Copy of approved staff report, dated July 16, 2019 (page A-1) BACKGROUND AND DISCUSSION: On July 16, 2019, the City Council approved a one-year contract with Telecom Law Firm for wireless facilities application support, for a contract sum of $200,000. The contract will be fully reimbursed by the wireless facilities applicants, and therefore will not have any fiscal impact on the City. The staff report indicated that the agreement was for a three-year term. The agreement was initially prepared for a three-year term, but subsequently was revised to a one-year term at the request of Telecom Law Firm. This change was not communicated clearly to Staff and, consequently, was not reflected in the staff report. The one-year agreement that was included in the agenda packet was approved by the council. ALTERNATIVES: In addition to the Staff recommendation, the following alte rnative action is available for the City Council’s consideration: 1 1. Proposal Services Proposal (page B-1) BACKGROUND AND DISCUSSION: The City of Rancho Palos Verdes entered into an agreement with the Telecom Law Firm on March 1, 2016 to provide analysis of wireless tower applications. The contract expired on March 1, 2017 and was automatically extended per Exhibit D and Section 3.2 of the original contract. Telecom Law Firm submitted a new proposal on May 24, 2019 to continue its services. The proposal conforms to the City Council-adopted Ordinance regarding Wireless Telecommunications Facilities, which was initially presented to the City Council on April 2, 2019. Staff is seeking City Council approval to execute an agreement starting on July 16, 2019 for the not-to-exceed amount of $200,000 for Fiscal Year 2019-20, FY 2020-21 and FY 2021-22. Any submitted wireless telecommunications facility applications will be reviewed by Telecom Law Firm for completeness, compliance and any technical or regulatory issues. The cost to review A-1 each application is capped at $2,450. This cost is 100% reimbursed by the applicant through the trust deposit process.
