La Rotonda Drive, RPV. We're here to say that RPV and the
Coastal Commission need to realize that it is incumbent upon
you to be contributing to mitigating the Attractive Nuisance of
the ocean trail and access roads passing through the Trump
Estates Homes, our Ocean Terrace Condominium Association,
and the Trump National Club. An agreement made 25 years
ago, doesn't make it right, in light of the increasing population
that has created a Public Nuisance to us all.
To create a contract in perpetuity can easily become cost
prohibitive, since labor and materials only escalate, as public
participation is huge. That's why most cemeteries no longer
offer perpetuity maintenance agreements. We watch what's
going on, from a hundred feet above it. We have been abused
by the weekend trash thrown in our flower beds and frontage.
The intruders have ingressed into our property, such that we
had to install another section of fence a couple years ago. We
have no agreement with the Coastal Commission and RPV. We
feel it is really taking advantage of us and President Trump to
expect him to be buying the toilet paper, toilet seat covers,
increased water and plumbing bills, as they break the sinks and
clog the toilets, as well as cleaning and trail maintenance. We
have observed people letting their dog run around on the golf
course holes, off leash, prior to tee times. You should be
providing substantial support! Do the right thing!tJ

RPV or the Coastal Commission should be giving citations to the
ones throwing bottles and cans. Often times, it goes off the
cliff. My final point is that the City of RPV is grossly remiss in
their responsibility to take care of their own portion of Western
Avenue. You need accountability to clean it up on a regular
basis! You need to cut the weeds, pick up the trash, take down
signs nailed to telephone poles, pick up dead animals, remove
the graffiti, enforce political sign removal after elections,
remove the dead trees and bushes on the midstrip, enforce
block wall replacement with permit, powerwash off pink, or any
other ridiculous paint jobs on retaining walls along the
sidewalks; get the bus benches painted and repaired at
Avenida Aprenda, and Carrington Ave. corners of Western Ave.
You need to remove the beetle infected pine trees on the
midstrip in front of America Tires. Topping them off is not how
you do that. You have to treat the soil to kill the beetles there,
and burn what you cut down, before they spread to all the
trees in RPV.
You are remiss in your obligations, but you want others to do it.
RPV currently functions in a reactive manner, rather than a pro-
active one. Property owners have to scream, or file complaints,
because there is no oversight on Western Ave. I find it
obnoxious that both the Coastal Commission and the City of
RPV are holding President Trump totally responsible for a free
theme park, in essence, for any number of thousands of people

Trump came along and corrected a defunct golf course that no
one else was willing, or could afford to fix and make gorgeous.
Stop abusing them by making the problem you created, a free
for all trouncing through, to be HIS and our problem. What you
can't do on Western Avenue, you can't expect private property
owners to do for you and everyone else!

1. They said that 11 Camera is not filming VV building" False. This is what I see from
my terrace (hint-if I see the face (the eye} of the camera, I'm on the picture,
every photographer knows that}.
2. They said that they are cleaning the mold and sludge every week, and only
moss is present. Look at the pies, if this looks like moss only, then I guess I don't
know what moss is.

5. GH believes (or pretends to) that there is no nuisance or inconvenience to us.
Example of my Saturday afternoon-a family visiting their departed one ... The guy
was talking on the phone looking at our building. I went out on my terrace for
something and he started staring at me. It was so uncomfortable, I wish I could of
show you a video of that! I went back, not being able to enjoy my terrace!

security is circling around the
park, but the top of the Pacific
terrace mausoleum is not visible
to the security and that way
somehow feels OK for the
visitors to do what they want to
do. It feels like being on one's

You are correct,my original email January 29th was sent only to the city council members. I received no response from the council
members. And you are also correct in that I incorrectly sent my follow up inquiry Feb. 2nd to the Civic Center Advisory Committee.
I did not realize my Jan. 29th email to the cc was accepted by staff as late correspondence. In my past experience, the city clerk staff
accepts late correspondence and they let me know the council will receive it prior to the beginning of the meeting at hand.
In any event, your response regarding my earlier emails is well noted.
Thank you for taking your time to respond when you didn't have to.
I wanted to know if, in the event, the city decides to use the facial recognition that the issue will be publicly noticed. You offered no
comment about that.

Council agenda items. Also, your latest email of February 2nd was sent to the Civic Center Advisory Committee
(CCAC@rpvca.gov), not to the City Council (CC@rpvca.gov).
The contract to purchase equipment from Vigilant is only for license plate reader (LPR) technology. Although
Vigilant also sells equipment with facial recognition technology, these capabilities are not a part of the City's
ALPR camera system.
The reference to facial recognition software in the amended agreement with Vigilant (page B-43 of the
February 41h agenda report) is merely part of the definition of "CLK" or "Camera License Key," which is an
electronic "key" that allows Vigilant cameras to be used with other Vigilant hardware and software.

