I know that you are all having a meeting tonight and I am sorry that I cannot be there as I'm out of the country on business right now. However, I hope this message will reach you in a timely manner. There are four potential solutions you presented and while they seem to sound good, they would not actually address the issue that happened a couple days ago: • Modifying the timing of the traffic signal at Vallon to turn red more often to provide a break with vehicles travelling downhill; • Synchronizing the red light at Vallon with the red light at PVDW/Hawthorne; • Requiring a "no right on red" sign to be installed on PVDW for vehicles turning onto Hawthorne Blvd. (at a minimum during peak morning and afternoon hours); and/or, • Constructing a left-turn refuge lane for vehicles turning from Via Rivera onto Hawthorne Blvd. If you recall, both sides of Hawthorne Blvd. were open and even had a safe margin to complete the left turn. It is the truck coming out of the Trader's Joe/Montessori parking lot and entering the left turn lane to turn into Via Rivera that created the issue. None of the above solutions would solve this issue as they create a solution of making a big enough gap to make a left turn on both sides of Hawthorne. Again, that was not the issue here. The root cause of the problem is the perpendicular uncontrolled left turns at the intersection. The solution required is to solve two problems: 1. The primary is to prevent the potential collision of two cars in the intersection at the same time coming from right angles (i.e. Via Rivera and Hawthorne simultaneously) or the blocking of a car from Via Rivera and forcing it to stop across the southbound lanes of Hawthorne. 2. The secondary is to prevent a backup on Hawthorne at the bottom of the hill by routing traffic from Via Rivera (especially during rush hour/school time) to the PVDW stop light. The solutions you presented above are tangential solutions that do not directly address the issues, but try to ameliorate the symptoms or solve another problem in the hopes of lessening the risk or probability of the root cause #1 above. And that is the reason, in my opinion, that we would need to install the smart signal. Why on earth would we implement a solution that does not directly address the root cause? That's like installing a timer on your toilet to solve a drain clog with the hopes that if we don't flush too much, the toilet will never overflow. Why wouldn't we just get a rooter and solve the real problem? I respectfully submit my response and thank you for your time and attention. We definitely need a smart traffic light at the intersection NOW, not later. I vehemently am opposed to a right turn only as it doesn't really make the uncontrolled intersection that much safer because it is still timing a turn against cars that travel up to 50 or 55 mph. Plus it adds to the gridlock at the left turn signal at PVDW and having to cross all the way to the left turn lane from the right at Via Rivera in such a short distance is very dangerous as well. Imagine having a ton of extra traffic from Via Rivera on school days after drop off trying to get across Hawthorne when there are lines trying to get into Trader Joe's/Montessori and going south on PVDW towards Western to get to 110. I haven't spoken up before but now I'd like to describe to you a harrowing incident that happened today. Trying to make a left going up the hill on Hawthorne from Via Victoria during a Saturday (not even weekday or school day), traffic in both directions on Hawthorne was semi-busy. The southbound lanes got an opening of about 7 seconds, just enough time to pass through. Northbound lanes opened up as well so I entered the intersection. Just as I did, a big truck exited from the Trader Joe's lot northbound and sped into the left turn lane for Via Rivera, into the intersection, and was still moving. Now he had the right of way at this point but I'm was now in the southbound lanes. He was blocking the path to the northbound 3 lanes. If I turned in FRONT of him, and he completed his turn, there would have been a major multi-vehicle crash with potential loss of life or severe injury. If I assumed he would complete the turn and went BEHIND him and he did not complete the turn, I would have been stuck at a dead standstill in the oncoming southbound traffic, another potential for aT-bone crash of 1 or both cars coming down Hawthorne. I took the route safer for the other driver and hoped he would complete his turn and attempted to go behind him. He did not and I was stuck horizontally against lane #1 and lane #2 of the oncoming southbound traffic. This was a very dangerous situation and luckily, I was able to just squeeze by enough into the middle of Hawthorne and just behind him (he pulled up a little bit extra luckily) so I didn't get T-boned by cars going 50 mph. Mind you, this happened in all of 7 seconds. This is the exact kind of situation which a smart traffic light would solve. Smart lights communicate over fiber optic or wireless connections for the purposes of keeping traffic moving amongst nearby intersections. From Crest to PVDW, smart lights could be easily re-programmed to work in unison, even if there were future lights going in at the new Civic Center Drive or Tennis Center. Once the fiber is run, you don't have to do it again. And most importantly, they direct traffic to prevent accidents in dangerous uncontrolled intersections. I believe the goal of the city council is to keep the residents safe first and foremost. After what I experienced today, now that I've