RECOMMENDED COUNCIL ACTION:
(1) Adopt Resolution No. 2020-__, A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF RANCHO PALOS VERDES ADOPTING A LIST OF PROJECTS
FOR FISCAL YEAR 2020-21 FUNDED BY SB 1, THE ROAD REPAIR AND

BACKGROUND AND DISCUSSION:
Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017, was signed into
law in April 2017. SB 1 imposed a combination of fuel taxes (gasoline and diesel) and
vehicle license fees (including zero-emission vehicles) to fund the Road Maintenance
and Rehabilitation Program to address deferred maintenance. Cities and counties are
estimated to receive, in total, $1.5 billion at full implementation of SB 1 on July 1, 2020.
This will enable cities and counties throughout the state to address significant
maintenance, rehabilitation and safety needs on their local street and road systems.
The City receives SB 1 funding from the Road Maintenance and Rehabilitation Account
(RMRA) managed by the State Controller’s Office (SCO). Use of the funds is reported to
the California Transportation Commission (CTC). SCO projects that the City of Rancho
Palos Verdes will receive an estimated $803,824 in RMRA funds in FY20-21. In order to

receive the funds, the City must submit a proposed project list by May 1 for the
upcoming fiscal year. The City has the ability to use these funds for other eligible
projects, without penalty, if the City’s priorities change.
The Hawthorne Boulevard Median Beautification construction is an eligible RMRA
project. The project will remove existing green asphalt from the Hawthorne Boulevard
median from Crest Road to Palos Verdes Drive West, and install drought-tolerant
landscaping, including the installation of bio-swales and other water catchment features.
The construction contracts for this project were approved by City Council on March 17,
2020 for $2,015,166. At present, $1,300,000 of the construction cost is funded with
RMRA funds. Staff proposes using RMRA funds for the remaining project cost of
$715,166. The remaining funds of approximately $88,658 may be used for other
roadway improvements.
ALTERNATIVES:
In addition to the Staff recommendation, the following alternative actions are available
for the City Council’s consideration:
1. Elect not to utilize FY20-21 RMRA funds for the Hawthorne Boulevard
Median Beautification construction project and identify other project(s).
2. Provide Staff with further direction.

RANCHO PALOS VERDES ADOPTING A LIST OF PROJECTS
FOR FISCAL YEAR 2020-21 FUNDED BY SB 1, THE ROAD
REPAIR AND ACCOUNTABILITY ACT OF 2017
WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter
5, Statutes of 2017) was passed by the Legislature and signed into law by the Governor in April
2017 to address the significant multi-modal transportation funding shortfalls statewide; and,
WHEREAS, SB 1 includes accountability and transparency provisions that will ensure the
residents of the City Rancho Palos Verdes are aware of the projects proposed for funding in our
community, and which projects have been completed each fiscal year; and,
WHEREAS, the City of Rancho Palos Verdes must adopt by resolution a list of projects
proposed to receive fiscal year funding from the Road Maintenance and Rehabilitation Account
(RMRA), created by SB 1, which must include a description and the location of each proposed
project, a proposed schedule for the project’s completion, and the estimated useful life of the
improvement; and,
WHEREAS, the City of Rancho Palos Verdes, will receive an estimated $803,824 in
RMRA funding in Fiscal Year 2020-21 from SB 1; and,
WHEREAS, this is the fourth year in which the City of Rancho Palos Verdes is receiving
SB 1 funding and will enable the City to continue essential road maintenance and rehabilitation
projects, safety improvements, repairing and replacing aging bridges, and increasing access and
mobility options for the traveling public that would not have otherwise been possible without SB
1; and,
WHEREAS, the City of Rancho Palos Verdes has undergone a robust public process to
ensure public input into our community’s transportation priorities/the project list; and,
WHEREAS, the City of Rancho Palos Verdes used a Pavement Management System to
develop the SB 1 project list to ensure revenues are being used on the most high-priority and
cost-effective projects that also meet the communities’ priorities for transportation investment;
and,
WHEREAS, the funding from SB 1 will help the City of Rancho Palos Verdes maintain and
rehabilitate 2 major boulevards within the City this year and many similar projects into the future;
and,
WHEREAS, the 2018 California Statewide Local Streets and Roads Needs Assessment
found that the City’s streets and roads are in “good” condition and this revenue will help us
increase the overall quality of our road system and over the next decade will bring our streets and
roads into “excellent” condition; and,
WHEREAS, the SB 1 project list and overall investment in our local streets and roads
infrastructure with a focus on basic maintenance and safety, investing in complete streets
infrastructure, and using cutting-edge technology, materials and practices, will have significant
positive co-benefits statewide.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES
DOES HEREBY FIND, DETERMINE, AND RESOLVE AS FOLLOWS:
Section 1: The foregoing recitals are true and correct.
Section 2: The following previously-proposed and adopted projects may also utilize
FY20-21 Road Maintenance and Rehabilitation Account revenues in their delivery. With the
relisting of these projects in the adopted fiscal year resolution, the City is reaffirming to the public
and the State our intent to fund these projects with Road Maintenance and Rehabilitation Account
revenues:
