Amendment No. 1 (page B-1) BACKGROUND AND DISCUSSION: On October 22, 2018, the Traffic Safety Committee (TSC) discussed and reviewed, as part of its working plan for this fiscal year, the traffic signal warrants that were conducted and met for the intersections of Hawthorne Boulevard & Via Rivera, and Palos Verdes Drive South & Palos Verdes Drive East. The warrant studies were completed in 2014 and 2017. W illdan Engineering indicated that the warrants are still valid, and thus, no re-evaluation is needed. The traffic signal warrant study for the intersection of Hawthorne Boulevard & Via Rivera was conducted and included as part of the City of Rancho Palos Verdes General Plan Update, Traffic Impact Analysis of May 2017, prepared by Translutions, Inc. 1 The traffic signal warrant study for the intersection of Palos Verdes Drive South & Palos Verdes Drive East was part of the Palos Verdes Drive South Traffic Report, prepared by Willdan Engineering in November 2014. Based on the studies previously performed by these two traffic engineering consulting firms, the Traffic Safety Committee directed Staff to forward a recommendation to the City Council to consider the preparation of the engineering design plans for the traffic signal lights at these two intersections. The design fee for engineering design services for the traffic signal design at Hawthorne Boulevard & Via Rivera intersection is $18,818, which will include the synchronization with the traffic signal lights along Hawthorne Boulevard. The design fee for the Palos Verdes Drive South & Palos Verdes Drive East intersection is $15,780. It is estimated to complete the engineering design for these two intersections within a 6 month period. Authorization to Amend the existing contract with Willdan to perform this work was approved by the City Council at the July 31, 2018 meeting (Attachment B). The estimated construction costs for the installation of the traffic signal lights are $200,000 for the Hawthorne Boulevard & Via Rivera intersection and $250,000 for the Palos Verdes Drive South & Palos Verdes Drive East intersection. ALTERNATIVES: In addition to the Staff recommendation(s), the following alternative action is available for the City Council’s consideration: 1. Discuss other options which may be appropriate in lieu of Staff’s recommendation. 2 February 21, 2019 Ms. Nadia Carrasco Assistant Engineer City of Rancho Palos Verdes 30940 Hawthorne Boulevard Rancho Palos Verdes, CA 90275-5391 Subject: Proposal to Provide Professional Traffic Engineering Design Services for the Traffic Signal Installation at Hawthorne Boulevard and Via Rivera Dear Ms. Carrasco: Pursuant to the Professional Services Agreement between the City of Rancho Palos Verdes and Willdan Engineering dated September 5, 2017, Willdan Engineering is pleased to submit this proposal to provide professional traffic engineering design services to the City of Rancho Palos Verdes for the preparation of plans, specifications, and estimates (PS&E) for the installation of a traffic signal at the intersection of Hawthorne Boulevard and Via Rivera. Hawthorne Boulevard is a synchronized corridor from Palos Verdes Drive South to Highridge Road and the new signalized intersection falls within this stretch of corridor and will need to be synchronized with the adjacent traffic signals. The following is our proposed scope of work, schedule and fee: SCOPE OF WORK 1.Meet with City staff to review specific design and construction requirements. Obtain record drawings of striping plans, utility plans, roadway plans, street lighting plans, etc. 2.Conduct a field investigation to verify existing topographic conditions and identify unusual or special conditions, if any. 3.Provide utility coordination, including notices to all utility companies in accordance with City’s procedures. All documentation of contacts and responses will be copied to the City. Willdan Engineering will prepare utility notices and deliver them to the City for mailing under City letterhead. If so desired by the City, Willdan Engineering can transmit these notices under Willdan Engineering’s letterhead; however, the City shall be responsible for any fees assessed to Willdan Engineering by the utility companies. In either case, all responses, questions, and correspondence from the utility companies will be addressed to Willdan Engineering’s Utility Coordinator. Plan will include minor signing and striping modifications and upgrades to access ramps to be ADA compliant, if needed. 6.Prepare construction cost estimates, bid document and special provisions for construction of the traffic signal improvements. Submit 90% and 100% PS&E to the City for review and comment. 7.Upon receipt of final comments, make final revisions and submit final PS&E with the plans plotted on mylar for City advertisement and bidding. 8.Collect turning movement counts 7-9 a.m. and 4-6 p.m. 9.Prepare local intersection traffic signal timing chart and signal coordination timing plans for morning and afternoon peak hours to operate in unison with adjacent traffic signals. Engineering During Construction 1.Provide assistance during advertisement and bidding. 2.Attend pre-bid and pre-construction meetings. 3.Review project material submittals. 4.Review RFI’s and provide response as necessary. 5.Provide Record Drawings. SCHEDULE We estimate that preliminary PS&E can be completed for review within 8 weeks from a Notice-to-Proceed. Revised PS&E can be completed within 2 weeks of receipt of City comments. FEE We propose to provide the above engineering services for a not-to-exceed fee of $18,818 based on the enclosed breakdown (Attachment “A”). Please indicate the City’s approval and authorization to proceed by either printing out and signing two originals and returning one hard copy original to our office, or by scanning one signed original and returning it by email.