communicated it to all, I feel that not installing the smart light would almost be negligent and demonstrably ignoring the safety of the residents of RPV. Imagine if we all had the prior knowledge of this real situation but delayed action and it happened again, but next time, a loss of life occurred. I hope never to see that happen to anybody. Again, my vote after today is definitely putting in a smart light at the intersection. I hope you feel the same way. Jim and I still believe the only safe solution is a traffic signal at Via Rivera and Hawthorne Blvd. and ask the City Council to approve moving forward with the traffic signal with a vote to oppose deferring a traffic signal. However, in the short term, we agree with implementing a few of your ideas immediately. Before I comment on the options you sent today (in two separate emails), I need to comment on funding. I did not mention that the Via Rivera signal was funded in our comment letter submitted on 2-16- 20. I believe that at Traffic Committee it was stated it was funded, but I could have misheard that. I hope the funding wasn't transferred from Via Rivera to PVDS/PVDE? Funding should be approved for Via Rivera also. We agree fully that the volume and speed (platooning) has increased to a dangerous level. The possible future traffic control at the Civic Center entrance is not definite and thus cannot be counted on to help reduce the platooning issues. It could be many years away, if ever. Again, even if a signal were installed at the Civic Center it does not stop the need for a signal at Via Rivera. We support an immediate pilot program to increase red lights at Via Vallon, AND to not allow right turns on red from PVDW onto Hawthorne Blvd at peak school hours and adding weekends to the NO right turn on red as weekend traffic has become high volume too. In addition, another immediate item should be the installation of a much bigger sign stating no U- turn at the uphill left hand turn lane pocket on H~wthorne Blvd. turning left onto Via Rivera.J. • Alternatively, a sheriff needs to be there most of the time. Illegal U-turns at Via Rivera have increased greatly. We witness these illegal U-turns very often when we are at that intersection. The proposed pilot program alternatives will not make cars coming downhill and uphill reduce their speed. A full time Sheriff at the intersection or a Smart Traffic Signal at Via Rivera are what is needed. Traffic control at the Civic Center ingress/egress will not reduce the risk to pedestrians who often cross Hawthorne Blvd from Via Rivera on their way to Golden Cove Shopping Center. Additional point: There being a clear and documented problem at Via Rivera and Hawthorne, this may create an extremely serious potential legal liability problem for the City. The City Attorney should opine on this. We don't have an opinion formed on the creation of a left turn refuge lane from Via Rivera onto Hawthorne Blvd. We would need to see a draft design to understand if that would be helpful or not. Please help protect the safety of Rancho Palos Verdes residents and all local drivers. We do Not support the staff recommendation to defer the traffic signal at Via Rivera and Hawthorne Boulevard. We urge the City Council to approve Alternative number 1 in the staff report: to design and install a signal prior to completing a traffic/site analysis for the Civic Center. The community needs a signal at this intersection even if, at a later date, a signal is added at the Civic Center ingress/egress on Hawthorne Boulevard. We do NOT support a no left turn option at Via Rivera and Hawthorne Boulevard. Both traffic volume and speed violation on Hawthorne have been consistently escalating every year. This is a very serious traffic safety issue. Safety is also an issue for the very large number of local parents driving their children to and from Pt. Vicente Elementary School backing onto Via Rivera. A fatality or serious injury involving school children would be a tremendous burden for all of our consciences. Another aspect of this traffic safety issue is that pedestrians are increasingly crossing Hawthorne at Via Rivera illegally. Additionally, the increasing illegal U-turns on the Eastbound uphill lane of Hawthorne Boulevard at Via Rivera is a clear and present danger to traffic safety. When turning right onto Hawthorne Boulevard, it is almost impossible to predict if it is safe to turn right, as vehicles in the uphill left turn pocket on Hawthorne at Via Rivera frequently make illegal U-turns. A fact that sets Via Rivera apart from other challenging intersections with left hand turns onto Hawthorne Boulevard: the difficult ingress/egress to/from the Golden Cove Shopping Center on Hawthorne between The Montessori School and Trader Joes. With sharply increased activity at the Shopping Center in the past few years, this has caused congestion to increase at this access point. We concur and support the Traffic Safety Committee recommendation, and the traffic engineering consultant in their original practical recommendation for a smart traffic signal to properly control this intersection. 