Green Hills is taking reasonable action to get the public records, they've been waiting over a year and Campbell still
has not produced. They are legally entitled per the Public Records Act (PRA), so all they've done is have him served
with a deposition subpoena to get compliance. As a bonus for their continued patience he will now have to produce
the records AND discuss the contents.
"On February 5, 2018, Green Hills' counsel, Ellen Berkowitz, forwarded to the City Attorney Green Hills' Request
for Production of Documents ("Document Request''), served on Mr. Campbell on January 24, 2018, as part of the
deposition subpoena. The Document Request included all communications relating to Green Hills between Mr.
Campbell and Vista Verde condominium owners and their current and former counsel, Planning Commissioner
Tomblin and any other commissioner, Jeff Lewis, any government entity other than the City, and any other
individual not affiliated with the City. "

So, again this all stems from Campbell's continued non-compliance with a simple records request, therefore he is not
entitled to one dime of taxpayer money for any legal representation. It's all on him, including whatever he is refusing
to divulge in the requested records.

Campbell was admonished during his term as mayor for abusing the title of his office and the
unauthorized use of the city name in violation of the Protocols for Elected Officials. His recent letter
to the City just shows he continues to intentionally violate the trust the residents gave him when he was
elected. Since when do termed out elected city offi:ials for a non-salaried position receive H

retirement? They don't. Even the former POTUS, Barack Obama, doesn't use "President (Ret.)" and
he gets a check and benefits. There is no telling what other deliberately misleading correspondence
Campbell has or is currently sending out.

In addition, WHY would Campbell need legal representation in order to comply with multiple public
records requests?!? The city staff doesn't seem to have a problem with compliance based on the online
PRA Requests Tracking Log. So, what's been keeping him from complying for over a year (while he
was still in office) with just the Green Hills request? Since he hasn't provided the requested
documents in the allotted time, the City is in violation of the PRA and on the hook for legal
fees. Ridiculous!
Courtesies, honors, special forms of address, use of the official seal and name are all symbols of the
power of the office. They belong to the office and to the citizens, NOT former office holders. A
cease and desist letter will not stop him based on his continued violations, please take strong legal
action.

Re: March 6, 2018 CC meeting/ Agenda Item# 3 I 2017 Annual Report on the implementation of the RPV
Housing Element
As you can see, within the staff's report, the property located at 29629 So Western Ave. ( H.Salt Fish strip mall near
Summerland Ave next to Think Prime Restaurant and dumpy motel units) are identified as the single location in the
entire city of Rancho Palos Verdes that would best serve meeting the city's need to provide low income
units. Apparently, according to staff's previous report to the PC, the property owner has expressed interest to the
same end. Furthermore, the needed zone changes are/will be timely addressed within the appropriate time.
Please know, I respect any and every land owner's interested in maximizing his/her financial benefit of land
ownership. Moreover, I have no issues with low income people having access to housing.
The purpose of this correspondence serves to urge the city council members to engage in fair and open discussion
regarding the subject housing plan as it relates to SB35, which said law is likely, if not surely, to impose a significant
change in public due process, or so it seems.
