BACKGROUND AND DISCUSSION:
Elizabeth Sala is the City’s current representative to the West Vector Control District
with a term to expire on December 31, 2018. Pursuant to Health and Safety Code
Section 2021(b), the selection of the representative to the West Vector Control District
should be made collectively by the City Council. In an email to Staff dated October 22,
2018, Ms. Sala expressed her willingness to continue serving in this capacity, if it is the
desire of the City Council. She has served on the board since 2013 and files an annual
Form 700 (Statement of Economic Interests) for the region served by the District.
Staff is bringing this item to the City Council at this time since the West Vector Control
District Board is scheduled to reorganize and elect its new President and other officers
at its January 2019 regular meeting. Staff will commemorate the City Council’s decision
in a letter of notification to the District.

ALTERNATIVES:
In addition to the Staff recommendation, the following alternative action is available for

Hi Elizabeth,
I’m glad to hear that you would like to continue on the Vector Control Board. Thank you so much for
serving our community. We will prepare the administrative report to present to Council at the
December 4th meeting for their approval.
When I spoke with the board liaison at the Los Angeles County West Vector Control District he
mentioned that you are a “great board member to work with”. The District will be happy to hear
you will be returning for another term.
I will be in touch after the Council takes action on your re-appointment. Again, thank you for your
service.
Best,
Emily Colborn, MMC, City Clerk

Hello Ms. Sala,
Your term on the West Vector Control Board ends on 12/31/18 and I wanted to ask if you would be
interested in continuing to represent the City of Rancho Palos Verdes? You don’t need to decide
now, but we generally bring a staff report forward to the Council for the second meeting in
December, so please let me and Teri (copied on this email) know sometime in November.

As always, thank you for your service.