6 Since last year's Traffic Safety Committee meeting there have been several serious accidents between Ryan Park and Via Rivera on Hawthorne Boulevard Please do NOT defer approval of design and installation of this needed safety improvement. Specifically, I feel that a new Smart traffic signal should be installed at the Via Rivera/Hawthorne location now, not later. This is always a hazardous intersection but is especially dangerous during school drop off and pick up times as well as during the morning and evening times. Many cars line up to attempt the hazardous Left turn onto Hawthorne, while many others turn Right on Hawthorne and then immediately move to the left lane to make a U turn at the entrance to Golden Cove shopping area. Obviously, this is dangerous by itself since these cars are faced with traffic both exiting Golden Cove shopping area as well as cars accelerating up Hawthorne from Palos Verdes Drive West. I believe that the City Council should follow the recommendations of the Traffic Safety Committee, traffic engineers and staff and install a smart traffic signal at the intersection of Via Rivera and Hawthorne. It is my understanding that funding for this installation was already included in last year's budget. A Smart traffic signal is clearly the safest and most efficient way to handle this dangerous intersection, which will only become more congested and dangerous over time, as documented by the cities recent Traffic Impact Study and Environmental Impact Report. Some city spokesmen have already recommended that this be done. The funding is already part of last year's budget. This installation is needed to prevent serious collisions at the Hawthorne/Via Rivera intersection. I have witnessed near-disasters precipitated by motors that made dangerous decisions to proceed into the intersection at the wrong time. These decisions occurred because of long waits and frustrations with other motorists that chose not to risk life and limb. I pray that someone does not have to be killed before a decision is made to install the much-needed Smart Signal. A lot of the dangerous potential is caused by excessive speed. A very recent bad car roll-over occurred because of someone using excessive speed to leave the intersection while traveling uphill on Hawthorne Blvd. An answer to the speed problem as well as the frequent U-turns in front of the "No U-turn" sign at the intersection is more police surveillance and more tickets being given. We were lucky in that LA County Metro approved the purchase of the van to be funded by Prop A funds; so, we could use the accumulated funds for the van in Equipment Replacement and repurpose them to partially pay for the two trucks. The remaining amount also comes from the available unspent budget in Equipment Replacement. The equipment replacement fund is used for the centralized accounting of acquisition, maintenance and replacement of city- owned equipment such as this, and would be the most appropriate fund to use. If there were insufficient funds budgeted in the Equipment Replacement Fund, or if there were insufficient fund balance, then we would request an additional appropriation from the General Fund. I favor a traffic signal at this intersection. The option of "Right Turn Only" would be a disaster. Doing nothing will just put offthe problem for another Council to decide. Over the years it has become more and more difficult to make a left turn onto Hawthorne from Via Rivera. This is particularly true when parents are taking or picking up their children from Pt. Vicente school. Waits of five minutes or more are common at this time. 2 When we were having the issue of the traffic bumps on Via Rivera I asked one of the policemen ifthere were accidents on Via Rivera. He answered no, but there were a lot of accidents at the corner of Via Rivera and Hawthorne. I urge the Council to approve installing a traffic signal at this intersection. The problem of traffic backing up is particularly acute during student delivery and pick up periods. The frustration of drivers waiting leads to aggressive and sometimes unsafe actions to get out of Via Rivera. The line of sight up and down Hawthorne is limited and many drivers on Hawthorne exceed the speed limit. In addition some drivers going up Hawthorne make an illegal UTurn at Via Rivera to go down Hawthorne. which is completely unexpected by the driver waiting at Via Rivera. I am now seeing drivers from Via Rivera going down Hawthorne to the left turning lane for the Golden Cove entrance and doing a very dangerous UTurn to go up Hawthorne rather than going to the Palos Verdes Drive light and making a legal UTurn. 1 understand that all of the related experts understand the need for a light and have recommended it's installation. We fully support the installation of a Smart traffic signal at this intersection. We do Not support the staff recommendation to defer the traffic signal at Via Rivera and Hawthorne Boulevard. We urge the City Council to approve Alternative number 1 in the staff report: to design and install a signal prior to completing a traffic/site analysis for the Civic Center. The community needs a signal at this intersection even if, at a later date, a signal is added at the Civic Center ingress/egress on Hawthorne Boulevard. We do NOT support a no left turn option at Via Rivera and Hawthorne Boulevard. Both traffic volume and speed violation on Hawthorne have been consistently escalating every year. This is a very serious traffic safety issue. Safety is also an issue for the very large number of local parents driving their children to and from Pt. Vicente Elementary School backing onto Via Rivera. A fatality or serious injury involving school children would be a tremendous burden for all of our consciences. Another aspect of this traffic safety issue is that pedestrians are increasingly crossing Hawthorne at Via Rivera illegally. Additionally, the increasing illegal U-turns on the Eastbound uphill lane of Hawthorne Boulevard at Via Rivera is a clear and present danger to traffic safety. 4 When turning right onto Hawthorne Boulevard, it is almost impossible to predict if it is safe to turn right, as vehicles in the uphill left turn pocket on Hawthorne at Via Rivera frequently make illegal U-turns. A fact that sets Via Rivera apart from other challenging intersections with left hand turns onto Hawthorne Boulevard: the difficult ingress/egress to/from the Golden Cove Shopping Center on Hawthorne between The Montessori School and Trader Joes. With sharply increased activity at the Shopping Center in the past few years, this has caused congestion to increase at this access point. We concur and support the Traffic Safety Committee recommendation, and the traffic engineering consultant in their original practical recommendation for a smart traffic signal to properly control this intersection. Since last year's Traffic Safety Committee meeting there have been several serious accidents between Ryan Park and Via Rivera on Hawthorne Boulevard Please do NOT defer approval of design and installation of this needed safety improvement. We appreciate the work of our City staff and the traffic safety committee on this important quality of life and safety issue. In regards to the Civic Center, the City has been working on developing a master plan over the past two years that may include public safety components (i.e. Fire and Sheriff substations). There have been public workshops on the master plan and a Civic Center Advisory Committee meets every fourth Thursday at City Hall (I can send you more information offline). Based on the potential uses that may locate at the Civic Center, a traffic signal may also be warranted at the driveway entrance. Taking that in consideration, the options I provided you and other email senders yesterday is to identify viable solutions that can be implemented sooner than later that provide a break in the platooning of vehicles along Hawthorne Blvd. to allow left turn movements from Via Rivera onto Hawthorne Blvd. I merely putting out options for the community and the City Council to consider in addressing this concern. It worked years ago and for a long time mitigated excessive speeding. Recommend that it be instituted once again. Right now there are two traffic lights from Crest/Hawthorne on the north to PVDW/Hawthorne in the south. Dupre at Ryan Park and Vallon. These lights enable residents safe access to and from their neighborhoods. Why can't Via Rivera residents have the same consideration? It wasn't until you brought this to my attention, I was not aware that the City was considering, in the future, a traffic light at the entrance to the Civic Center. Is this proposal well known in the community and why would the "light" traffic in and out of the City facilities supercede the safety of the hundreds of residents safe egress and ingress into and out of their neighborhood? Add the predictable Mom traffic during school days at Point Vicente School and even non-professionals understand that the sheer numbers call for traffic control. In this case, a traffic light. As an aside, many of us take pride in our city and want it to stand out among the other South Bay cities, but erecting a traffic light at the entrance would only serve as a public relations effort to bring attention to the physical location and would add very little to the safety or the image of the City, it's visitors and it's employees. If that's the City's intention, why not just invest in more effective signage? Ara, please don't let this issue linger. Ask the Council to approve the light and make safety the primary mover for this installation. We definitely need a smart traffic light at the intersection NOW, not later. I vehemently am opposed to a right turn only as it doesn't really make the uncontrolled intersection that much safer because it is still timing a turn against cars that travel up to 50 or 55 mph. Plus it adds to the gridlock at the left turn signal at PVDW and having to cross all the way to the left turn lane from the right at Via Rivera in such a short distance is very dangerous as well. Imagine having a ton of extra traffic from Via Rivera on school days after drop off trying to get across Hawthorne when there are lines trying to get into Trader Joe's/Montessori and going south on PVDW towards Western to get to 110. I haven't spoken up before but now I'd like to describe to you a harrowing incident that happened today. Trying to make a left going up the hill on Hawthorne from Via Victoria during a Saturday (not even weekday or school day), traffic in both directions on Hawthorne was semi-busy. The southbound lanes got an opening of about 7 seconds, just enough time to pass through. Northbound lanes opened up as well so I entered the intersection. Just as I did, a big truck exited from the Trader Joe's lot northbound and sped into the left turn lane for Via Rivera, into the intersection, and was still moving. Now he had the right of way at this point but I'm was now in the southbound lanes. He was blocking the path to the northbound lanes. If I turned in FRONT of him, and he completed his turn, there would have been a major multi-vehicle crash with potential loss of life or severe injury. If I assumed he would complete the turn and went BEHIND him and he did not complete the turn, I would have been stuck at a dead standstill in the oncoming southbound traffic, another potential for aT-bone crash of 1 or both cars coming down Hawthorne. I took the route safer for the other driver and hoped he would complete his turn and attempted to go behind him. He did not