Consideration and possible action to approve a reduction in the size of the Civic Center
Advisory Committee from seven to five members and direct Staff to begin the
recruitment process to fill vacancies
RECOMMENDED COUNCIL ACTION:
(1) Approve a reduction in the size of the Civic Center Advisory Committee from
seven to five members; and,
(2) Direct Staff to begin the recruitment process to fill vacancies.

BACKGROUND AND DISCUSSION:
The City Council selected seven members to serve on the Civic Center Advisory
Committee (CCAC) at its August 15, 2017, meeting. All City committees and
commissions are seven-member bodies, requiring a quorum of at least four members to
meet. Three members of the CCAC resigned in early 2019, leaving only four members
remaining. The CCAC has convened meetings with four members since May 23, 2019.
The quorum for a legal meeting is still four, so all of the members must be in
attendance. If the CCAC was reduced from seven to five members, the quorum would
be reduced to three members, allowing meetings to occur even if one member is
absent. The requirement to have all members present has made it difficult to schedule
meetings.
The CCAC is not a standing committee, but was formed for the specific purpose of
developing a Civic Center Master Plan for City Council review. Reducing the CCAC to a
five-member committee and recruiting for one additional member would facilitate

scheduling meetings. The CCAC voted unanimously at its July 8, 2019 meeting to
recommend to the City Council reduce the size of the CCAC from seven to five and to
proceed with filling that one vacancy. Additionally, two of the current members’ terms
expired recently and will also need to be filled. If approved Staff will return at a future
meeting with a resolution amending the number of the membership.
ALTERNATIVES:
In addition to the Staff recommendation, the following alternative action s are available
for the City Council’s consideration:
1. Maintain CCAC at seven members and direct Staff to begin a recruitment
process to fill the three open positions.
2. Provide alternative direction to the CCAC.
