CC DM 20190115 B - 20181215 CC MINS SPEC DRAFTDRAFT MINUTES RANCHO PALOS VERDES CITY COUNCIL SPECIAL MEETING/GOAL SETTING WORKSHOP DECEMBER 15, 2018 A Special meeting of the Rancho Palos Verdes City Council was called to order by Mayor Duhovic at 1:34 P.M. at Point Vicente Interpretive Center, Sunset Room, 31501 Palos Verdes Drive West, Rancho Palos Verdes, notice having been given with affidavit thereto on file. City Council roll call was answered as follows: PRESENT: Alegria, Brooks, Cruikshank, and Mayor Duhovic ABSENT: Councilman Dyda Also present were Doug Willmore, City Manager; Gabriella Yap, Deputy City Manager; Deborah Cullen, Director of Finance; Ara Mihranian, Director of Community Development; Elias Sassoon, Director of Public Works; Cory Linder, Director of Recreation and Parks; and Emily Colborn, City Clerk. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Councilman Alegria. PUBLIC COMMENTS: City Clerk Colborn reported there were four requests to speak. Carolyn Petru, urged the Council to make the Civic Center and Ladera Linda projects high priority goals; suggested combining the Natural Communities Conservation Plan (NCCP) and the City’s Park Inventory; and, offered assistance regarding the Charter City initiative if the Council decides to move forward with the matter. Noel Weiss, suggested that the liquefied petroleum gas (LPG) storage facility (a.k.a. Rancho San Pedro Tanks) be considered as a high priority goal, and spoke regarding the California Voting Rights Act and its impact on elections determined by demographics. SUNSHINE, echoed Ms. Petru’s comments. April Sandell, supported Mr. Weiss’s comments regarding the Rancho San Pedro Tanks, and urged the Council to make residential property ownership rights a goal priority. DRAFT - City Council Minutes December 15, 2018 Page 2 of 2 REGULAR BUSINESS: 1. City Council Goal Setting and Strategic Action Plan. Mayor Duhovic led the discussion and, together with the Council and Staff, reviewed and edited the goals presented. The Strategic Action Plan Goals document was renamed the Goals Action Plan. Further discussion will resume at a future City Council meeting. Once finalized the Goals Action Plan will be presented for consideration and adoption.
