Is this true? Bob Nelson, Palos Verdes Drive South RPV Election: City Experience = Emenhiser, Cruikshank Tuesday's election is 'foundational.' Two seats this time, three next. That is, we are two years from a totally new Council. We should vote carefully. We should vote for those who have served our city in positions of importance. Dave Emenhiser and John Cruikshank are the only candidates who have served all RPV in quasi-judaical positions - as members and Chairman of our Planning Commission. (Committees are 'advisory to Council' and cannot make legal binding decisions (only the Council and Planning Commission can). Experience making legal decisions is critical to RPV. We are faced with up to $100 million in non-voted debt (P3 Financing) for Ladera Linda ($10 million), City Hall - Civic Center ($30-60 million) and stopping the landslide ($30 million in the year 2000). If you, as a voter, don't think this can happen - Long Beach is doing a $500 million Civic Center using non-voted P3 funding! Next door I believe. But Dave Emenhiser was Chair of RPV Finance Advisory Committee (not 'Financeboard' as some current members and Council candidates call it), and Dave and John Cruikshank have served on our quasi-judaical Planning Commission, making foundational, future land use decisions. Vote this experience to the next level. You'll not be disappointed and you'll find two Councilmen anxious to hear your thoughts. Understand, those who say they didn't answer obvious unanswerable without additional, telling, data their 3 questions, they ain't going to get answer until then. Without that data, the smart politician doesn't answer! Vote experience - vote Emenhiser and Cruikshank. Please forgive this very late correspondence. I had not known of this until this moment. The property in question is part of the Alta Vicente Nature Preserve. The irrigation lines in question are part of the ongoing habitat restoration therein. To suggest that the property be diverted for some other use is inappropriate, and not in accordance with all of the legal agreements governing the management of the Nature Preserves in the City. I am a member of the Civic Center Advisory Committee. It has been made very clear to the Committee that the land in the Alta Vicente Preserve is in conservation easement and is not part of the Committee's planning effort. In this instance, invoking the Committee to advance someone's personal agenda is clearly inappropriate. I recall taking our young kids down to volunteer in Alta Vicente Reserve something like 10 years ago as the restoration there was in preliminary stages. Now we look out over that area and see the results of the efforts of many helping hands over the years and it's beautiful. Despite drought and other challenges, Alta Vicente Reserve is growing into wonderful habitat for the bird species that the PV Nature Preserve is to protect. I caught this photo of one such bird there, a cactus wren, this past spring. As for the restoration of Portuguese Bend Reserve, you may recall that I shared with you a couple of years ago the burgeoning beauty of previously degraded areas there, showing the potential of our restoration efforts. 1 E. A vision that once seemed fantastical is being realized step by step. It's very satisfying to be a part of it and to think about what our open spaces could look like as we continue to achieve restoration successes in more and more areas over the years to come. I hope you feel a part of it, because it couldn't happen without the support of the community and the decisions you all have made to support the protection and restoration of these lands. Out on the trails, as well as in meetings, our community has shown that they cherish our nature preserve and that is making all the difference. For clarification, the Palos Verdes Nature Preserve annual report is a collection of the required submittals by the draft NCCP. The annual submittals include a monitoring report on habitat restoration areas, a report on the targeted exotic removal program for plants, a report of trail maintenance activities, volunteer involvement and support and scientific research. This is not a planning document and that habitat restoration plan included in this plan is for reference only. Specifically in response to the late correspondence submitted by Sunshine, I would like to provide additional information and background. The area that Sunshine discusses as a potential dry farming area is in the Palos Verdes Nature Preserve. This area is known as Alta Vicente Reserve and has been planned in close coordination with the City for the City's habitat restoration since 2007. In addition, for the northern portion of the property, the habitat restoration plans were provided in 2015. There has been extensive community outreach for this project via quarterly preserve forum meetings, monthly city staff meetings, list serve messages, an article in the RPV City Newsletter, articles in Palos Verdes Peninsula Land Conservancy newsletter, email list serve message(s), and direct mail to nearby neighbors. The plans have received City Council support to proceed in pursuit of the City's habitat restoration obligations. Furthermore, the concept of farming garbanzo beans at Alta Vicente Reserve is not feasible as the planting and/or installation of non-native or exotic plant material is prohibited in the Preserve. The ONLY area in the Palos Verdes Nature Preserve described for agricultural use is the Hatano Farm site. In recommendation that the Civic Center Advisory Committee review the habitat restoration work, we do not believe that the Palos Verdes Nature Preserve land management is included in the scope of the Civic Center Advisory Committee. 