and I was stuck horizontally against lane #1 and lane #2 of the oncoming southbound traffic. This was a very dangerous situation and luckily, I was able to just squeeze by enough into the middle of Hawthorne and just behind him (he pulled up a little bit extra luckily) so I didn't get T-boned by cars going 50 mph. Mind you, this happened in all of 7 seconds. This is the exact kind of situation which a smart traffic light would solve. Smart lights communicate over fiber optic or wireless connections for the purposes of keeping traffic moving amongst nearby intersections. From Crest to PVDW, smart lights could be easily re-programmed to work in unison, even if there were future lights going in at the new Civic Center Drive or Tennis Center. Once the fiber is run, you don't have to do it again. And most importantly, they direct traffic to prevent accidents in dangerous uncontrolled intersections. I believe the goal ofthe city council is to keep the residents safe first and foremost. After what I experienced today, now that I've communicated it to all, I feel that not installing the smart light would almost be negligent and demonstrably ignoring the safety of the residents of RPV. Imagine if we all had the prior knowledge of this real situation but delayed action and it happened again, but next time, a loss of life occurred. I hope never to see that happen to anybody. Again, my vote after today is definitely putting in a smart light at the intersection. I hope you feel the same way. We have several things we would like the city council to hear from us regarding the proposed option for the traffic safety project for PVD East from Bronco Drive to Sunnyside Ridge Road. I am sending this email just to provide my observations, experiences and opinion regarding placement of a pedestrian and horse crosswalk at Headland Drive (north entrance) versus placing it farther south at Headland Drive (south entrance). See the attachment for clarification. I bring this to the city council's attention because I believe that placing the crosswalk at Headland Drive (north entrance) is very dangerous to pedestrians, horses, vehicles and bikes ... AND that it demonstrates poor judgement and planning by the city engineers. In the photo attached, I have the proposed crosswalk at Headlane Dr. (north entrance) in RED and a optional crosswalk at Head lane Dr. (south entrance) in YELLOW. I believe that the line of sight for on coming cars is by far greater if a crosswalk is placed at Head lane Dr. (south intersection) versus Headlane Dr. (north intersection). I have been very conservative with the map in the city's favor and even drew the red line with the engineers proposed option in mind. I am not an engineer, but just looking at the map, it appears to me that the yellow lines are much longer than the red lines. Significantly longer AND so would be the approaching sight distance. In addition to the longer sight distance, there is another advantage to placing the intersection at Head lane Dr. (south entrance). It is that the drivers from both directions are turning LEFT along BOTH of the approaching bends and therefore have even a greater sight distance because they begin to see what is in front of them before they make the straight away. They can see further because they are looking down the lane of opposing traffic AND do not have fences, gates and landscape in their way as they do at Headland Drive (north entrance) as the drivers are turning RIGHT off of BOTH approaching bends and into the straightaway. I find this very disappointing. I drive out of the driveway from my house near Head lane Drive (north entrance) and must be very cautious as I leave or come home watching for cars and bikes in both directions. I am constantly honked from cars behind me as I leave my house or come home. With the proposed option for removing landscape by our property and pushing the road closer to our house, I just don't see how the it is any safer along this road, ESPECIALLY for a crosswalk at Head lane Drive (north entrance). I just don't see it and I lose confidence in the proposed option when I simply walk down the street and see a much better and safer option at Head lane Dr. (south entrance). It lends me to believe that a crosswalk further south would cause the city to have to alter the road on the opposite side if PVD East and disrupt those resident's property. I saw the 2018 proposal which called for a crosswalk at Headlane Drive (south entrance) and it would move driveways for two residents on that side of the street. I no longer see that as an option and INSTEAD see the pain with the crosswalk being placed by Headlane Dr. (north entrance) where it seems easily apparent it will be unsafe. I cannot speak to the safety or lack of safety that the residents who live on the curve between Roan Road and Upper Headland experience when ingressing or egressing their properties; therefore, I will support the residents who are impacted by the road improvements whichever way they decide. I can only speak to the Equestrian area that we are and that I have experienced for over 33 years. With the many improvements that occurred over the last decade we have experienced 1 3 ' an increase in the number of motorized and non-motorized vehicles, an uninterrupted flow of traffic with speeds in excess of 40-45 mph along this arterial road. This is an Equestrian Overlay District, which should command a reduction of speed, visibility and lines of sight. Therefore, I would welcome a crossing, and probably where this proposal has it placed. What I object to is