CC SR 20190806 I - Retroreflectivity Signage ProjectRANCHO PALOS VERDES CITY COUNCIL MEETING DATE: 08/06/2019 AGENDA REPORT AGENDA HEADING: Consent Calendar AGENDA DESCRIPTION: Consideration and possible action to award a construction agreement to Hardy & Harper, Inc. for the Signage Project, and award a contract to SunBeam Consulting for inspection services related to the project RECOMMENDED COUNCIL ACTION: (1) Approve the plans and specifications for the Signage Project (Fiscal Year 2018- 19); (2) Award an agreement to Hardy & Harper, Inc. in the amount of $125,502 for providing and installing City-owned regulatory, warning, guide, recreational and street name signs, and all appurtenant work as detailed in the specifications; (3) Authorize the City Manager or Director of Finance to execute amendments for project contingency up to an additional $12,550 (10% of the construction contract amount); (4) Authorize a professional services agreement with SunBeam Consulting for inspection services related to the project in the amount of $25,600; and (5) Authorize the Mayor and City Clerk to execute these agreements in a form approved by the City Attorney. Agreement with SunBeam Consulting (page B-1 forthcoming) 1 BACKGROUND AND DISCUSSION: The City is required by the State to maintain minimum levels of “retroreflectivity” for signs. Retroreflectivity is a term which defines how much light is reflected by a sign. As part of that responsibility, the City hired KOA Corporation in August 2016 to perform a sign inventory evaluating all City-owned signs within its right-of-way and incorporating that data into the City’s GIS database. The analysis determined which signs needed to be replaced. With a cost estimate from KOA of approximately $300,000 to replace all required signs, replacement was divided into phases. The first phase of the sign replacement project was developed and will replace approximately 500 signs, some of the support posts, and other related reflective infrastructure at various locations throughout the City to increase visibility and comply with the requirements of retroreflectivity. The remaining reflective signs are included in the five-year Capital Improvement Plan tentatively scheduled for replacement in FY 2021-22. On January 12, 2019, the City advertised for public bids for the first phase of the Signage Project, and bids were opened on February 7, 2019. Bids were received as follows: Contractor Bid Amount Hardy & Harper, Inc. $125,502 Chrisp Company $142,715 Sterndahl Enterprises, Inc. $171,275 Gentry General Engineering, Inc. $207,640 P.C.I. $211,715.76 Hardy & Harper, Inc. is the lowest responsible and responsive bidder. Staff is familiar with its work, as the City has worked with the firm on several projects. Staff recommends that the City award Hardy & Harper the construction contract. Staff received a proposal from Sunbeam Consulting to perform inspection services for the project at a cost of $25,600. The scope of work will include the inspection of the replaced signs, applying bar codes on each sign, recording the precise coordinates of each sign, and uploading that information into the City’s GIS database in coordination with Staff. The engineering estimate for construction is $170,000 for this project. Work is scheduled to be completed within 50 working days of the Notice to Proceed.
