TSC Minutes of July 22, 2019 (page E-1) BACKGROUND AND DISCUSSION: Over the years, the City has been contacted by residents regarding the installation of a new traffic signal light at the intersection of Via Rivera and Hawthorne Boulevard. Residents have expressed concern with the left turn maneuver from Via Rivera onto northbound Hawthorne Boulevard due to the geometry of the intersection and excessive speed of traffic along Hawthorne Boulevard (Attachment A). 1 Traffic Safety Committee Meeting (October 22, 2018): On October 22, 2018, the Traffic Safety Committee (TSC) reviewed and discussed the traffic signal warrant study that was conducted for the intersection of Via Rivera and Hawthorne Boulevard (Attachment B). This warrant study was conducted and included as part of the City’s General Plan Update Traffic Impact Analysis prepared in May 2017, and concluded that a traffic signal was warranted. At the TSC meeting, Willdan Engineering (Willdan) indicated that the warrant study was still valid and re-evaluation would not be needed. Based on this study, the TSC directed Staff to forward a recommendation to the City Council to consider the preparation of engineering design plans for the installation of traffic signal light at this intersection. City Council Meeting (April 2, 2019): On April 2, 2019, Staff sought the City Council authorization to proceed with the design of traffic signal light installation at this intersection (Attachment C). The City Council directed Staff not to proceed with the traffic signal design and to consider other options, including but not limited to not allowing left turns from Via Rivera onto northbound Hawthorne Boulevard, and report back to the City Council at a future meeting. Consideration of Alternatives: Staff directed Willdan to develop alternatives to the installation of traffic signal light. Willdan’s memorandum of July 18, 2019, provided three alternatives in lieu of installing a traffic signal light at this intersection (Attachment D). These alternatives included the following: Alternative 1 Prohibit the left turn movement from Via Rivera onto northbound Hawthorne Blvd. during the peak traffic hours of 7-9 am and 4-6 pm. During the peak hours, the motorists who wish to make a left turn from Via Rivera onto Hawthorne would first make a right turn onto Hawthorne and then make a “U-turn” at the traffic signal light at the intersection of Hawthorne and Palos Verdes Drive West. Alternative 2 Same peak hour restriction as the first alternative. However the “U- turn” would take place at the existing median opening along Hawthorne Blvd. which is about 400’ southwest of Via Rivera (this is the same median opening that currently provides access to the Golden Cove shopping center from southbound Hawthorne Blvd.) Alternative 3 Do nothing and allow drivers to choose the path with which they feel most comfortable. This means there would be no restriction regarding left turn movement off Via Rivera onto Hawthorne Blvd. If the drivers do not feel comfortable making this left turn, they can make a right turn on Hawthorne Blvd. and then make a “U-turn” at Palos Verdes Drive West. 2 Traffic Safety Committee Meeting (July 22, 2019): These alternatives were reviewed and discussed at the TSC’s July 22, 2019, meeting (Attachment E). This meeting was well attended by members of the community and residents. The overwhelming majority of attendees expressed their support for a traffic signal light at this intersection. The TSC subsequently moved to recommend to the City Council the installation of a traffic signal light at this intersection. The TSC further moved to recommend that a “right turn only” sign at Via Rivera and Hawthorne Boulevard not be installed. CONCLUSION: Staff believes that the installation of traffic signal light at the intersection of Via Rivera and Hawthorne Boulevard is warranted. However, analyzing the new traffic signal light at the Via Rivera intersection in combination with the cumulative effect of ingress/egress for the City’s future Civic Center (located only a quarter-mile up Hawthorne Boulevard) is an important issue that needs to be studied in a traffic analysis. Therefore, Staff recommends deferring the consideration of a traffic signal light at the Via Rivera intersection at this time in order to complete the site analysis for the future Civic Center, including its access from Hawthorne Boulevard. ALTERNATIVES: In addition to the Staff recommendation, the following alternative actions are available for the City Council’s consideration: 1. Direct Staff not to defer the design of a traffic signal light and associated installation at the intersection of Via Rivera and Hawthorne Boulevard. 