the urbanization of the Equestrian Overlay District that this proposal calls for: pouring sidewalks, reducing trail widths, adding more signage (that motorists ignore), lights, reflectors and a retaining wall running the entire length of PVDE from Headland north to Sunnyside Ridge Road! Please Stop! the urbanization of this semi-rural area, stop changing the character of our area by these 'improvements' that make us no different nor any safer than any boulevard in Los Angeles County. I thank Staff and Consultants for the many, many man hours they have contributed to this very challenging traffic design and I implore the Council's serious consideration of declining to fund this project in its entirety. Specifically, I feel that a new Smart traffic signal should be installed at the Via Rivera/Hawthorne location now, not later. This is always a hazardous intersection but is especially dangerous during school drop off and pick up times as well as during the morning and evening times. Many cars line up to attempt the hazardous Left turn onto Hawthorne, while many others turn Right on Hawthorne and then 1 immediately move to the left lane to make aU tum at the entrance to Golden Cove shopping area. Obviously, this is dangerous by itself since these cars are faced with traffic both exiting Golden Cove shopping area as well as cars accelerating up Hawthorne from Palos Verdes Drive West. I believe that the City Council should follow the recommendations of the Traffic Safety Committee, traffic engineers and staff and install a smart traffic signal at the intersection of Via Rivera and Hawthorne. It is my understanding that funding for this installation was already included in last year's budget. A Smart traffic signal is clearly the safest and most efficient way to handle this dangerous intersection, which will only become more congested and dangerous over time, as documented by the cities recent Traffic Impact Study and Environmental Impact Report. My family and I have lived in this area for more than 15 years, and my two college age daughters attended Point Vicente Elementary school, Palos Verdes Intermediate School, and Peninsula High School. So, we are very familiar with the traffic situation at this intersection as well as the surrounding areas. I am writing to you regarding the very serious topic of traffic control at the intersection of Hawthorne and Via Rivera. Over the past 15 years, we have seen and experienced accidents and other traffic-related problems and delays at this intersection. My understanding from the recent traffic study is that these issues and traffic delays are expected to continue to worsen over the next several years. Now is the time to act. I would urge both the City Council and the Traffic Safety Committee members to immediately begin plans to install a traffic signal at this intersection in order to mitigate the traffic issues before they become worse. The potential"alternatives" investigated--including a restricted left turn/right turn only, or peak hour restrictions--are not effective solutions. These alternatives would only re-route traffic on to already congested adjacent streets and intersections, and worsen overall local traffic flow. The direction to install a smart traffic signal at this intersection was previously supported by studies and analyses presented at the following events: 1. Traffic Safety Committee meeting on 10/22/2018 2. City Council meeting on 4/2/2019 (design of traffic signal) 1 At the end of the "City Council Agenda Report" for meeting date 2/18/2020, the "Conclusion" detailed on page 3 indicates: "Staff believes that the installation of traffic signal light at the intersection of Via Rivera and Hawthorne Boulevard is warranted." Nearly 1.5 years has elapsed since the Traffic Safety Committee meeting on 10/22/2018, at which the "traffic signal warrant study" supporting installation of a traffic signal was discussed. I and other Point Vicente residents would like to understand why the City Council and/or Traffic Safety Committee members continue to delay action on this urgent topic. My understanding from previous meetings and meeting notes is that the design of the traffic signal light has already been completed. We are not some random group of individuals arbitrarily requesting a traffic signal be installed. We are concerned local residents who live in the area and are directly affected by your decision. While our children attended Point Vicente Elementary school, we lived on Calle La Resolana, and then moved to Via Rivera in 2002. Therefore, I have a good perspective of the traffic situation from the viewpoint of a resident of the immediate Pt. Vicente school area, as well as from the viewpoint of a parent bringing children to and from the school from a location north on Hawthorne Blvd. It is clear to me that a Smart Signal is necessary. We are one of the few, if not the only, area in RPV where a school is located, but where there are only 2 possible exits to go north, and both exits involve making a left turn with no traffic signal onto a busy street during school hours. And in both those cases, there is increased traffic on Hawthorne, and in both directions of PV Drive West, due to people on their way to and from PVIS and PVHS. The alternative City Council suggestion of a "Right Turn only" is a dangerous alternative: 1 ~. • During school drop-off/pick-up times (for both Pt. Vicente and Montessori), the traffic going downhill on Hawthorne will back up in the left lane of Hawthorne Blvd. between Via Rivera and PV Drive West. It will make it difficult