PLANNING COMMISSION MINUTES
REGULAR MEETING
APRIL 9, 2019
CALL TO ORDER:
The meeting was called to order at 7:02 P.M. in McTaggart Hall at Fred Hesse Community
Park, 29301 Hawthorne Boulevard.
PLEDGE OF ALLEGIANCE:
Assistant City Attorney Gerli led the assembly in the Pledge of Allegiance.
ATTENDANCE:
Present: Chairman Bradley, Vice Chairman Leon, Commissioners James, Perestam,
Santarosa, and Nelson.
Absent: Commissioner Saadatnejadi
Also present were Community Development Director Mihranian, City Attorney Gerli,
Deputy Director/Planning Manager Kim, Senior Planner Alvarez, Senior Planner Silva,
Associate Planner Anaya, Associate Planner Nemeth, and Assistant Planner Caraveo.

COMMUNICATIONS:
City Council Items: Director Mihranian reported that at the February 2, 2019 meeting, the
City Council adopted an urgency ordinance and introduced an ordinance repealing and
replacing the City's Wireless Telecommunication Facilities Ordinance for the public right-
of-way and will conduct a special meeting on Wednesday, April 10, 2019 to review the
City's proposed 2019-20 fiscal year Capital Improvement Program and 5 year Capital
Improvement Program.
Staff: Director Mihranian reported that late correspondence has been handed out on the
new 500' rule for conflicts of interest involving real property decisions and that in an effort
to improve efficiency and to cut costs, Staff is proposing to go from a paper to a paperless
agenda by June 30, 2019.

OF THE COMMUNITY DEVELOPMENT DEPARTMENT (AM)
Chairman Bradley opened the public hearing.
Diane Valine - spoke on the current view restoration policy and hedge exemption.
Chairman Bradley closed the public hearing.
Director Mihranian introduced Staff in attendance and described why this
agenda item, on the "Nuts and Bolts of the Department," is being presented to
the Commission and the public. He gave a brief overview of the Community
Development Department and the four Divisions within the Department;
Planning Division, Building and Safety Division, Code Enforcement Division,
and View Restoration Division.

The Director also gave a brief overview of additional items managed by the
Community Development Department, such as:
• General Plan
• Wireless Telecommunications Facilities
• LAX Community Round Table-Aircraft Noise Reduction
• Arterial Fences and Walls
• Prohibition of Short-term Rentals
• Natural Communities Conservation Plan/Habitat Conservation Plan
(NCCP/HCP)
• Peafowl Management Plan
• Coyote Management Plan
Commissioner Nelson asked if each presenter would give a brief overview on their
education and background, and how they got to where they are today as a City
Planner.
Deputy Director/Planning Manager Kim presented the Height Variation application
process.
Associate Planner Anaya presented the Grading Permit Application process.
Assistant Planner Caraveo presented the Site Plan Review process.
Director Mihranian described the Neighborhood Compatibility finding and application
process.
Associate Planner Nemeth presented the Foliage Analysis process.
Assistant Planner Caraveo presented the Variance application process.
Deputy Director/Planning Manager Kim presented the Coastal Permit and Conditional
Use Permit process.
Associate Planner Anaya presented the Fence/Wall Permit process.
Senior Planner Silva presented the Appeal, Division of Land (Subdivision), Zone
Changes and Code Amendments process.
Senior Planner Alvarez presented the View Restoration and Preservation application
process.

Director Mihranian presented the California Environmental Quality Act (CEQA)
process and how it applies to development applications.
Assistant City Attorney Gerli presented the 500' Foot Rule and Brown Act.
COMMISSIONER NELSON MOVED, SECONDED BY COMMISSIONER JAMES,
TO RECEIVE AND FILE A REPORT ON THE NUTS AND BOLTS OF THE
COMMUNITY DEVELOPMENT DEPARTMENT, ON A VOTE OF 6-0.
ITEMS TO BE PLACED ON FUTURE AGENDAS:
5. PRE-AGENDA FOR THE MEETING ON APRIL 23, 2019
The Commission unanimously moved to cancel this meeting due to the lack of
agenda items.
