I am an avid bicycle rider and find it frustrating that the trails are so restricted. Living in PV, we are truly blessed with the
beautiful outdoor nature so close to use that it is a shame that it cannot be freely enjoyed. I am a bike rider who obeys the
rules, stops for equestrians and hiker, maintain safe speeds and respect the nature around the marked trails. Since the rains
from this winter, the trails have been closed more often than not for the past 5 months.
Please open the land to be used more freely by responsible people.

It has always been my position that cities should not voluntarily burden their own land with Use
Restrictions and/or Covenants. That is the primary reason why I continue to suggest that the NCCP
be repealed.
In relation to strings attached to grant monies, Staff has been more inclined to support what the
PVPLC wants as opposed to what is in the best interests of the City's residents. It came up during
the Public Use Master Plan (PUMP) Committee's meetings that the grant required the City to
preserve/provide a "recreation element". Because of that, the PVPLC managed to eliminate only a
little more than 50 percent of the trails which existed before the Hon property was purchased.
Over the years, I have noticed that when the City purchases a property, a Title Insurance policy is
not purchased. That leaves it rather vague about which Deed Restrictions and Covenants are
enforceable, exactly where. For instance, nobody negotiated/recorded a partition of the Hon
Property so that the Gateway Park acreage could be purchased separately without the Grant's deed
restrictions.
Personally, I think our parklands should be considered as precious as our habitat reserves. What is
the down side if Staff takes a little more time to figure out, exactly where, which deed restrictions are
required by whom? It might make sense to give back some of the grant monies in order to preserve
our local control.
Please do not approve this Staff Recommendation.

Concerning possible action tonight regarding parking and circulation in the Del Cerro Park area.
I walk seven clays a week at different times of the clay in the Del Cerro Park area and 1 see first hand the issues the
City Council is being asked to address. Option one, to create a new trailhead and additional. parking in another area :is
the only viable option.. Any option that restricts more parking will adversely affect parking and driving patterns even
more than it already has.
During nay walks, I sec; people double parking, sitting in. their cars for lona periods of time on Crenshaw with their
flashers on waiting for someone to vacate a parking spot. I see people blocking traffic in front of Saint John Fisher
Church trying to parallel park on Crenshaw and since there is a divider on that portion of the street, when people try,
to poral lel park. they block traffic. further, people circle around and around trying to find places to park, there are
constant illegal U-turns on Crenshaw. if any more parking is restricted it will only increase these traffic and safety
issues. (Unless the hikers get so frustrated that they never come back again.) When I am on my walks, people often
yell out to me from their cars asking "Are you leaving?" "Where are you parked?" Thinking that I am walking back to
nay car. 1 rarely see any police and never see :Preserve officers in the area.
`l`housands of people a week come down Crenshaw into our neighborhoods and it feels lite the people who live here
have been left to deal with it on our oven. When the preserve is closed due to rain, hundreds of people walk into the
Island View neighborhood, trespass on private property, walk down the staircase and enter the preserve that way.
Many people also walk through our neighborhood to get to McBride Trail. This is a serious problem. and we have
been abandoned and left to deal with. it. ' "he constant traffic and crowds of people adversely affect the quite
egjoyme:nt of our property and our property values.
There are fc)ur homes for sale in The Island Vier- subdivision and I can't help but wonder if this has anything to do
with this matter. Many of our neighbors are in their 60s, 70s and 80s and they are telling me that they feel vulnerable
to all the strangers that are walking through our neighborhood.
Further, the 10 "resident only" recreational permit parking spots on
Crenshaw Boulevard created for Rancho Palos Verdes residents i-nav have made sense, but in reality these 10 parking
places are rarely used. At least five of them should be given back to the public. We do not: want pay stations tip and
down (-',rc.nsha,,v.
This used to be a pastoral street with views ofthe ocemand now it constantly looks tike a grocery store parking lot.

A s1reet that saw only neighborhood traffic is now inundated. Do the right thing and open up another entrance to the
Bark., create more parking off PV Drive South. and relieve some of this IM Cerro Park traffic and crowd congestion..

The following are some questions with regard to ACLAD sewers.
ACLAD sewer system. (Location identified)
1. Why the disparity between the $2 million estimated cost and what appears to be now
$350,000? The anticipated order of magnitude cost of all repairs to the system is
estimated to be approximately $2,000,000. This estimate was determined during the
development of the Infrastructure Report Card and takes into account all major
improvements needed to bring the system current. The $175,000 that we are proposing
in the FY 17-18 CIP is for a rate study and installation of a telemetry system.
2. Why is the telemetry inadequate at this time and what caused it? We currently do not
have a telemetry system for this sewer system. The system is stand-alone and there is
no monitoring capabilities installed.
3. The second enclosure dealing with ACLAD seems to be a repetition of the first act
led sewer effort. Please explain. If you are referring to the sheet titled "statement of
Revenues — All Funds Fiscal Year 2017-2018 (page A-4). This information is specific
to the operational cost of the system and references the City's contribution to the cost of
the annual maintenance of the system. The CIP expenditures are for Capital
improvements only, not operational or maintenance activities.

