Consideration and possible action to participate in creating a new Peninsula Emergency
Preparedness Committee, and appoint the members of the Regional Law Committee to
this new committee
RECOMMENDED COUNCIL ACTION:
(1) Authorize the City to participate in the creation of a new Peninsula Emergency
Preparedness Committee; and
(2) Appoint the members of the Regional Law Committee to the new Peninsula
Emergency Preparedness Committee

BACKGROUND AND DISCUSSION:
The Regional Law Committee, comprised of the cities of Rolling Hills, Rolling Hills
Estates, and Rancho Palos Verdes who jointly contract with the Los Angeles County
Sheriff’s Department (LASD), has been looking at ways to improve communication and
coordination between the Peninsula cities in the event of a disaster on the Peninsula.
There was some discussion about expanding the role of the Regional Law Committee
for simplicity since emergency preparedness is strongly tied to public safety, but that
would preclude the City of Palos Verdes Estates from participating because they do not
contract with LASD. It is anticipated that the Peninsula Emergency Preparedness
Committee would review ways our cities, law enforcement, and the Los Angeles County
Fire Department could work more effectively together, including joint emergency
preparedness trainings and exercises, coordinating the new Everbridge notification
system to residents, and how to provide mutual aid in the event of a disaster.
At the May 9, 2019, meeting, there was a unanimous decision to recommend that each
city bring back to their respective City Councils the recommendation to participate in
creation of this separate Peninsula Emergency Preparedness Committee, but
comprised of the same two members who serve on the Regional Law Committee from

each City. The two meetings would begin concurrently at 7:30 a.m. on a quarterly basis,
allowing the City of Palos Verdes Estates to participate if they chose to. The Regional
Law Committee meeting would immediately follow the Emergency Preparedness
Meeting
ALTERNATIVES:
In addition to the Staff recommendation, the following alternative action is available for
the City Council’s consideration:
