Hello Lauren
Well, I rode the newly renovated and open Sunnyside trail over the week end and found
the width and footing in the canyon quite adequate and doable.
The trailhead at Sunnyside, though, is another story and I realize there isn't anything we can
do about it now. When you, Lauren, mentioned, sometime back, a reduction in width to
about 4' due to the new design, but it was still an acceptable width, I didn't think that would
include planter boxes on both sides of the trail!
There isn't any room for a horse to pass another horse and, more importantly and
unfortunately, there isn't room for a hiker to pass safely or step aside. Where does the hiker
go? Atop a wall? Where does another horse go? Back up? Yes, to both.
The easement is public and not a personal garden area for an adjacent
homeowner! Removing these planter boxes will open up that area by l' -1 1/2' on the sides,
allowing a wider trail that hikers could use for 'stepping' aside, if need be.
Other than the planter box issue, the trailhead has certainly enhanced the curb appeal of
both homeowners, and each should be quite satisfied with the improvements the City has
made.
When can we expect the planter boxes to be removed so that the public can reclaim the
entire easement?

Hi Madeline,
What you are talking about is the difference between a trail "tread" and a trail "prism". A TYPE 5 trail
(which is the minimum that the PV Loop Trail Project strongly recommends for anywhere on the PV Loop
Trail "ideal route"), calls for a 4 foot wide trail tread and a 6 foot wide by 12 foot high unobstructed prism,
an unobstructed "tunnel". The trail tread width does not need to be centered in the prism width. The space
between the trail tread and the edge of the prism can be foliage or whatever as long as it is less than 6
inches high so that hikers, horseback riders or bicyclists can step out of the tread to pass each other. A
TYPE 5 trail is designated as being appropriate for "Recreational use by a lesser volume of various users"
between two destination points.
I am oh so sorry that the various Staff people did not consider all of this City Council approved "criteria" as
they made design changes in the Sunnyside Project. Hopefully they will do better in the future. .. .S

I noticed the suit, too. The Staff Report doesn't say what caused the delay. The inaccurate Soils Report
was certainly a big part of it. Seems to me the contractors work was done months ago. The work to
restore the trail across the canyon was taken out of the contract and was done "in house". What seems
really peculiar to me was that none of the work was declared "complete" for so long that the weeds grew
up in the trail tread so high that the trail vanished and a maintenance crew had to go in and clear it. This is
the sort of thing I meant by "Staff and the Engineers have a lot of explaining to do" which should not impact
the approval of the Notice of Completion.
I have started dropping hints that essentially the same work needs to be put into the Capital Improvements
Plan to improve Charlene O'Neil's Segment 21 before Jim Adams at 70 Rockinghorse dies or otherwise
decides to not to offer the City a free trail easement. So far, nobody has gotten back to me about my
suggestion that the new City Attorney be asked to review/approve the Offer to Dedicate Easement forms
which the previous City Attorney, Carol Lynch, created. Having that form is the next step in your
completing your Segment 19.

Sunshine -did you see where the contractor filed a claim against the City for 'delay'
damages, claiming a loss of potential income as the result of his bonding company not
approving him for new work, 'cause he was hung up on this project. This is not an
uncommon practice in the industry; in fact, Tudor Saliba of the bullet train has millions
of dollars in claims for contract delays. I agree with you about the Design Consultant,
but I also think this contractor is not without blame. Just my opinion. We have the
trail, I'm delighted and can't wait to use it.

BACKGROUND AND DISCUSSION: The Sunnyside Ridge Trail Segment Project (Project) is
a point-to-point trail for equestrians and pedestrians that provides a connection between
Sunnyside Ridge Road and Palos Verdes Drive East. This trail segment is part of the City's
Conceptual Trails Plan and the Palos Verdes Loop Trail. It is located within a recorded trail
easement that traverses two privately-owned lots, which are currently developed with 1
single-family residences, one of which was part of the vacated Narbonne Avenue rightof-way.
The Project was awarded in November 2015. Redesign was needed to follow the City
Attorney's recommendation to avoid the existing retaining wall on the adjoining resident's
property. A limited Notice to Proceed was given to the Contractor in May 2016. Excavation for
the walls needed to be deeper than originally anticipated and additional walls and fencing
added to the project scope, increasing the cost and time required to complete the work.
In terms of the signage, we summarized our field meeting to the appropriate people in the
City. We are scheduled to meet to clarify what steps we need to take to complete this
portion.

The agenda report that l received today, finally all of a sudden, states in the second paragraph that my
slope is approximately 59% rather than the vague "erroneous \)f false information" claims from the
past Did the geologist determine this when he visited my property on July 27, 201 S? Upon inspection
of my approved plan submitted on July 27. 2015, any lay person without a background in engineering
can determine that Iny plan states that my slope's approximate average is 50%. Having been a teacher,
f can assure you that an elementary student can convert 50% into a ratio of 2 to 1 which in itself is
extreme according to city standard:t I explained this to Mr. Rojas at his "Revocation Hearing" and i
asked him about the geologist that the city sent to my property on July 27, 20 l 5 whom he denied
sending. When ~fr Mihranian called me on October 26, 20 l 5 and told me to go to the planning
department and cance1 the approved plan and he would reftmd the $854.00 perrnit fee, l told him to call
the engineer and the engineer gave Mr. 1v1ihranian the same information that appears on the "approved
plan". Why did the planning department approve the plan in the first place?
Furthermore, in my letter to ~·fr. Mihranian dated December 2, 2015, hand delivered on December 3,
2015, I demanded to be reimbursed for "aH my cost paid after being told that the deck may be built, as
shovvn on the plans that the Planning Department approved''. Unfortunately, I never received a reply to
my request In addition, upon my delivering my" Application For Leave To Present Late Claim", l was
received by the city receptionist kindly and she notified the city clerk, Ms, Colborn by phone stating,
"he's here". Now, I'm the infamous owner of five properties in the city.
