BACKGROUND AND DISCUSSION:
By April 1, 2020, every household will receive an invitation to participate in the 2020
Census. The Los Angeles Regional Census Center of the U. S. Census Bureau is
conducting outreach to provide the public with relevant information about the 2020
Census and to encourage participation. As part of this effort, representatives from the
U.S. Census Bureau will be making an informational presentation (Attachment A) at this
evening’s meeting, which will highlight:
The importance of participating in the census;
Methods to participate in the census;
Data protection; and,
How to identify a census employee.

The Constitution
Constitution Article 1, Section 2 of the U.S. Constitution
“The actual Enumeration shall be made within three Years
after the first Meeting of the Congress of the United States,
and within every subsequent Term of ten Years, in such
Manner as they shall by Law direct.”
The fact that it is in the constitution makes it central to
a democratic form of government.