As you have been informed previously, Permit #ZON2015-003 5 5 was approved on August 4, 2015
after I was told on July 21, 2015 that the city geologist would be sent to my property on that same day
and he did arrive after the city arranged for him to come to my property. Two staff members at the
counter told me on the same day, "the permit would not be granted if the geologist found the hillside to
be unsuitable for my viewing deck". After the geologist's approval on August 4, 2015, I moved ahead
and contracted for two engineers for engineering services on the "approved" project spending
$5,807.50 on engineering. Several weeks later, I received a call from Mr. Ara Mihranian on October
24, 2015 telling me to come to the planning department and cancel the above noted permit and my

spent on further engineering after the permit was approved. Then on December 16, 2015 Mr. Joel
Rojas, Planning Director told me, "the permit was revoked"! When I responded with, "what about the
geologist's visit to my property?" Mr. Rojas responded, "we didn't send a geologist to your property"!
At that point, I knew, I was being made the scapegoat for the city's approval of the above noted permit.
Now, I understand, Mr. Rojas has since retired from the city.
Please remit my demand forthwith.

In your letter of November 25, 2015 you state that our viewing deck plans will be
revoked because we submitted incorrect information to the planning department. On
November 30, 2015 Fred Boettcher and I met with you and brought the deck plans prepared
for the city building & safety department, the first sheet of each set of plans show the
topography of the existing hill which is what was provided to the Planning Department when
I applied for the deck plan approval. You showed us how our plans provided all the
calculations necessary for you or anyone to arrive at the conclusion that the contour of our
slope was extreme. Therefore, section 17.86.060(B) does not apply as stated in your letter of
November 25, 2015, correct? Further, the conversation you had with Mr. Sanchez shows
clearly that the proper information was on the plan that was submitted to planning, which Mr.
Sanchez signed as the licensed engineer, which was approved, and had all the correct
information on it to show that the slope was less than 35 degrees which equals 51.8% or
about a 2 to 1 slope. Thus showing there was no intention to cause confusion, but to show
exactly what was existing on site.
In addition to our proposed plans, inspector Daniel Pitts examined the entire deck
project on June 22, 2015 and took photos of the slope. The planning department was given
all necessary information in the plans that we provided, and on August 4, 2015 the planning
department issued planning clearance. Your comment that both sides made a mistake is not
necessarily correct because we showed correct calculations on the plan that the slope was a
2 -1 slope. As a result of the issued planning clearance by the planning department,
I commissioned and committed myself to several thousand dollars of work to be performed
pursuant to the planning departments approval.
On October 26, 2015 you called me and stated that the contour of the slope was too
great and that I should come to your office and cancel the approved plan and have my
permit expenses returned. At this point, I have invested so much into the project that my
only alternative is to complete the project as approved by the planning department, or be
fully reimbursed for all my cost paid after being told that the deck may be built, as shown on
the plans that the Planning Department had just approved. Plans which required soils report,
geology report and structural engineering calculations. It was after the planning approval
that I commissioned Tin Engineering for the soil and geology reports which took over 6
weeks to get done and then Fred Boettcher to draw a set of plans for the Building plans after
the soil report was complete and this provided the base design of the foundation for the
deck. Mr. Ron Hale was commissioned to do the structural engineering.
Due to the above circumstances, I am hereby requesting a hearing before the
Community Development Director considering revocation or suspension of the permit.

