Remember we live in a Rural Semi Rural community/city and the goal is to keep it that WAY. (Low Density?) 1-No one wants to live next to any daily continues noise irrelevant of the Decibels or Zoning 2-if the noise is on a regular bases it must be a business that is a violation of the zoning code. 3-Noise should NOT be allowed on regular bases ( like on weekends evenings or during the day) regardless of the entity (residential or commercial), this becomes noise pollution same as visual pollution or prolonged construction (nuisance). Regardless of the zoning code. Noise and pollution must not be tolerated. Take a look a the noise ordinance in Glendora. Lastly a Legal Advisory committee to obtain a feed back. We have a good CC Council we have good PC and, good committees Let RPV city be a model for the rest of the cities to follow that makes RPV city a leading city. Given that the city has sanctioned an event center in Portuguese Bend right next door to my mother's home (in the midst of a residential area), we feel an ordinance has become a necessity. My mother and sister have met with you to discuss their concerns about the noise levels emanating from this center. I live in the area and visit my mother, and I have experienced this issue first hand a number of times. My mother and sister are not exaggerating when they inform you that the noise levels they are subjected to are not acceptable. Establishing an official noise ordinance for residential neighborhoods will set the boundaries. I feel that noise standards should be specified along with how compliance will be monitored. It is my sincere hope that an ordinance will bring relief to my mother and sister so they may once again enjoy peaceful days and nights in their home year round. By developing this plan, it is my opinion that the city will be acting in a proactive manner as our community continues to expand. The Sierra Club has led night hikes pursuant to the City's night hike policy in the Preserve for several years now. The process requires hike leaders to submit hike routes and times to the Recreation and Parks Department for a night hike permit. To staff's knowledge, Sierra Club hikes have not resulted in incidents, and hikers are respectful of noise levels and the sensitive Preserve environment. Some hike leaders assist the City by reporting afterhours use to staff so we may inform Preserve deputies. However, neighbors in the area have recently reported noise and late Preserve use. Staff has spoken with an HOA president in the area, and they offered to have neighbors report more specifically days of the week and times misuse is occurring. This way, the City can send Preserve Deputies out for more directed afterhours patrols. The noise may be coming from Sierra Club hikes, or more likely outside groups and individuals misusing the Preserve. I will be reaching out to local Sierra Club leaders to remind them of the noise and use sensitivity in the area. Thank you again for your email. As you may know, the Sierra Club has also provided volunteer help in maintaining and monitoring public use of the facilities that the park has to offer. As for noise at night, I can only speak from my personal experience. At the hikes in which I participated, the only "noise" was normal conversation among the hikers interrupted perhaps by some occasional laughter (I would like to invite you to join us sometime, our hikes are open to anyone free of charge and they are led by certified outing leaders). We are in great favor of this as the neighborhood is changing. Not only do we have a business operating next to us under a zoned residential area but new homes are being added to the neighborhood which are going to add noise, congestion, traffic. This neighborhood has had the fortune to operate under a relaxed, talk to your neighbor kind of policy but this will change as more change comes to the area. Do to your urging, I can only hope that we will have restitution to the noise issues we have encountered this last summer but the jury is still out.It has been good to talk and express our concerns and issues and I think to have an ordinance in place would make things in a more legal fashion and force the issues with accountability and enforcement on the facts.No one wants to live next to daily noise disturbances on any accounts. I am glad the city is moving in this direction to take matters of concern into hand. I am confident of a positive outcome. We'd appreciate it if this comment can be part of the communication for this meeting. With the closure of the Portuguese Bend Preserve ("the Preserve") an hour after sunset, only permit holders are allowed to enter the Preserve. One of the few groups that obtains permits regularly is the Palos Verdes I South Bay section of the Sierra Club. This group has enjoyed hiking in the area for many decades. They are a responsible, quiet group with trained leaders that maintain safety and respect. During their hikes, they keep an eye out for dangerous situations (fires, downed electricity wires), suspicious behavior, etc., and hence act as a neighborhood/trail-watch-like entity. They respect the neighbors and, motivated by the concern from some residents, in the future will make it a point to be extra quiet when near homes. Dear Bob, Thank you for your email -it will be included in late correspondence. As to your question about how it will be enforced, when law enforcement personnel respond to an event where underage people are gathering, and through the normal course of an investigation they are able to determine that underage alcohol consumption exists, the individual host of the social event can be issued a citation and charged with violating the social host ordinance. In the example you cited below, if the party resumed later after being broken up the first time, I believe that could be counted as a second incident resulting in an additional citation.