1 The Conservancy is delighted and proud to be the City's partner in providing this habitat restoration. "For compensation" includes, but is not limited to, rental of the property for money, goods, or services, as well as in-kind exchanges of goods, services, or premises. "Short term rentals" do not include social gatherings hosted by the person or persons residing at the dwelling where the social gathering is scheduled to occur. It is proposed to remove the words "where lodging is furnished" in red text above to the definition and to add the underlined section to the current code. I urge you to take all possible action to pass the urgency ordinance to clarify and amend the definition of a short-term rental to include party houses where there may not be any overnight lodging. It was clear from all of the comments from the public and from the deliberation of the Council Members that the ordinances banning short-term rentals was intended to include party houses that were not rented for lodging. Of course the ban on short-term rentals should include party houses as well. It is unfortunate that the wording on the current ordinance is confusing and can be interpreted to exclude party houses where the renters are not staying overnight from the ban. I agree that the words "where lodging is furnished" should be removed from the current definition of short-term rental. But I would suggest excluding the last sentence of the proposed change that reads: ""Short term rentals" do not include social gatherings hosted by the person or persons residing at the dwelling where the social gathering is scheduled to occur." Residents can already host social gatherings if they are not receiving consideration for it. There is no reason to state what is already allowed. The problem with this sentence is that it is confusing and can be argued that residents hosting a social gathering is excluded as a short-term rental even if he or she is receiving consideration for it. I also noticed some small errors in the agenda: 1. On page 2, in the third paragraph, on the second line, the words "where lodging is furnished" should show in strikethrough. 2. On page 2, in the third paragraph, on the fourth line , the words "or as may be" should be underlined because it is being proposed as an addition to the code. 3. Resolution No. 2017-_ (page A-1) BACKGROUND AND DISCUSSION: On July 18, 2017, the City Council adopted Resolution No. 2017-39, which approved the MOU between the City and RPVEA for the period of July 1, 2017, through June 30, 2020 (RPVEA MOU 2017-2020). The new MOU contained provisions regarding the cash out of earned but unused vacation leave and set forth specific dates upon which said cash out could occur. The City has met and conferred with the Association regarding the revision of the dates specified in the MOU and both parties desire to revise the language contained therein as the language is currently too restrictive. The MOU currently provides for four vacation cash out window options, with the next window coming up in December. Employees must submit their vacation cash out request the first week in December and said request, once approved, would be paid out the last paycheck in December. The original intent was for employees to have a cash out L. option before the holiday break but that is not feasible with the current language. Thus the request to modify the language such that employees can cash out their earned but unused vacation leave prior to December. Will you simply answer these three questions in a timely fashion or do I need to submit a formal Public Information Act request? When did RPV join this or these entities? In May of2007, the City Council adopted a resolution endorsing the U.S. Mayors Climate Protection Agreement, which urged the enactment of policies and programs to meet or exceed the target of reducing global warming pollution levels to 7% below 1990 levels (Kyoto Protocol) by 2012. As part of the City's effort to accomplish this goal, the City joined the International Council for Local Environmental Initiatives (ICLEI). The City works closely with the South Bay Environmental Services Center (SBESC) to accomplish reductions in greenhouse gas emissions, promote sustainable development and create plans that embody the City's efforts. How much money has the City of RPV paid this or these entities for dues, boilerplate documents, services etc? There was no fiscal impact as a result of partnering/joining ICLEI and working in partnership with the SBESC. On occasion, City Staff time is used to help gather information for the SBESC staff to prepare studies and/or conduct research. City Staff works closely with SBESC staff to help facilitate meetings surrounding ICLEI topics or projects. How many times has the City of RPV availed itself of ICLEI sponsored grants to facilitate "workshops" and other public meetings? The City of Rancho Palos Verdes works directly with the SBESC, who helps the City meet and implement the ICLEI pledge. Essentially, the SBESC is the "head hunter" for opportunities available to the City. When feasible, the City participates in the grant opportunities presented by the SBESC. These opportunities come through ICLEI memberships, SCE, Cal Water, AQMD, etc. City staff is often attending "workshops," training symposiums , round table discussions to implement the three main goals ofICLEI: 1) cleaner vehicles, 2) Energy Efficiency, and 3) Renewable Energy. Unfortunately, I do not know an exact number, but the most recent grant funding that I can think of came from AQMD (I believe) for two (2) new City fleet vehicles on the AQMD list.