Events leading to the viewing deck approval permit #ZON2015-00355 at 30530 Ganado Drive.
1) June 22, 2015 inspector Daniel Pitts visited deck work site at 30530 Ganado Drive. After
taking photos and making no comments regarding location or condition of the hillside, Mr.
Pitts advised us to take our plan to the city planning department and apply for a permit.
2) June 30, 2015 a hand written diagram of the viewing deck that was built at 30530 Ganado
Drive was taken to the planning department. Ms. Mercenia Lugo informed me that the
plans must be in architectural form. Ms. Lugo then took a plan from the files and showed
me what that entails. She informed me that the plan must include the entire property and
all structures including cement work that occupies the land. She retrieved the file of 30530
Ganado Drive, including photos of the deck and informed me that there is ample land
available to build the subject deck. She also informed me that the city geologist would be
sent to the site to determine if the location was suitable for the construction of a viewing
deck, and if the slope is extreme the permit would not be granted.
3) July 15, 2015 Fred Boettcher and I returned to the city planning department with
completed architectural plans for the deck. The application for the permit was accepted by
the clerk, Sandra, and a check was written to the city for the permit. Sandra informed us
that the city geologist would need to inspect the land for suitability before the permit could
be issued. At that moment, the inspector was out in the field inspecting other locations.
Sandra offered to call the inspector by phone and ask him if he would be able to include
30530 Ganado Drive in his schedule for that day. Sandra informed us that the inspector
only goes out on certain days and if he could include 30530 Ganado Drive in his current
schedule, that would help speed up the permit process. Sandra was able to reach the
inspector and he added 30530 Ganado Drive to his schedule for the day. Shortly after I
arrived home from the planning department, the city geology inspector arrived. He
inspected the entire deck site and left.
4) August 4, 2015 the planning department, which held full knowledge of all the conditions of
the site, approved the plan permit.

In your letter of January 4, 2016 you state: "Specifically, the subject planning case is being revoked
because the permit issued on August 4, 2015 was erroneously and on the basis of incorrect information
supplied by the applicant." Although, you did have the correct information all the time which was
contained in the plan submitted to the planning department on July 15, 2015. You simply did not use
that data, which contained comprehensive information dealing with the topography of the hillside, until
October 26, 2015 when you called me and told me to go the the planning department and cancel the
approved plan. Your approval on August 4, 2015 caused me to incur substantial expense. The research
reveals the following:
"Where a permit has been granted by an officer and the permittee has acted in reliance thereon and
incurred substantial expense, the right to continue construction under the permit becomes a vested right
which the municipality has no right to violate by revocation."
This is the reason why you were so determined to convince me to go to the planning department and
cancel the approved permit and when that did not work, you planned a "results predetermined,
Revocation Hearing" in order to "get rid" of your problem.
Finally, the project needs to be completed, forthwith.

This is the reason why you were so determined to convince me to go to the planning department and
cancel the approved permit and when that did not work, you planned a "results predetermined,
Revocation'Hearing7 in order to ",get rid" of your problem.

Events leading to the viewing deck approval permit#ZON2015-00355 at 30530 Ganado Drive,
1) 3une 22, 2015 inspector Daniel Pitts visited deck work site at 30530 and Drive. After
taking photos and making no comments regarding location or condition of the hillside, Mr.
Pitts advised us to take our plan to the city planning department and apply for a permit,
2) June 30, 2015 a hand written diagram of the viewing deck that was built at 30530 Ganado
Dnve was taken to the planning department. Ms, Mercenia Lugo informed me that the
plans must be in architectural form. Ms. Lugo then took a plan from the files and showed
meg hat that entails, She informed me that the plan must include the entire property and
all tructures ncluding cement work that occupies the land. She retrieved the file of 30530
Ganado Drive, including photos of the deck and informed me that there is ample land
available to build the subject deck, She also informed me that the city geologist would be
sent to the site to determine if the location was suitable for the construction of a viewing
deck, and if the slope is extreme the perrnit would not be granted.
3) 3uly 15, 2015 Fred Boettcher and I returned to the city planning departme nt with
completed architectural plans for the deck. The application for the permit was accepted by
the clerk, Sandra, and a check was written to the city for the pertnit. Sandra informed us
that the city geologist would need to inspect the land for suitability before the permit could
be issued. At that moment, the inspector was out in the field inspecting other locations,.
Sandra offered to call the inspector by phone and ask him if he would be able to include
30530 Ganado Drive in his schedule for that day. Sandra informed us that the inspector
only goes out on certain days and if he could include 30530 Ganado Drive in his current
schedule, that would help speed up the permit process. Sandra was able to reach the
inspector and he added 30530 Ganado Drive to his schedule for the day. Shortly after I
arrived home from the planning department, the city geology inspector arrived. He
inspected the entire deck site and left.
4) August 4, 2015 the planning department , which held full knowledge of all the conditions 01
the site, approved the plan permit.

I was hoping 2 additional issues could be addressed:
- I don't know if anyone else has brought this up but I find it difficult/dangerous to exit the SJF Crenshaw driveway when cars
are parked up to both sides of the driveway. The parked cars block the view of oncoming traffic, especially from the left hand
side when you are exiting the driveway. Could we please consider red curbing one car length on the left side or both sides of
the Crenshaw driveway?
- I don't know if this is your department, but who would we talk to about getting a camera installed at Del Cerro park that
would have a live feed to the police station? The nighttime activities and visitors are not abating, and it would be great if we
could do something about this before summer!

