Hello,
I'd like to point out that some current Planning Commission members are failing to fulfill their appointed roles, some
even blatantly disagree with City Council requests and refuse to comply based on their own personal opinions. Per
City Ordinance No. 550 that there is an option available to the City Council to rectify the current situation and relieve
those of the duty for which they were APPOINTED to do -
Ordinance No. 550
SECTION 1: Section 2.20.020 of Chapter 2.20 of Title 2 of the Rancho Palos Verdes Municipal Code is hereby
amended to read as follows: 2.20.020 Members. The term of office for each commissioner is four years. The terms of
office shall expire on the date of the first regular city council meeting in December of odd years, or until a successor
is appointed.
PC Mission Statement -
By ordinance, the seven member Planning Commission makes decisions on specific private land use planning
applications such as subdivision maps, variances, and conditional use permits; reviews environmental assessments,
such as Environmental Impact Reports and Negative Declarations; makes decisions on view restoration permits; and
considers appeals of staff decisions on land use planning applications.

Based on my observations while attending some PC meetings and viewing online, I recommend the following:
KEEP William James -he is phenomenal and has the patience of a saint. He repeatedly has to reel fellow members
back in when they go off on a tangent and does his best to keep the meeting on point.
DO NOT REAPPOINT Dave Emenhiser -during the last meeting on Jan. 9th he whined about losing the CC election
because of "false information" regarding his role with STR's. I'd like to point out that all of his statements at each PC
meeting (there were numerous regarding STR's because of the PC's failure to follow through on the CC directives) are

recorded and there was no misunderstanding or false information disseminated. Additionally, he did not conduct
himself in an ethical manner during the recent CC election and purposely tried to deceive the public with a mailer
attacking another candidate. These actions are not of someone I want representing our city or making decisions on
our behalf.
DO NOT REAPPOINT Gordon Leon -during the Jan. 9th meeting regarding the definition of STR's it was
mind numbing to watch Leon yammer on about Tupperware parties. Even after Ara, the head of code
enforcement, repeatedly confirmed that those types of functions would not be included for STR
enforcement purposes. Leon still could not understand the distinction. I'm amazed Ara didn't beat his
head on the table in frustration.
REMOVE Robert Nelson using Ord. 550 Sec. 1. -during the course of the STR saga he has been cantankerous and
defiant, to the point that he bragged during a recorded meeting about his friend making $1 OOK per year on his
STR. He has gone on Nextdoor describing the PC as "quasi-legal" while campaigning for his buddy, Dave
Emenhiser. Just recently at the Jan. 9th meeting he voted against the CC's recommended definition of STR and
implied that there are only 4 residents contacting Code Enforcement regarding STR's. Ara told him that numerous
residents had contacted his department and if you recall at one CC meeting there were 1 OO's of residents wearing
"100% BAN" stickers wanting STR's banned in RPV. One man has become the spokesperson for the group and
frequently contacts Code Enforcement to assist them, but make no mistake he is not alone.
The PC should be sticking to their mission statement and assist the CC whenever possible. However, I think many
members have become too comfortable, arrogant and have gone rogue. Since there are now TWELVE nominees for
the PC, it should not be difficult to administer a well-earned "attitude adjustment" to current members not serving
their purpose.

I am writing this as a letter of reference for Jeanne Lacombe in her application for the position of
Planning Commission.
I have known Jeanne for many years through the Board of Directors of the Rolling Hills Riviera
Homeowners Association. I worked very closely with her not only in our normal meetings, but as
editor of The Rolling Stones newsletter, we worked together closely very often.
I have always found Jeanne to be extraordinarily competent, professional, and intelligent. She
understands the problems of our community and uses her skills and intellect to help solve them.
While President of the HOA, she didn't accept the easy or "politically correct" way of doing
things; instead she learned as much as she could about an issue and helped "rally the troops" to
help work on solutions. She shines the light on problems or potential problems that others have
ignored --the tank farm on Gaffey Street as but one example --and she perseveres as long as it
takes to help find common ground on a project --as with Ponte Vista.
Her honesty, integrity and desire to help Rancho Palos Verdes is unquestioned. She knows the
City and its workings better than many who have lived here far longer. Her own personal
dealings in Real Estate and work with the Planning Commission on various issues make her
exceedingly well qualified.
I have absolutely no reservations about recommending Jeanne for this position. If you have any

Hello,
The Planning Commission has a significant role in the continuity of the our city and as such those concerned about
the same should be appointed to the available positions. I recommend the following:
Lan Saadetnejadi - she is the current Vice Chair of the Infrastructure Management Advisory Committee. She is a civic engineer and very
impressive.
Jeanne Lacombe - she has been the President of the Rolling Hills Rivera HOA in Eastview (the largest HOA in the City) and has been
actively involved in the RPV Council of Homeowners Associations. Her continued participation with local governing positions
demonstrates her commitment to RPV and the improvement of her community.
Mathew Vitalich -he ran for City Council recently. No engineering background but he grew up here and based on his statements and
actions during the election he seems to want to preserve RPV, which is always a plus.
There is a total lack of diversity with our current Planning Commission. While I do not believe in hiring someone based solely on their
sex or race, I find it extremely hard to believe that there is not one female resident in the whole City of Rancho Palos Verdes qualified for
the position -especially considering 51.5% of the demographic is female and 65% of the population has a college degree. There are
TWELVE applicants, please select those you believe that will best preserve and represent our city.

I write to you in support of Jeanne Lacombe's candidacy for a place on our city's Planning Commission. I am the
treasurer and a past president of Rolling Hills Riviera Homeowners Association. Jeanne succeeded me as our
association's president. Over the years, she and I have worked together on a variety of matters on behalf of our tract's
residents, from efforts to downsize Ponte Vista to reviewing and commenting upon various proposals to re-design
Western A venue.
I've always found Jeanne to be hardworking, honest and well informed. I can recommend her for a seat on the
commission without qualification. On second thought, I should qualify that a bit. If you are looking for someone
who will simply rubber stamp anything that's put before her, she might not be the person for the job. However, if
you're after a candidate who is willing to roll up her sleeves, gather information, study the information she's gathered
or been given and then try to make the best possible decision for our city's residents, she'll be great.
