I note that you are having a special meeting on this subject next week. You may recall that I emailed to you about this
before. I would like to to add one more brief comment.
During my 50+ years in the business world I always was, and still remain, a strong believer in promoting from within
whenever possible. I believe that it is of great benefit to the entire organization. Employees who can see a career path
forward, and can see that their hard work and loyalty will likely be rewarded, are happier and more productive
employees. They are also less likely to seek advancement elsewhere.

On reflection, I would just like to agree with my fellow commentor at the 11/3 Council meeting. I too would be
pleased to see the permanent position go to Mr. Mihranian.
I have had a fair amount of interaction with Mr. Mihranian, and I agree that he has the work ethic, the people skills,
and the critically important institutional memory to do the job successfully.
I was struck at the meeting to be reminded of the number of senior staff members who have recently left the City.
Clearly, institutional memory is of extreme value at this point in our history.

If you know the answer to this question and agree with the previous Council's action. Read no further.
Why should the Citizens of Rancho Palos Verdes and the public at large, agree to prevent any use of
the Property that will impair or interfere with the Conservation Values of the Property in
perpetuity (forever) in exchange for "streamlining the process" to accomplish a list of projects like park
improvements, drainage improvements, fire fuel modification, landslide abatement, trail improvements,
roadway repair and such for only another 40 years?

Our updated General Plan has given our Staff a lot more discretionary decision -making authority. (The
NCCP validates many of their already made decisions which do impact the whole Peninsula, not just the
existing Nature Reserves .) That would be fine if we, the people, had some way of being informed about
the consequences of these decisions and some way to discuss whether or not we agree with the
arguments supporting their direction . Since 2004, most of the consequences have been kept obscured
and sometimes, blatantly obfuscated .
More than just the future of the Peninsula's trails network is in your hands on January 15, 2020 . If you
can't do something to guarantee that whichever City Manager does not submit the Conservation
Easements (which Council Approved on November 19, 2019) for recordation by the LA County Recorder,
you can kiss the Peninsula's semi-rural, residential infrastructure a big Good Bye.
I have written to you on this topic in more general terms . Here is a clear example of the lack of
Management direction which I am cautioning you to avoid in your selection of a new City Manager. We

need someone who favors local objectives over "global sustainability". We need someone who can
recognize and will disclose the difference between valid environmental sensibility and crisis mode
government agency imposed, changes in our civil and property rights.
One Motion and vote by Council approved all four of Staff's Recommendations, not just the Final
NCCP/HCP.
I . Consideration and possible action to adopt the final Rancho Palos Verdes Natural Communities Conservation
Plan/Habitat Conservation Plan (NCCP/HCP) (Lozano) (1 hr. 30 mins.)
Recommendation: (1) Adopt Resolution No. 2019-_, A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF RANCHO PALOS VERDES ADOPTING THE CITY'S NATURAL COMMUNITY
CONSERVATION PLAN/HABITAT CONSERVATION PLAN; (2) Initiate code amendment proceedings to
amend the Rancho Palos Verdes Municipal Code to reflect the NCCP/HCP as follows :
a. Title 15 (Fire Code);
b . Title 16 (Subdivision Ordinance);
c. Chapter 17.41 (Coastal Sage Scrub Ordinance);
d. Chapter 17.70 (Site Plan Review);
e. Chapter 17 .72 (Coastal Permit Process); and
f. Chapter 17.76 (Grading Ordinance);
(3) Direct Staff to prepare the Preserve Access Protocol (PAP) for the City Council adoption at a future duly -
noticed public meeting ; and ( 4) Authorize Staff to record the N CCP /H CP-
required conservation easements for the Preserve properties. Emphasis

It is not so much the NCCP as it is the other three recommendations which Council approved in the same
motion as the NCCP approval. We need a City Manager who will present Recommendations which
disclose the big picture to the public long before the little bits and pieces land on the Council's Consent
Calendar or, huge documents are expected to be voted upon with one Public Hearing. Our current roster
of Citizen Advisory Committees and our Planning Commission are so narrowly focused that nobody has
the opportunity to question which Goal and Policy decisions Staff has not mentioned .
The November 19, 2019 Agenda Report does not disclose that it is not the "Wildlife Agencies" who require
these Conservation Easements as a condition of granting the "streamlining permit process".
Please find a way to direct Ara Mihranian to place a "Stop Work" on all Staff Initiated projects/activities
which are not urgent and do not have a specific penalty for non-compliance . #1 . Stop the PVPLC's plan to
revegetate a portion of Abalone Cove. #2. Roll the PVDE Roadway Safety Project's little fragments back
into one coordinated current roadway specific "guidelines" which can be used as a basis for the public
discussion on the Trails Network Plan update.

For example, when Council asked if the latest draft of the NCCP would eliminate trail connections, Staff
could say NO with a straight face because Council had already approved Staff's recommended PUMP and
Preserve Trails Plan without mentioning that they represented substantial changes/trail eliminations in the
Trails Network Plan. It cannot possibly be by accident that Staff has not produced a draft of the Trails
Network Plan update since the NCCP came to town.
The mismanagement of the PVDE Roadway Safety Project has been an expensive lesson in how our
previous City Managers have kept our various Department Directors from implementing our Founding
Documents. The first step was in declaring them "obsolete" so that new hires don't even familiarize
themselves with them.
Since you have read this far, all I can do is hope that you, as elected Representatives, can stop this
outsider takeover until you can find out what non-disclosure means to "local control" .
