As I mentioned to you on Tuesday, there is a site (I believe its T-mobile or Verizon) with underground equipment that you can visit to hear a realistic example of the fan noise. It is at the intersection of Ridgegate and Highridge ... check it out. Additionally, Condition No. 17 includes the following: o Noise: • Backup generators shall only be operated during periods of power outages, and shall not be tested on weekends or holidays, or between the hours of 7:00 p.m. and 7:00 a.m. • At no time shall equipment noise from any facility exceed an exterior noise level of 55 dBA three feet from the source of the noise if the facility is located in the public right-of- way adjacent to a business, commercial, manufacturing, utility or school zone; provided, however, that for any such facility located within 500 feet of any property zoned residential or improved with a residential use, such equipment noise shall not exceed 45 dBA three feet from the sources of the noise. The foregoing noise level limitations shall govern facilities subject to RPVMC Chapter 12.18.080(A)(16) until such time that a specific noise regulation ordinance is adopted and effective in this code, at which time such noise ordinance shall govern. I am concerned about the Cell Tower #32, the one planned for the Intersection of Whitley Collins Drive and Crest Road in RPV ... have NO issue with the Aesthetics; but, I am very concerned about (potential) noise that might emanate from such an installation. I find the noise test done (relative to a Torrance, CA street corner) to be TOTALLY irrelevant for use with ANY RPV application. I would strongly suggest that a noise test be done AT the very site referenced and sometime between the hours of9PM and SAM to have any degree ofrelevance.. The proposed site is currently VERY, VERY QUIET-except for the occasional traffic on Crest Road between those hours .. I am VERY VERY concerned about ANY cooling (fans) or other noise that might be generated from such an installation. I understand Antennas and Electronics (related experience over 60 YEARS) and for them to be in CONTINUOUS use, would naturally require some degree of cooling; potentially from cooling FANS... I also am lead to believe that there will be an UNDERGROUND compartment associated with this Cell Antenna installation. I assure you that just going UNDERGROUND does NOT necessarily calm MY (NOISE) concerns. I often hear an occasional OWL hooting in my neighborhood.. I would be grossly upset if that noise FLOOR were raised by this installation .... I am also concerned about HOW the installation will be powered ..... I would HOPE from NOISE-LESS commercial power -NO power generator(s) involved either .... I need to go now; so, I will curtail further comment(s) ..