Mayor and Council Members,
I have previously objected to such facial recognition collection data in my
neighborhood regardless of the crime prevention benefits. The council
and/or staff has previously told me that facial recognition collection is not part
of the project nor intended to be in the future, period. However, the subject
staff report/contract agreement does talk about facial recognition collection as
well. (I think around page 51 or so.)
My questions for you at this time are the following: 1) Will the facial
recognition data be collected under the subject contract or not? 2) If not at
this time, will the city hold public hearings at a future time when you do
intend to collect facial recognition data? These are simply questions and

welcome a simply answer "yes" or "no" . I want to send my comments to the
city clerk in a timely manner.
Finally, I think it's a bit obvious the Ponte Vista housing project in Los
Angeles, the redesign of Western Ave., additional signals, street beautification
projects, that the data collection on residents are part of the community re-
investment/redevelopment smart cities agenda. And if you are not aware,
facial recognition errors are not all that uncommon and cause serious grief to
those wrongly identified.

Attached are the documents that were listed as forthcoming in the staff report that was included in the agenda packet for
tonight's meeting.
The first is the amendment to the Fire Grazers contract, with authorized signatures from Fire Grazers
The second is the updated table which lists all of the City's properties and identifies the Fuel modification areas originally
identified and reported in July 2019, as well as the revised Fuel Modification areas after all GIS (Geographic Information
System) mapping was completed. The GIS mapping is based on digitally tracing all structures within 200 feet of property lines
of all city property and creating a 200 feet buffer around each structure. This mapping shows areas that are actually required
(based on LA County's 200' requirement). It also shows how the 94 Fuel Modification areas (278.71 acres) compare to the
original47 area (65.35 acres)

meeting.

We received your original email of January 29th. Staff does not typically respond to late correspondence on City Council agenda
items. Also, your latest email of February 2"d was sent to the Civic Center Advisory Committee (CCAC@rpvca.gov), not to the
City Council (CC@rpvca.gov).
The contract to purchase equipment from Vigilant is only for license plate reader (LPR) technology. Although Vigilant also sells
equipment with facial recognition technology, these capabilities are not a part of the City's ALPR camera system.
The reference to facial recognition software in the amended agreement with Vigilant (page B-43 of the February 4th agenda
report) is merely part of the definition of "CLK" or "Camera License Key," which is an electronic "key" that allows Vigilant
cameras to be used with other Vigilant hardware and software.

Mayor and Council Members,
I have previously objected to such facial recognition collection data in my neighborhood
regardless of the crime prevention benefits. The council and/or staff has previously told
me that facial recognition collection is not part of the project nor intended to be in the
future, period. However, the subject staff report/contract agreement does talk about facial
recognition collection as well. (I think around page 51 or so.)
My questions for you at this time are the following: 1) Will the facial recognition data be
collected under the subject contract or not? 2) If not at this time, will the city hold public
hearings at a future time when you do intend to collect facial recognition data? These are
simply questions and welcome a simply answer "yes" or "no" . I want to send my
comments to the city clerk in a timely manner.
Finally, I think it's a bit obvious the Ponte Vista housing project in Los Angeles, the
redesign of Western Ave., additional signals, street beautification projects, that the data
collection on residents are part of the community re-investment/redevelopment smart cities
agenda. And if you are not aware, facial recognition errors are not all that uncommon and
cause serious grief to those wrongly identified.

AMENDMENT NO. 1
TO AGREEMENT FOR CONTRACTUAL SERVICES
THIS AMEND:MENT TO THE AGREE:MENTFOR CONTRACTUAL SERVICES
("Amendment No.1") by and between the CITY OF RANCHO PALOS VERDES ("City") and
FIRE GRAZERS, INC., a California corporation ("Consultant") is effective as ofFebruary 4, 2020.
RECITALS
A. City and Consultant entered into that certain Agreement for Contractual Services for
fuel modification using goats for a 3-year Term and a Contract Sum of $450,000.
B. City and Consultant now desire to amend the Agreement to include additional areas
for fuel modification. This will increase the annual contract amount by $43,815 (from $150,000 up
to $193,815), and the Contract sum from $450,000 to $581,445.
TERMS
1. Contract Changes. The Agreement is amended as provided herein. Deleted text is
indicated in strikethrough and added text in bold italics.
a. Section 2.1, Contract Sum, is amended to read:
"Subject to any limitations set forth in this Agreement, City agrees to pay Consultant
the amounts specified in the''Schedule of Compensation" attached hereto as Exhibit
"C" and incorporated herein by this reference. The total compensation, including
reimbursement for actual expenses, shall not exceed $450,000 (Four Hundred Fifty
Thousand Dollars)$581,445 (Five Hundred Eighty One Thousand Four Hundred
Forty Five) (the "Contract Sum"), unless additional compensation is approved
pursuant to Section 1.9."
b. Exhibit "C", Schedule of Compensation, is replaced with Exhibit "C",
Schedule of Compensation--Amendment No. 1, attached hereto and incorporated by
reference.
c. Exhibit "D", Schedule of Performance, is replaced with Exhibit "D",
Schedule of Performance--Amendment No. 1, attached hereto and incorporated by
reference.
2. Continuing Effect of Agreement. Except as amended by this Amendment, all
provisions of the Agreement shall remain unchanged and in full force and effect. From and after the
date of this Amendment, whenever the term "Agreement" appears in the Agreement, it shall mean
the Agreement, as amended by this Amendment to the Agreement.