for the multitude of"right-turners" to get into the left lane in an effort to make the U -turn at PV Drive West. • The location ofthe left turn lane into Golden Cove confounds the issue. The patrons of Golden Cove, and particularly the Montessori families, will have a difficult time making the left turn from southbound Hawthorne Blvd. into the parking lot because there will be a non-stop steady stream of cars going uphill (north-bound) on Hawthorne. There already cars making the "right turn on red" from PV Drive West to Hawthorne. There will be few breaks in the traffic due to the many "u-turners" filling in the one gap that currently exists. Only 4 to 5 vehicles can fit in the left turn lane entering Golden Cove parking lot. Therefore, cars attempting to turn left into Golden Cove will spill over beyond the left-turn only lane, into the left lane of Hawthorne boulevard. • The cars backing up in the left lane of south-bound Hawthorne is made more dangerous due to cars traveling downhill at high speeds on a curving road. • The cars backing up in the left lane of south-bound Hawthorne will funnel the cars going downhill to the right lane of Hawthorne, making it that more difficult for the the cars trying to make a right turn from Via Rivera to Hawthorne. • Also, people will continue to make the illegal U-turn from northbound Hawthorne at the Via Rivera intersection. If the City Council members don't want a "smart signal," have they considered making "right-turns on red" illegal on PV Drive West in front of the 7-11? If people followed the law, that might provide a break in the traffic sufficient for people to make the left turn from Via Rivera to Hawthorne during school hours. The reason I highlight "if people follow the law," is because people very frequently make the illegal U-turn from north-bound Hawthorne Blvd. at the Via Rivera intersection. I trust the research of the knowledgable City staff, traffic engineers, and the Traffic Safety Committee, over the "I don't want to stop at yet another traffic light" viewpoint. If the research is completed, the decision already made, the necessary cables installed, and the money budgeted, why would the City Council members thwart this smart-signal solution? In the past, I appreciated the measures taken by the City Council to alleviate the danger of the intersection (such as when it reconfigured the Hawthorne meridian making it possible to make the left turn from Via Rivera into the left lane of north-bound Hawthorne Blvd., and the installation ofthe "No U-Turn" sign at that meridian strip). Doing nothing will just put offthe problem for another Council to decide. Over the years it has become more and more difficult to make a left turn onto Hawthorne from Via Rivera. This is particularly true when parents are taking or picking up their children from Pt. Vicente school. Waits of five minutes or more are common at this time. When we were having the issue of the traffic bumps on Via Rivera I asked one of the policemen if there were accidents on Via Rivera. He answered no, but there were a lot of accidents at the corner of Via Rivera and Hawthorne. I urge the Council to approve installing a traffic signal at this intersection. The problem of traffic backing up is particularly acute during student delivery and pick up periods. The frustration of drivers waiting leads to aggressive and sometimes unsafe actions to get out of Via Rivera. The line of sight up and down Hawthorne is limited and many drivers on Hawthorne exceed the speed limit. In addition some drivers going up Hawthorne make an illegal UTurn at Via Rivera to go down Hawthorne. which is completely unexpected by the driver waiting at Via Rivera. I am now seeing drivers from Via Rivera going down Hawthorne to the left turning lane for the Golden Cove entrance and doing a very dangerous UTurn to go up Hawthorne rather than going to the Palos Verdes Drive light and making a legal UTurn. I understand that all of the related experts understand the need for a light and have recommended it's installation. Please do not play politics with this safety issue. We fully support the installation of a Smart traffic signal at this intersection. 1 We do Not support the staff recommendation to defer the traffic signal at Via Rivera and Hawthorne Boulevard. We urge the City Council to approve Alternative number 1 in the staff report: to design and install a signal prior to completing a traffic/site analysis for the Civic Center. The community needs a signal at this intersection even if, at a later date, a signal is added at the Civic Center ingress/egress on Hawthorne Boulevard. We do NOT support a no left turn option at Via Rivera and Hawthorne Boulevard. Both traffic volume and speed violation on Hawthorne have been consistently escalating every year. This is a very serious traffic safety issue. Safety is also an issue for the very large number of local parents driving their children to and from Pt. Vicente Elementary School backing onto Via Rivera. A fatality or serious injury involving school children would be a tremendous burden for all of our consciences. Another aspect of this traffic safety issue is that pedestrians are increasingly crossing Hawthorne at Via Rivera illegally. Additionally, the increasing illegal U-turns on the Eastbound uphill lane of Hawthorne Boulevard at Via Rivera is a clear and present danger to traffic safety. When turning right onto Hawthorne Boulevard, it is almost impossible to predict if it is safe to turn right, as vehicles in the uphill left turn pocket on Hawthorne at Via Rivera frequently make illegal U-turns. A fact that sets Via Rivera apart from other challenging intersections with left hand turns onto Hawthorne Boulevard: the difficult ingress/egress to/from the Golden Cove Shopping Center on Hawthorne between The Montessori School and Trader Joes. With sharply increased activity at the Shopping Center in the past few years, this has caused congestion to increase at this access point. We concur and support the Traffic Safety Committee recommendation, and the traffic engineering consultant in their original practical recommendation for a smart traffic signal to properly control this intersection. 