2. Discuss and make recommendations on other options, as deemed appropriate by the City Council. 3 A-1 Traffic Safety Committee Minutes October 22, 2018 Page 3 of 5 Ms. Muñoz moved on to discuss the California Vehicle Code. She further explained the requirements listed within the code that allow cities to operate motorized scooters so long as they do not conflict with the Code. Next, she presented a copy of the RPV Municipal Code which she discussed in detail, as well as the pros and cons of the motorized dockless scooters. Lastly Ms. Muñoz concluded her presentation by stating her recommendations to take action and prohibit the use of motorized scooters citywide, prohibit the motorized bicycles citywide, and to prohibit bike rentals (racked bicycles) and bike trend businesses. The Committee and Staff had a discussion about the mechanism of the motorized scooters, the unsafe conditions they will create, as well as their unlawful use throughout the City. Also discussed was the clarification needed by the City Attorney regarding the language being used to prohibit the operation/placement of these devices throughout the City. PUBLIC COMMENTS: Chair Guerin Opened the Public Hearing David Potter Mr. Potter requested that the Committee allow a trial run of the motorized scooters throughout the City. He mentioned that these scooters are not as unsafe as previously stated in the discussion as they are limited to 15-20 mph. Mr. Potter also shared that many High School students who do not have driver’s licenses or own vehicles would probably prefer to use these. Lastly, he pointed out that there are areas in the City that do not have public transportation running through for about 2 miles so these scooters would come in handy. ACTION TAKEN: Chair Guerin made a motion to follow Staff’s recommendation on this matter. Committee Member Colville seconded the motion. Motion approved: Ayes – 3; Nays – 0 2. Traffic Signal Warrant Analysis for the intersections of Palos Verdes Drive South and Forrestal Drive, Hawthorne Boulevard and Via Rivera, and Palos Verdes Drive South and Palos Verdes Drive East Recommendations: Staff recommends to conduct a traffic signal warrant/impact analysis at the following intersections: B-1 Traffic Safety Committee Minutes October 22, 2018 Page 4 of 5 Palos Verdes Drive South and Forrestal Drive to include the traffic counts in between the weekend AYSO soccer game and during school session Hawthorne Boulevard and Via Rivera to confirm previous warrant analysis Palos Verdes Drive South at Palos Verdes Drive East Public Works Director, Elias Sassoon, began his discussion about the Palos Verdes Drive South (PVDS) and Forrestal intersection. He informed the Committee that based on the recommendation by the City Council to add an acceleration lane at Palos Verdes Drive South and Forrestal, no warrant study for a traffic signal is needed. He moved on to discuss the other two intersections; Hawthorne Boulevard at Via Rivera and Palos Verdes Drive South at Palos Verdes Drive East. Mr. Sassoon proceeded to state that these two intersections are good candidates to make sure that the traffic signal warrants are met. He then shared as a side note that the reason for the inclusion of Hawthorne Blvd. and Via Rivera was a result of emails received from residents about a few accidents at this intersection. He indicated that these intersections are also part of the general work plan for the Traffic Safety Committee’s review and to recommend to move forward with the traffic signal design to City Council. Mr. Sassoon had a brief discussion with Ms. Vanessa Muñoz, Willdan Engineer, about the traffic signal warrants. Ms. Muñoz stated that the warrants should still be good and no need to re-evaluate. Based on the information provided, Mr. Sassoon suggested to recommend to City Council to go forward with the design of either one or both intersections, and should City Council approve, the City would then move forward with the engineering design to install the traffic signal lights. Committee Discussion and Staff Questions Staff and Committee Members discussed back and forth the cost of having design plans drawn and traffic signal lights installed, traffic signal synchronization as well as prioritizing the least safe intersection. ACTION TAKEN: Committee Member Kim made a motion to recommend to City Council the design for traffic signal lights at the intersections of Palos Verdes Drive East and Palos Verdes Drive South, and at Hawthorne Boulevard and Via Rivera to allow the Staff and Consulting Firm to prioritize the construction of the project based on the accidents. Committee Member Colville seconded the motion. Amendment No. 1 (page B-1) BACKGROUND AND DISCUSSION: On October 22, 