3. Affirmation of Agreement; Warranty Re Absence of Defaults. City and
Consultant each ratify and reaffirm each and every one of the respective rights and obligations
arising under the Agreement. Each party represents and warrants to the other that there have been no
written or oral modifications to the Agreement other than as provided herein. Each party represents
and warrants to the other that the Agreement is currently an effective, valid, and binding obligation.
Consultant represents and warrants to City that, as of the date of this Amendment, City is not
in default of any material term of the Agreement and that there have been no events that, with the
passing of time or the giving of notice, or both, would constitute a material default under the
Agreement.
City represents and warrants to Consultant that,. as of the date of this Amendment, Consultant
is not in default of any material term of the Agreement and that there have been no events that, with
the passing of time or the giving of notice, or both, would constitute a material default under the
Agreement.
4. Adequate Consideration. The parties hereto irrevocably stipulate and agree that they
have each received adequate and independent consideration for the performance of the obligations
they have undertaken pursuant to this Amendment.
5. Authority. The persons executing this Amendment on behalf of the parties hereto
warrant that (i) such party is duly organized and existing, (ii) they are duly authorized to execute and
deliver this Amendment on behalf of said party, (iii) by so executing this Amendment, such party is
formally bound to the provisions of this Amendment, and (iv) the entering into this Amendment does
not violate any provision of any other agreement to which said party is bound.

SCHEDULE OF PERFORMANCE-Amendment No. 1
I. Unless earlier terminated in accordance with Article 7 of this Agreement, the term
ofthis Agreement shall be September 17, 2019 to September 17, 2022. The term of
this Agreement may be extended up to two years, by exercising up to two one~year
options, based on Contractor performance and mutual consent.
II. Consultant shall perform all services timely in accordance with the following
anticipated schedule in "Exhibit D-1'' of this Agreement.
III. Consultant shall deliver activity reports in accordance with Exhibit "A", Section III
of this Agreement. ·

Dear Council Members,
On behalf of our HOA residents, we want to thank you for the city's continued efforts to reduce highly-flammable brush in
public lands near RPV residences.
We ask that the city extend the defensible space behind our homes to establish a 200-ft. fire safety zone, as is required in Very
High Fire Hazard Severity Zones. We understand that the area on the ocean side of Burma Rd. and Alta Mira Canyon are quite
steep and brush may be very difficult to remove by way of goats, however, the city's responsibility to establish 200ft. of
defensible space around homes is no different from the requirement whose homes must comply with to achieve fire safety
objectives.
The wildfires, of course, are a concern for so many of us residents. Those of us that reside on Burrell Lane have had at least on
two occasions over the last number of years in which the flames have reached the backyard of those homes on the south and
west side of Burrell Lane. We have recently reached out to the Palos Verdes Peninsula Land Conservancy (Ms. Adrienne
Mohan) who confirmed they will be working closer with the city on this issue. I am glad to see this is getting the attention it
deserves.

On behalf of the Del Cerro HOA board and residents, I want to thank you for the city's continued efforts to reduce
highly-flammable brush in public lands near RPV residences. As you are undoubtedly aware, the homes on Amber
Sky in Del Cerro abut the Portuguese Bend Nature Reserve and many of the residents' homes are less than 100ft.
from the open space. In addition, Lower Oceanaire homes are directly across Crenshaw Blvd. from Alta Mira
Canyon.
We especially want to commend the recent efforts of the Public Works and Recreation and Parks staff and PVP Land
Conservancy personnel for their work with our residents to develop plans for removal of acacia bushes, mustard,
fennel and pepper trees between the Burma Rd. trail and the Amber Sky homes. All residents were very pleased
with the plan that was jointly developed as initial steps to improve fire safety in the area. However, the current plan
does not appear to achieve a 200-ft. clearance, as required in Very High Fire Hazard Severity Zones.
We ask that the city extend the brush clearance area on the ocean side of Burma Rd. to create a defensible space
behind Amber Sky homes of 200ft. and to clear Alta Mira Canyon sufficiently to establish a 200-ft. fire safety zone.
We understand that the area on the ocean side of Burma Rd. and Alta Mira Canyon are quite steep and brush may
be very difficult to remove. However, the city's responsibility to establish 200ft. of defensible space around homes
is no different from the requirement that Oceanaire and other residents whose homes abut the preserve must
comply with to achieve fire safety objectives, without any exceptions being made for steep hillsides.