2 Since last year's Traffic Safety Committee meeting there have been several serious accidents between Ryan Park and Via Rivera on Hawthorne Boulevard. Please do NOT defer approval of design and installation of this needed safety improvement. We appreciate the work of our City staff and the traffic safety committee on this important quality of life and safety issue. They have to determine if southbound traffic on Hawthorne in the number four lane will actually make the right turn into Via Rivera or if the county bus will slow down and stop at its appointed location. They have to gauge speed and distance between southbound cars in lanes two and three before entering the intersection. They have to determine if southbound traffic in the number one lane is actually making a left hand turn into the northern driveway ofthe Golden Cove Center. They have to be certain that Northbound cars in the number one lane are making a legal left turn onto Via Rivera or making an illegal u-turn onto southbound Hawthorne. They have to gauge speed and distance of northbound traffic in lanes two and three. They have to determine whether cars in the number four lane are actually continuing northbound on Hawthorne or whether they are turning into the north Golden Cove driveway. For the above reasons and in addition to the data already provided to the commission, there is no question that a traffic light must immediately be installed to protect travellers on Via Rivera and Hawthorne Boulevard. We definitely need a smart traffic light at the intersection NOW, not later. I vehemently am opposed to a right turn only as it doesn't really make the uncontrolled intersection that much safer because it is still timing a turn against cars that travel up to 50 or 55 mph. Plus it adds to the gridlock at the left turn signal at PVDW and having to cross all the way to the left turn lane from the right at Via Rivera in such a short distance is very dangerous as well. Imagine having a ton of extra traffic from Via Rivera on school days after drop off trying to get across Hawthorne when there are lines trying to get into Trader Joe's/Montessori and going south on PVDW towards Western to get to 110. 1 f). I haven't spoken up before but now I'd like to describe to you a harrowing incident that happened today. Trying to make a left going up the hill on Hawthorne from Via Victoria during a Saturday (not even weekday or school day), traffic in both directions on Hawthorne was semi-busy. The southbound lanes got an opening of about 7 seconds, just enough time to pass through. Northbound lanes opened up as well so I entered the intersection. Just as I did, a big truck exited from the Trader Joe's lot northbound and sped into the left turn lane for Via Rivera, into the intersection, and was still moving. Now he had the right of way at this point but I'm was now in the southbound lanes. He was blocking the path to the northbound lanes. If I turned in FRONT of him, and he completed his turn, there would have been a major multi-vehicle crash with potential loss of life or severe injury. If I assumed he would complete the turn and went BEHIND him and he did not complete the turn, I would have been stuck at a dead standstill in the oncoming southbound traffic, another potential for aT-bone crash of 1 or both cars coming down Hawthorne. I took the route safer for the other driver and hoped he would complete his turn and attempted to go behind him. He did not and I was stuck horizontally against lane #1 and lane #2 ofthe oncoming southbound traffic. This was a very dangerous situation and luckily, I was able to just squeeze by enough into the middle of Hawthorne and just behind him (he pulled up a little bit extra luckily) so I didn't get T-boned by cars going 50 mph. Mind you, this happened in all of 7 seconds. This is the exact kind of situation which a smart traffic light would solve. Smart lights communicate over fiber optic or wireless connections for the purposes of keeping traffic moving amongst nearby intersections. From Crest to PVDW, smart lights could be easily re-programmed to work in unison, even if there were future lights going in at the new Civic Center Drive or Tennis Center. Once the fiber is run, you don't have to do it again. And most importantly, they direct traffic to prevent accidents in dangerous uncontrolled intersections. I believe the goal of the city council is to keep the residents safe first and foremost. After what I experienced today, now that I've communicated it to all, I feel that not installing the smart light would almost be negligent and demonstrably ignoring the safety of the residents of RPV. Imagine if we all had the prior knowledge of this real situation but delayed action and it happened again, but next time, a loss of life occurred. I hope never to see that happen to anybody. Again, my vote after today is definitely putting in a smart light at the intersection. I hope you feel the same way.
