AGENDA DESCRIPTION:
Consideration and possible action to award a three-year contract services agreement to
Monaco Mechanical, Inc. DBA All Area Services for on-call sewer and plumbing services
RECOMMENDED COUNCIL ACTION:
(1) Award a contract for general on-call sewer and plumbing services to Monaco
Mechanical, Inc. DBA All Area Services, for a term of three years and a
contract sum of $180,000 ($60,000 per year); and,
(2) Authorize the Mayor and City Clerk to execute the attached contract as
approved by the City Attorney
FISCAL IMPACT: The recommendations will result in a total authorized expenditure of
up to $180,000 over the three-year term of the agreement. Funds
budgeted in Fiscal Year 2019-20 are $60,000

BACKGROUND AND DISCUSSION:
In July 2019, the Public Works Department opened a purchase order for on-call
plumbing services with Mattucci Plumbing, Inc. for $3,000 for City-wide on-call and
emergency repairs. Anticipating additional work needed, in June and July 2019, the
Department requested quotes for on-call plumbing services from four companies: ABT
Plumbing & Rooter, Cal Building and Maintenance Industries, Inc., Monaco Mechanical,

Inc. (also known as All Area Services), and Mattucci Plumbing. Of these companies,
only All Area Services and Mattucci responded, with the latter providing the better rates.
Staff worked with Mattucci on a draft agreement in September 2019, but Mattucci never
executed nor responded to Staff’s request to comment on the agreement. Staff reached
out to Mattucci several times over the next few months, but received no response. By
fall 2019, Staff had no alternative but to call on All Area Services for emergency and on-
call plumbing repairs.
All Area Services appears to be the only company that is available to perform on-call
City-wide plumbing services, which the City needs going forward to avoid emergency
repairs when possible. Staff therefore recommends entering into a contract with All
Areas Services for general on-call sewer and plumbing services throughout the City
including the Abalone Cove Sewer System.
ALTERNATIVES:
In addition to the Staff recommendation, the following alternative actions are available
for the City Council’s consideration:
1. Direct Staff to obtain additional competitive quotes for these services.
2. Take other action, as deemed appropriate.
