AGENDA DESCRIPTION:
Consideration and possible action to receive and file a presentation from the Public
Works Department on Hawthorne Boulevard Median Beautification Project concepts.

BACKGROUND AND DISCUSSION:
On July 31, 2018, the City Council authorized award of design services for the
Hawthorne Boulevard Median Beautification Project to John David Cicchetti (JDC)
Landscape Architects. The project limits are from Palos Verdes Drive West to Crest
Road. This project has also come to be known as the Green Asphalt Project.
Staff will present two options for design of the Hawthorne Boulevard Median
Beautification Project. A summary of these options is as follows:
Option 1:
This option includes the removal of the existing asphalt in the median and proposes
native and drought-tolerant plants, with low-watering needs beyond the initial two-year
establishment period. A bioswale system will be installed to capture storm water though
curb openings that allow water to flow into the median. Under this option, some
landscaping areas are proposed to include gravel. Graveled areas will be grouted to
prevent gravel from washing out during a storm event.

The cost of including an irrigation system for Option 1 that is connected to a water
source and electrical supply and controller, will be provided as an option to the City
Council to consider. Operation and Maintenance (O&M) costs for watering will be higher
for the first two years due to a higher watering frequency during the plant establishment
period. The cost for O&M for the first two years and beyond will be provided as part of
the presentation.
Option 2:
This option proposes intermittent cuts into the existing asphalt to provide areas for
planting, while limiting the amount of area to be landscaped. This option has limited
vegetation and no irrigation. The trees and shrubbery in this option will be native and
drought-tolerant, but will require deep hand-watering by truck for the initial two-year
establishment period and thereafter. The remaining asphalt median will require
sandblasting and a treatment to the surface to look consistent throughout this stretch of
roadway. O&M costs for watering will be higher for the first two years due to a h igher
watering frequency during the plant establishment period. The cost for O&M for the first
two years and beyond will be provided as part of the presentation.
ALTERNATIVES:
In addition to the Staff recommendations, the following alternative action is available for
the City Council’s consideration:

appropriate in lieu of Staff’s recommendation
