opposed to trapping that the City relocates 150 peafowl each year
rather than that number being a maximum amount. If a new population count and an adjusted maximum number of
relocated peafowl needs to be set, I am in favor of doing so. I just do not want the ultimate decision to be banning
trapping and relocation permanently.
