CC RES 2020-008 RESOLUTION NO. 2020-08 A RESOLUTION OF THE CITY COUNCIL OF CITY OF RANCHO PALOS VERDES, CALIFORNIA, REMOVING THE NAME "SHORELINE PARK" FROM A PORTION OF THE OCEAN TRAILS RESERVE PROPERTY, AND NAMING THE BEACH BELOW THE OCEAN TRAILS RESERVE "OCEAN TRAILS BEACH." WHEREAS, in 1997 Los Angeles County conveyed 50.7-acre Shoreline Park (APN 7564-019-900)to the City with the condition that a 20-acre portion of the property be deed-restricted with a conservation easement held by the California Department of Fish and Wildlife as a condition of approval placed on the then-adjacent Ocean Trails development (currently known as Trump National Golf Club) to provide required environmental mitigation to offset the project's impacts to biological resources; and, WHEREAS, in 2004, 49.7 acres of Shoreline Park were enrolled in the City's Palos Verdes Nature Preserve (Preserve) as part of the City Council-approved Natural Community Conservation Plan/Habitat Conservation Plan (NCCP/HCP); and, WHEREAS, pursuant to the NCCP/HCP, Shoreline Park falls under the jurisdictional boundary of the Ocean Trails Reserve, but if the Shoreline Park name is retained for this property, it would be inconsistent with the NCCP/HCP and may introduce confusion to the managers and users of this open space property; and, WHEREAS, Shoreline Park is designated Open Space Preserve in the City's updated 2018 General Plan, rather than being designated for passive or active recreational use, and referring to the property as a "park" may give members of the public the impression that active recreational use is permitted, which is contrary to the land use designation for this property; and, WHEREAS, 1 acre of the 50.7-acre Shoreline Park (APN 7564-019-900) is a rocky beach that was not enrolled in the Preserve because it lacks suitable potential for habitat, and was never assigned an official name, and the beach area within APN 7564- 020-902 directly north of APN 7564-019-900 was not given a name, and providing a name for this beach area will assist the City in its management of the area; and, WHEREAS, the names "Ocean Trails Reserve" and "Ocean Trails Beach" are consistent with City Council Policy No. 37 (Naming of Public Facilities and Placing of Monuments and Other Memorials) in that the names provide an easy and recognizable reference for the City's residents and visitors, and that they are based on a geographic and topographic locations of the properties. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE, AND RESOLVE AS FOLLOWS: Section 1: The 49.7-acre property (APN 7564-019-900) located within the easterly portion of Ocean Trails Reserve will no longer bear the name "Shoreline Park," as more particularly shown on Exhibit "A," attached hereto and incorporated herein by reference, and it will retain only the name "Ocean Trails Reserve." Section 2: The beach below Ocean Trails Reserve from the City's border with Los Angeles to the City's Rancho Palos Verdes Beach, (beach areas within APN 7564-019-900 and 7564-020-902) as more particularly shown on Exhibit "A", attached hereto and incorporated herein by reference, are hereafter named "Ocean Trails Beach."
