ALL EMPLOYEES IN CITY SERVICE, BASED UPON A WAGE INCREASE COST -OF-
LIVING ADJUSTMENT FOR PART-TIME CLASSIFICATIONS
RECOMMENDED COUNCIL ACTION:
(1) Adopt Resolution No. 2019-XX, A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF RANCHO PALOS VERDES, CALIFORNIA, AMENDING,
RESTATING, AND SUPERSEDING RESOLUTION NOS. 2018-48 AND
2019-30 SETTING THE SALARY AND HOURLY COMPENSATION
SCHEDULE FOR ALL EMPLOYEES IN CITY SERVICE, BASED UPON A
WAGE INCREASE COST-OF-LIVING ADJUSTMENT FOR PART-TIME

BACKGROUND AND DISCUSSION:
On June 18, 2019, the City Council approved 2.5% cost-of-living adjustment (COLA)
increases to the competitive, confidential, management, and part-time classifications.
Resolution No. 2019-30 (Attachment A) only reflected increases in the competitive,
confidential and management classifications and superseded Resolution No. 2018-30.

The salary schedule has been updated to reflect the 2.5% COLA increase for part-time
classifications (Attachment B) and has the same effective date of July 6, 2019,
superseding Resolutions No. 2018-48 and 2019-30.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO
PALOS VERDES, CALIFORNIA, REVISING THE SALARY SCHEDULE
AND HOURLY SCHEDULE FOR THE COMPETITIVE, CONFIDENTIAL,
MANAGEMENT AND PART-TIME CLASSIFICATIONS; AND
SUPERSEDING THE CITY SALARY SCHEDULE IN RESOLUTION NO.
2018-31
WHEREAS, the City of Rancho Palos Verdes (City) has and continues to
recognize the Rancho Palos Verdes Employee Association (PRVEA) as the
exclusive employee organization representing certain expressly delineated
positions with the City competitive Unit; and
WHEREAS, the City Council now desires to add a full-time Park Ranger
position, a full-time Senior Park Ranger position, and a full-time Project Manager
position, and corresponding salary ranges; and
WHEREAS, the City pegs its cost-of-living adjustments (COLAs) on the
percentage change in the Consumer Price Index (CPI-U) for the twelve-month
period ending March 2019, with a maximum ceiling increase of 2.5% for COLAs
for RPVEA, Confidential, Management and Part-time classifications; and
WHEREAS, the CPI-U for the twelve-month period ending March 2019 was
2.7% would result in a 2.5% COLA for employees in the Competitive, Management
and Confidential classifications due to the COLA ceiling; and
WHEREAS, the City Council now desires to amend the City's Salary
Schedule to reflect new salary ranges based on cost of living adjustments (COLAs)
ceiling (2.5%), as approved by the City Council at the June 18, 2019, meeting and
effective the first full pay period of FY2019-2020; and
WHEREAS, Rule V of the Personnel Rules of the City provides that in order
to amend the City's Salary Schedule that changes must be made via Resolution;
and,
NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF RANCHO
PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS
FOLLOWS:
Section 1 : The salary and hourly ranges for City job classifications as set
forth in Exhibit "A" which are attached hereto and incorporated herein by this
reference, are adopted and are effective as of July 6, 2019.
Section 2: Resolution No. 2018-31 is hereby rescinded and replaced by
this resolution.

SUPERSEDING RESOLUTION NO. 2018-31 SETTING THE SALARY

WHEREAS, the City Council adopted Resolution No. 2018-31 on June 5, 2018,
to amend, restate and supersede Resolution No. 2017-61 that set the Salary and Hourly
Compensation Schedule for all employees in City Service~ based on a wage increase
cost of living adjustment for competitive service, management and confidential
classifications; and,
WHEREAS, the City Council now desires to amend the City's Salary and Hourly
Compensation Schedule for all employees in City Service to reflect new salary ranges
for part-time classifications based on a 2.5% wage increase cost of living adjustment, as
approved by the City Council at the July 17, 2018 meeting, and as previously included
in the draft budget adopted by City Council on June 5, 2018, made effective the first full
pay period of FY18-19; and,
WHEREAS, Section 36506 of the California Government Code requires that the
City Council fix the compensation of all appointive officers and employees by resolution
or ordinance; and,
WHEREAS, Rule V of the City Of Rancho Palos Verdes Competitive Service
Employee Personnel Rules provides that employee compensation shall be determined
from a salary schedule of ranges established by Resolution of the City Council.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS
VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
Section 1: The City Council amends, restates and supersedes Resolution No.
2018-31 by adopting Resolution No. 2018-48 set forth in Exhibit "1," which is attached
hereto and incorporated herein by this reference, and made effective July 7, 2018.