2018, the Traffic Safety Committee (TSC) discussed and reviewed, as part of its working plan for this fiscal year, the traffic signal warrants that were conducted and met for the intersections of Hawthorne Boulevard & Via Rivera, and Palos Verdes Drive South & Palos Verdes Drive East. The warrant studies were completed in 2014 and 2017. Willdan Engineering indicated that the warrants are still valid, and thus, no re-evaluation is needed. The traffic signal warrant study for the intersection of Hawthorne Boulevard & Via Rivera was conducted and included as part of the City of Rancho Palos Verdes General Plan Update, Traffic Impact Analysis of May 2017, prepared by Translutions, Inc. C-2 The traffic signal warrant study for the intersection of Palos Verdes Drive South & Palos Verdes Drive East was part of the Palos Verdes Drive South Traffic Report, prepared by Willdan Engineering in November 2014. Based on the studies previously performed by these two traffic engineering consulting firms, the Traffic Safety Committee directed Staff to forward a recommendation to the City Council to consider the preparation of the engineering design plans for the traffic signal lights at these two intersections. The design fee for engineering design services for the traffic signal design at Hawthorne Boulevard & Via Rivera intersection is $18,818, which will include the synchronization with the traffic signal lights along Hawthorne Boulevard. The design fee for the Palos Verdes Drive South & Palos Verdes Drive East intersection is $15,780. It is estimated to complete the engineering design for these two intersections within a 6 month period. Authorization to Amend the existing contract with Willdan to perform this work was approved by the City Council at the July 31, 2018 meeting (Attachment B). The estimated construction costs for the installation of the traffic signal lights are $200,000 for the Hawthorne Boulevard & Via Rivera intersection and $250,000 for the Palos Verdes Drive South & Palos Verdes Drive East intersection. ALTERNATIVES: In addition to the Staff recommendation(s), the following alternative action is available for the City Council's consideration: 1. D-1 Memorandum TO: FROM: DATE: SUBJECT: BACKGROUND Natalie Chan, Senior Engineer City of Rancho Palos Verdes 30940 Hawthorne Boulevard Rancho Palos Verdes, CA 90275 Vanessa Munoz, PE, TE Manoochehr Adhami, PE, TE Consultant Traffic Engineers July 18, 2019 Installation of Left Turn Restriction for Eastbound Traffic on Via Rivera and Hawthorne Boulevard, City of Rancho Palos Verdes The City of Rancho Palos Verdes has expressed concern over the potential for left turn collisions between traffic on Hawthorne Boulevard and left turning vehicles from Via Rivera. Thus, the City Council asked city staff for a measure(s), other than installation of a traffic signal, to address the City's concern. As a result, the City asked Willdan Engineering to develop minimum two alternatives which would minimizes the potential for left turn collisions at this intersection. EXISTING CONDITION Via Rivera, is a residential roadway that intersects Hawthorne Boulevard a major arterial at a "T" intersection with a driveway for the Golden Cove Center on top of the "T" in the City of Rancho Palos Verdes . Hawthorne Boulevard has two lanes of vehicle traffic and bike lanes in each direction . The roadway travels in the east/west direction with a prevailing speed limit of 45 MPH. Via Rivera forms the north leg while the driveway to Golden Cove Center forming the D-2 City of Rancho Palos Verdes Via Rivera Left Turn Restrictions July 18, 2019 Page 2 DATA Turning movement count data collection was performed on November 29, 2016 for the general plan update at the project location during the peak hours of 7-9 a.m . and 4-6 p.m. The table below summarizes the veh icles turning left and right of out Via Rivera and the driveway during the peak hours ofthe day --------Street I Via Rivera Stre et Golden Cove Center Dri~~way DISCUSSION Southbound RT 73 (7:45a.m.) 21 (4 :30p.m.) Northbound RT 3 (7:45 a.m.) 9 4:30p.m.) Southbound L T 107 (7:45a .m.) 73 (4:30p.m.) . Northbound LT 1 (7:45a.m .) 