As you know, I am out of town on a family death week absence. And I will I am able to return to RPV until
quite late after the 5/16 City Council meeting.
From your staff report, it appears that the only'real viable' recommendation to try to significantly abate
the huge and adverse increased safety and liability risks -problems and lower property values affects of all the
100s/1000s of vehicles per day on Park Place is the last alternative - to privatize Park Place.
As I have very limited time during this bereavement leave and not able to attend the CC meeting on 5/16, I ask
the City Council to primarily consider and approve the privatizing of Park Place. I also ask the City Council
to most seriously consider and approve the 'move' of Del Cerro Park parking to the RPV 'Resident Parking
Only' on Crenshaw and 'move' the Crenshaw 'RPV Permit Parking Only' and Handicapped Parking to Park
Place.
Beth, can you please attend the CC meeting an 'voice'our requests?? This is very important to all our safety
and liability and property values - not only our HOA, but across RPV.

It is anther Budget cycle and I am not seeing any sort of directive that the multi -departmental Trails
Management Team implement the restoration of this portion of the Top o' the Hill Loop Trail. ("B"

Come on Ara, Katie and Nicole. This should not be left to fester until it becomes a debacle like at
Sunnyside Ridge Road trail restoration. There appears to be a chance that the Sol Y Mar project
might get their certificate of completion without providing an at least TYPE 5 trail connection to the PV
Nature Preserve. Do you really think that the City's Joint Powers insurance is going cover this sort of

the Top o' The Hill Loop Trail. The Developer is providing trail easement(s) across the site. Yea! Who
is designing the mid -block crossing across Crestridge? Who is designing the trail connection to/from
the Vista del Norte Reserve?
Where is the funding for this design work in the Budget? We have "Step One" as the approved Trails
Network Plan. "Step Two" is dependent on Staff to be proactive and coordinated. It takes the Finance
Department, the Community Development Department and the Public Works Department to come up
with everything it takes to restore/enhance this trail connection. Funding for the actual work is
available. Funding for what the specific "work" should be has been rather obfuscated.

SUBJECT: Support for the Proposed FY 2017-18 RPV Capital Improvement
Budget
Our committee appreciates the opportunity to advise City Council on the proposed FY
2017-18 capital improvement budget. We have worked closely with city staff to examine
and refine the proposed list of projects. We applaud the full cooperation of staff by
involving our committee in preparing the project list, modifying certain projects to reflect
our comments and concerns, and producing concise exhibits displaying the final
proposed projects with their associated funding sources. Therefore, we endorse and
support the list of Capital Improvement projects to be presented to City Council on May
16, 2017.
In addition to recommending the balanced and fully funded list of capital improvements
for FY 2017-18, our committee supports city staff in presenting a list of potential projects
that could be undertaken if new sources of funding become available. This allows the city
to be ready if, for example, a new federal infrastructure program is enacted.
IMAC'S Recommended Priorities:
In our ongoing work with city staff, our committee has emphasized several general
principles, including:
1. Attach the highest priority to safety and security in evaluating the relative benefits of
proposed projects (e.g., the unique challenge of the city's active landslide areas).
2. Leverage city funds by seeking financial participation from nearby jurisdictions.
3. Ensure that the Public Works Department is fully prepared to anticipate and respond
to unusual environmental conditions (e.g., extraordinary weed growth producing
wildfire hazards).

On the subject of the serious risks associated with the landslide areas, our committee
urges City Council to devote increased budgetary emphasis beginning in FY2017-18 on
developing an effective strategy to minimize the odds of an event causing the rupture of
the above ground sewer lines transiting the Portuguese bend landslide area along Palos
Verdes Drive South. While there may be a low probability of a sudden failure, such an
event would have devastating consequences. At the same time, the city has a costly
ongoing obligation to repair roads and enhance drainage in these active landslide areas,
yet little is known about the effectiveness of the city's current preventative measures (e.g.,
to what extent are the dewatering wells effective?).
We are aware of a valuable ongoing effort to solicit input from concerned citizens and we
understand that a city task force is starting to consider these landslide challenges. The
IMAC strongly supports this planned activity and is ready to support the effort in any way
desired by the city.
Future Capital Improvement Budgets:
We are pleased to report that our committee has made significant progress with city staff
on an electronic capital improvement project database tool. The committee intends to
continue to work with city staff to improve this tool in the coming year. Specific tool
improvement recommendations will be documented in a functional specification to be
produced in the near term. The objective is to ensure a balanced, cost effective, and
transparent capital improvement program is developed and maintained each year.
