Proposed Artificial Reef along the coast of Rancho Palos Verdes
The proposed cascaded artificial reefs only address part of the problem. They will significantly reduce the effect of
wave action on scourring the surface of the ocean floor thereby exposing material at greater depths. However, this
is only one facet in the problem. The ocean current, moving along the coastline, also scours the shoreline and
removes silt down toward San Pedro destroying the biosphere. This ocean current also has the effect of moving the
deposited silt and potentially exposing subsurface deposits.
In order to control both the erosion due to wave action and the scouring of the ocean floor thereby achieving the
goal of containment and eventual dissipation of the DDT a different design would be appropriate. The design would

still be an artificial reef, however, it would be starting closer to Portuguese Point in Rancho Palos Verdes. Rather
than a series of cascading reefs, it would be a series of overlapping reefs extending along the coastline. The reefs
would be designed to take advantage of the Coanda Effect which would redirect the greater part of the ocean
current away from the coastline. Just as the proposed reefs, this reef would also significantly reduce the effect of
wave action on the coastline. It is in this way that both the wave action as well as the ocean current can be
controlled to achieve the goal of significantly reducing the silt moving southward while not disturbing that which
currently covers the remaining DDT. An additional benefit would be to effectively provide low-energy clear ocean
water along the coastline which could reestablish tide pools and their inhabitants.
The discussion of kelp reforestation, in my opinion, is incomplete. Reforestation on the ocean side of the reef would
also contain the wave action. However, merely doing just the reforestation is incomplete. To restore a balance in the
kelp forest, sea otters need to be relocated and introduced to their food supply, the urchins, that would be
populating the kelp forest. With this balance other species can also be introduced and eventually restore the
ocean's echo system.
I believe that the resources being allocated to this project can be more effectively used by treating both the wave
action and the ocean current's effect on the ocean floor and the shoreline.

Honorable Mayor and City Council Members:
Thank you for including Item N on the Consent Calendar for the upcoming April 4th, 2017 City Council Meeting. I
have read thru the staff report and would like to thank the staff for providing an excellent summary of the history of
this project. I noted that in Appendix D of the staff report, all letters written (in which the City has been copied) are
OPPOSED to this project — not one single letter in favor.
I do believe that a letter from the City of RPV, taking a unified position as a city of being opposed to this project, at
least as it is currently proposed, will carry significant weight when this matter is brought before the CSLC in their
April 20th meeting. The draft letter included in the report is excellently worded, and I am very hopeful that the
council will approve the signing and sending of this letter.

The matter of barking dogs is on the next CC agenda, April 4th. 7 pm. The topic is whether or not to add it to our
new Noise Ordinance. The current policy is very vague.
You're welcome to attend the meeting and make a 3 minute presentation on your concerns. The city currently
contracts with the County, and their follow thru is lengthy and reportedly not as effective as neighboring cities.
I urge you to read the agenda item on the city website and email or speak on your very important concern. No one
wants an ongoing disturbance like that.

Hopefully I am sending my email to the correct place.
1)1 wanted to know if there was a city ordinance about dogs barking late at night, because my next
door neighbor has two dogs one of which who is a German Shepherd (very loud bark) and some
nights/early mornings the dogs bark at 1:45 a.m. & 5:30 a.m. (like last night). My neighbor does not
respond to my telephone calls or written messages concerning her barking dogs and she never brings
them inside. I know there is an ordinance about barking dogs but the dogs have to be barking
continuously for 10 minutes for there to be a violation, however but it doesn't take long for barking
dogs to wake people up in the middle of the night.
2) At Fred Hesse Jr. Park, there is a path which surrounds the soccer field/baseball diamond. Concrete
is a very dense substance, which makes it hard on one's knees.
What if that sponge like track material covered the walking path? i am sure it would be very beneficial
for people who jog & walk the path daily.