04:30p.m.) Our field observation indicated that left turning vehicles from Via Rivera onto Hawthorne Boulevard, are having difficulty to complete their turn because of unavailability of an adequate gap during peak periods. In general, most vehicles travel at higher than designated speed limits on Hawthorne Boulevard. This coupled with an increase in traffic volume during peak periods, significantly contributes to lack of adequate gaps during peak periods. Furthermore, our earlier analysis of the left turn related collis i ons revealed the vehicles' speed on Hawthorn Boulevard is the major contributor to that of collisions at the location. Consideration was given to installing a "no right turn on red" sign for northbound traffic at the Intersection of Palos Verdes Drive west and Hawthorne Boulevard to provide adequate gasp at the Via Rivera intersection, however this would provide gaps for the eastbound direction on Hawthorne Boulevard and Via Rivera but not address the gaps for westbound traffic traveling at high speeds at the project location. Therefore, the restriction would not solve the issue and is not an adequate solution for the location. Thus, in the absence of a traffic signal, Willdan Engineering recommends the following measures in addressing the City's concern for left turn movement from Via Rivera onto Hawthorne Boulevard: D-3 City of Rancho Palos Verdes Via Rivera Left Turn Restrictions July 18, 2019 Page 3 Alternative 1. Willdan Engineering recommends the installation of a no left turn restriction during peak periods (7-9 am and 4-6 p.m.) for Via Rivera southbound traffic. The left turn signs, R3-2 with a supplemental plate stating the applicable hours and holidays prohibited mounted below the sign should be installed; one on the median island and the second one on the eastside of the driveway to the Golden Cove Center on Hawthorn Boulevard facing the traffic approaching the intersection. During peak periods, we recommend left turning vehicles to travel west on Hawthorne Boulevard for approximately 800 feet and make a "U Turn" by utilizing the left turn green arrow at the traffic signal at Hawthorne Boulevard and Palos Verdes Drive intersection. We would prohibit U-Turns at the driveway 400 feet west of Via Rivera. Alternative 2. In this alternative, peak hour restriction would be the same as Alternative 1, however U turns would be permitted 400-feet west of Via Rivera at the 130-foot left turn pocket. We anticipate 107 and 73 vehicles turning right during the AM and PM peak time respectively in addition to vehicles making the right turn presently under no peak hour restrictions. A rule of thumb in the industry is one-foot per vehicle that will be queued in the left turn pocket. Adding 107 or 73 vehicles during the peak hour to the left turn pocket should not create any spillage into the oncoming through traffic. Due to proximity of the left turn pocket to Via Rivera, and a need for the vehicles to maneuver from the number 2 to the number 11ane within 400 feet distance, as well as the roadway geometry, drivers may not be inclined to us this location for the U turn. However, in an absence of a restricting U turn at this location, vehicles from Via Rivera could use the left turn pocket to U turn. To minimize potential conflicting movement with vehicles traveling north out of the Golden Cove Center, a special sign facing D-4 City of Rancho Palos Verdes Via Rivera Left Turn Restrictions July 18, 2019 Page 4 vehicles exiting the Golden Cove Center Driveway should be installed to provide them warning that vehicles will U turn at this location. Alternative 3. This alternative is for the City to postpone implementing any of the above alternatives herein and do nothing, allowing drivers to choose the path they feel most comfortable using. Signal Light at Hawthorne Blvd and Via Rivera-Alternatives to Traffic Signal Light (4/22/19; staff) This item was moved ahead of New Business Item 1. Late Correspondence, a packet of emails received from residents, was distributed prior to the meeting. Chair Liu provided a brief history of the item. He added that Member Hamill could not make this meeting, but had provided her comments in advance. He said that it was important for things discussed at the meeting to be fully transmitted to the City Council. He asked if Villa Capri residents were notified of this item being on the agenda. Director Sassoon responded that he notified everyone whom he had a record of any correspondence regarding this intersection, but had not notified any particular neighborhood or geographic radius. Director Sassoon proceeded to provide a summary of the report provided by Willdan engineering regarding this item . Consulting Engineer Munoz provided more detailed information regarding the item and explained the three recommended options. Discussion ensued about the survey/flier distributed to the neighborhood. It was reported that the survey was not prepared nor distrusted by City staff. Mayor Pro Tern Cruikshank Traffic Safety Committee Minutes July 22, 2019 Page 2 of 5 E-3 explained that the City Council had not made any decision on this matter. He further indicated that the information shown on the flier was not correct. Due to the number of speakers, Chair Liu moved to provide the