Attached is our proposal for continuation of our State Mandated Reimbursement Claiming Services for FY 2019-20. Last year,with the assistance of two CRS clients(the Cities of Claremont and South Lake Tahoe),we filed and had two new Test Claims approved by the State. This allows all State agencies to file for: U VISA 918 Forms, Victims of Crime: Nonimmigrant Status Submission—Requires law enforcement agencies to review and complete Federal I-918 forms whenever requested by victims of crime enabling them to petition for temporary immigration benefits if it is deemed that their assistance would be helpful in the investigation or prosecution of that criminal activity. Mental Health and Crisis Intervention Training for Field Officers—Requires all Police Field Training Officers to attend a new 8-hour training session to address techniques for dealing with mentally ill individuals. In addition,the Stormwater Mandates are still going through litigation and we are hopeful that these new Test Claims will also be approved in the coming year.Note that not all jurisdictions are impacted by the Stormwater mandates as each region has its unique requirements. The State Controller's Office continues to increase its documentation requirements and audits of State Mandate Claims. In the past,audits were rare; however now they are relatively commonplace. Incorrect Reduction Claims or appeals are often required after the audit if there are disagreements over the reductions. By renewing your contract with CRS,you will assure project continuity and increase the chances of successful audit resolution. PART I: METHOD OF PAYMENT FOR ANNUAL & NEW/AMENDED CLAIMS Payment in the amount of$9,000 (nine thousand dollars) shall be billed after claims are submitted to the State for reimbursement. Payment shall be due upon receipt of an invoice from the CONSULTANT. AND If the total number of claims prepared and submitted during this fiscal year exceeds 10 individual claims,the CITY shall be billed $750 for each claim in excess of this amount. PART II: METHOD OF PAYMENT FOR"NEW STORMWATER CLAIMS": Due to the complexity and size of the new"STORMWATER CLAIMS", if the cost to prepare each individual claim per fiscal year exceeds 4 hours of consultant time as specified under PART I,the excess amount of time spent shall be billed at$165 per hour. Fee shall be shall be billed after the claims are submitted to the State for reimbursement. Payment shall be due upon receipt of an invoice from the CONSULTANT. AUDIT,TEST CLAIM, OR INCORRECT REDUCTION CLAIM ASSISTANCE: In the event the CITY requests assistance with State Mandate Audit(s), Test Claim filing(s), and/or Incorrect Reduction Claim(s) (IRC), CONSULTANT time will be billed at$165 per hour. CONSULTANT shall provide twenty-four(24)hours or three (3) days of complementary, off-site assistance in the base contract amount. However,time spent on audits/IRCs in excess of 24 hours per fiscal year will be billed at$165 per hour. CITY shall pay for travel expenses if on-site audit assistance is desired. Unused audit assistance hours cannot be carried forward from other contract periods/projects. All other agreed upon Terms and Conditions remain in place.
