AGENDA DESCRIPTION:
Consideration and possible action to approve compensation changes for part-time
employees as a result of the state’s minimum wage increase
RECOMMENDED COUNCIL ACTION:
1) Adopt Resolution No. 2019-__, A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF RANCHO PALOS VERDES, CALIFORNIA, AMENDING,
RESTATING AND SUPERSEDING RESOLUTION NO. 2019-36 SETTING
FORTH THE SALARY AND HOURLY COMPENSATION SCHEDULE FOR
EMPLOYEES IN CITY SERVICE.
FISCAL IMPACT: Included in the Fiscal Year 2019-20 budget.

BACKGROUND AND DISCUSSION:
On April 4, 2016, then-Governor Jerry Brown signed Senate Bill 3 into law, raising the
state’s minimum wage from $10 per hour to $15 per hour incrementally over a six -year
period beginning January 1, 2017.
On January 1, 2020, the state’s minimum wage will increase to $13 per hour. As a result
of the minimum wage increase, the position of Recreation Leader was identified as having
pay steps that fell below the new minimum wage requirement .

Staff is bringing forward a recommendation to adopt revised pay ranges for this
classification to meet the minimum wage requirement without increasing the top steps of
the range.
Additionally, Staff is requesting to add Television Producer (On-Camera) to the salary
schedule with a pay range of $19.70 to $40 per hour. This recommendation is being
made due to the different duties required of an on-camera Television Producer. The
Television Producer primarily films, edits, and airs the content, while the Television
Producer (On-Camera) may help produce ideas for shows, develop interview questions,
and be on-camera, in addition to filming and editing.
ALTERNATIVES:
In addition to the Staff recommendation, the following alternative action is available for
the City Council’s consideration:
1. Do not approve compensation changes for part-time employees as a
result of the state’s minimum wage increase.
2. Take other action as deemed appropriate by the City Council.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS
VERDES, CALIFORNIA, AMENDING, RESTATING, AND SUPERSEDING
RESOLUTION NOS. 2018-48 AND 2019-30 SETTING THE SALARY AND
HOURLY COMPENSATION SCHEDULE FOR ALL EMPLOYEES IN CITY
SERVICE, BASED UPON A WAGE INCREASE COST-OF-LIVING
ADJUSTMENT FOR PART-TIME CLASSIFICATIONS
WHEREAS, the City Council adopted Resolution 2019-30 on June 18, 2019, to
supersede Resolution No. 2018-31 that set the Salary and Hourly Compensation
Schedule for Competitive, Confidential and Management classifications; and
WHEREAS, the City Council now desires to amend the City's Salary Schedule to
reflect new salary ranges for part-time classifications based on a 2.5% wage increase
cost-of-living adjustment, as approved by the City Council for Part-time classifications at
the August 6, 2019, meeting and effective the first full pay period of FY 2019-2020; and
WHEREAS, Section 36506 of the California Government Code requires that the
City Council fix compensation of all appointive officers and employees by resolution or
ordinance; and,
WHEREAS, Rule V of the Personnel Rules of the City provides that in order to
amend the City's Salary Schedule that changes must be made via Resolution; and,
NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF RANCHO PALOS
VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
Section 1: The salary and hourly ranges for City job classifications as set forth in
Exhibit "A" which are attached hereto and incorporated herein by this reference, are
adopted and are effective as of July 6, 2019.
Section 2: Resolution Nos. 2018-48 and 2019-30 are hereby amended, restated,
and superseded and replaced by this resolution.