public speakers a speaking time of 2-minutes each (instead of 3 minutes each), with the exception of allowing a 4- minute speaking time to Larry Maizlish, who circulated the flier/survey, so he could make a presentation. Member Tye seconded the motion. Motion Approved (by a show of hands): Ayes 4, Nays 0, Absent 1 Wendy O'Brien, does not approve of a traffic signal light, unless the light is "triggered" to come on only if a car is waiting . No need for cars to wait unnecessarily behind a red traffic signal light. Nancy Parsons, strongly opposes "right turn only" sign, and would prefer not to have a traffic signal light installed. Frank Glaser, had wanted to have a traffic signal light installed for years. He inquired about the budget for the project and a history of accidents there . Discussion ensued . RECESS AND CONVENE Chair Liu called for a brief recess at approximately 8:05 P.M. The meeting reconvened at 8:14P.M. Ed Vierzba, agreed that the traffic signal light was the best choice for safety. But did not agree with a "right turn only" sign. Brenton Goodrich, was against a traffic signal light or a "right turn only " sign. However, if a traffic signal light had to be installed, preferred a traffic signal light not a sign. Gwen Butterfield, in favor of the traffic signal light. However, preferred no change, rather than installing a "right turn only" sign. Judy Maizlish, thanked the TSC for recommending installation of a traffic signal light. Lee Carpenter, said that previous speakers addressed his concerns. Carolyn Carpenter, not in favor of "right turn only" sign, but in favor of a traffic signal light and a cross walk. Andrew Cohen, not in favor of a "right turn only" sign, and in support of a smart traffic signal light. Lola Fontappie, in favor of a traffic signal light due to increase traffic in the area . Otherwise, preferred no change. Randy Persinger, in favor of a traffic signal light due to increase speed of traffic in the area. Otherwise, preferred no change. Not in favor of a "right turn only" sign . Ke ith Kamholz, preferred doing nothing. However, if something had to be done, placing a traffic signal light would be agreeable. Not in favor of a "right turn only" sign. Lastly, suggested placing a flashing yellow or a flashing red light to work on off-hours. Camille Jasmin, against speed humps and stop signs to assist timely emergency response vehicle traffic. Discussion ensued. Chair Liu commented that the TSC Subcommittee could write a report to the City Council explaining the discussions and the deliberations made at the TSC Traffic Safety Committee Minutes July 22, 2019 Page 3 of 5 E-4 regarding this matter. Chair Liu proposed two motions. He moved that: 1) the Traffic Safety Committee recommends the installation of a traffic signal light at the intersection of Via Rivera and Hawthorne Boulevard. Member Tye seconded the motion. Doug las A ll en, was in favor of safety improvements, if necessary, but was not in favor of equestrian improvements due to the negative impact to his driveway and property's landscaping bordering PVDE. Informational Item 2 . Chair Liu asked for Public Works to proceed with painting the curb red at this location. Further, the Committee indicated that Public Works can paint any curb red in the future, in needed. However, the Committee would be notified of the action(s) taken by Public Works at the following TSC meeting. Informational Items 3 and 4. Chair Liu proposed , due to the late hour, to move these items to the next meeting . Motion Approved (by a show of hands): Ayes 4, Nays 0, Absent 1 COMMITTEE MEMBER ORAL REPORTS Chair Liu had two items to discuss . One was the loading zone on Ocean Crest. Both Chair Liu and Member Guerin sited the visit. Chair Liu said there were a lot of confusion regarding the curb colors . Discussion ensued. Chair Liu moved to revise the curb coloring at Ocean Crest, and 1) eliminate the white and gray curb paint on both sides of the street , and 2) leave the red and yellow curb paint, and keep the 6-feet height limitation sign. Member Tye seconded it. Chair Liu moved to create a TSC Rules Sub-Committee. The Rules Sub-Committee is tasked with preparing a form for tracking internal TSC rules, and then putting together and updating such a list of TSC procedural or internal rules. Membership on the Sub-Committee shall run for 1-year terms, starting with the TSC's April meeting (or soonest meeting thereafter), and ending with the next April meeting (or soonest meeting thereafter). [If more than 2 members wish to volunteer on the Rules Sub-Committee, have a vote by secret ballot with each member writing 2 names down and the top 2 vote getters being elected.] Member Colville seconded it.
