with Interwest Consulting Group to provide Public Works consulting services
Recommendation: (1) Approve a Professional Services Agreement with Interwest
Consulting Group to provide on-call Public Works services until June 30, 2020, with
an option for the City Manager to approve an extension of the Agreement for one
additional year; and (2) Authorize the Finance Department to move $97,000 from
salary savings to professional technical services

and replacing Chapter 17.10 (Second Units) of Title 17 (Zoning) of the Rancho Palos
Verdes Municipal Code to update the development standards for second units.

E. Consideration and possible action to award a catch basin cleaning maintenance
contract to Ron’s Maintenance, Inc. (Eder)
Recommendation: (1) Award a construction services contract to Ron’s Maintenance
Inc., for Catch Basin Cleaning Maintenance and Inspection Services in the amount of
$597,024; (2) Authorize the Mayor and City Clerk to execute the construction contract;
subject to approval as to form by the City Attorney; and (3) Authorize additional
appropriation in the amount of $114,008 in the General Fund/Storm Water Quality
Division
F. Consideration and possible action to authorize funding for the Homeowners
Association (HOA) Security Camera Grant Program to be used to test Flock
cameras for a proof of concept. (Yap)

G. Consideration and possible action to receive and file information related to an
analysis performed on the Rancho Palos Verdes Employee Retirement Plans

Center Advisory Committee from seven to five members and direct Staff to begin the

Committee from seven to five members; and (2) Direct Staff to begin the recruitment
process to fill vacancies
2. Consideration and possible action to receive a presentation from the Civic Center
Advisory Committee; approve the Civic Center programming document prepared by
M. Arthur Gensler Jr. & Associates, Inc.; and authorize an environmental impact
report for Point Vicente Park/Civic Center, authorize staff to develop a Request for
Proposal with two phases for an architect to provide master plan design services
and construction drawings, and hiring an experienced consultant to evaluate
financing options (Waters) (1 hour)
Recommendation: (1) Receive and file a presentation from the Civic Center

We highly encourage written materials regarding City Council Agenda items be submitted no
later than 4:00 P.M. the Monday prior to a City Council meeting to allow the Council Members

Participation:
Participants must speak from the podium using the lectern microphone; comments are to be

Public Comments: The City Council may limit the public input on any item based on the number of people
requesting to speak, the length of the agenda, or the business of the Council.

The Mayor shall order removed from the Council Chambers any person(s) who commit the
following acts at a meeting of the City Council: Disorderly, contemptuous or insolent behavior
toward the Council or any member thereof, tending to interrupt the due and orderly course of
said meeting; a breach of the peace, boisterous conduct or violent disturbance, tending to
interrupt the due and orderly course of said meeting; disobedience of any lawful order of the
Mayor, which shall include an order to be seated or to refrain from addressing the Council
from the audience; any other unlawful interference with the due and orderly course of the
meeting.
Time Estimates: The time noted next to an agenda item is only an estimate of the amount of time that will be
spent during the meeting on that particular item. Accordingly, these estimates should not be
relied on in determining when a matter will be heard, especially since agenda items are often
re-ordered during a meeting and may be discussed at any time.
Continuation of
Meeting:
The City Council will adjourn its meetings on or before 11:00 p.m. and will not consider new
business items after 10:15 p.m., unless the majority of the Council members who are present
affirmatively vote either to extend the meeting after 11:00 p.m. or to consider new business
after 10:15 p.m. If the meeting ends before all of the items listed on the agenda are
completed, any unfinished business will be continued to the next succeeding day that is not a
holiday, at a location to be determined.
