Increased staff in the Preserve
Dear Mayor Knight and Council members,
While I appreciate very much the desire to improve conditions in the Preserve, I think our money would be
better spent paying for a couple of sheriffs officers, perhaps on a part time basis for a one year period, so that
increased enforcement efforts can be made. Education is important, and there are visitors who are receptive to
education, but there are plenty who are not and they need to be targeted and cited. Without enforcement to back
up the efforts of the volunteers and the conservancy staff, there is not much hope for significant improvement in
the conduct of those who are not inclined to follow the rules.

Dear Council Members, Honorable Mayor,
Regarding item 2 on the Regular Business Agenda:
I support the addition of this staffing to help fulfill the City's obligations with respect to managing the
Preserve. This is sorely needed and long overdue and, if nothing else, certainly a good start.
I would also add that the addition of this position does not need to be one of re-inventing the wheel. A
great deal of leg work has already been done by the Volunteer Trail Watch and tapping in to their
knowledge and experience and augmenting their efforts will be a savings to the community. It will allow
these new employees to ramp-up much more quickly, saving time and dollars. Coordinating efforts
should be a win-win situation.
As a board member of the PVPLC, I appreciate everything that the Volunteer Trail Watch has done.
trust their decisions to be in the best interest of the Preserve. Their experience and observations are far
superior to those of any other group regularly out there in the Preserve. Their commitment and
dedication to the vision of the Land Conservancy is not even questionable. Their suggestions are
appropriate. I hope working in tandem can help get and keep one of the City's most valuable assets is
good shape.

Where's the problem
Why add a halftime person to payroll? I have not heard of a problem. Don't try to solve a non-
problem. Volunteers created the Nature Preserve, many are active in it and more are available.
Identify the problem before trying to fix it with someone else's money.

Staffing for trails in the PV Land conservancy.
I am a volunteer for the PVLC Trail Watch program and have been assisting the program for a little over a year. I
understand that you are considering funding a program to have staff hike the trails and mirror the duties of the volunteers.
I welcome all assistance in the Conservancy and feel that the more boots on the ground, the better the area will be
maintained. I do, however, think that a first priority for the area is in actual enforcement of the rules in place to protect the
fragile environment there. Perhaps some or much of the proposed funds could go to that end first? Without enforcement
of the rules, I don't think the trails and habitat can prosper with the many hikers, bikers, dogs and equestrians that use the
trails.

Mayor Knight, Mayor ProTem Brooks, and Councilmembers Campbell, Duhovic, and Misetich,
I applaud the Recreation and Parks Department for considering additional Recreation Staff as-
signed to the Preserve. Roaming staff that has a direct link to the Sheriff and MRCA could be
useful. The question is why duplicate the Volunteer Trail Watch program, which educates the
public, documents observed infractions, and documents evidence of vandalism. We also pick
up trash because we care, but it isn't a requirement.
So the question is how to reap the greatest benefit with limited resources.
As you know, we all have the goal to restore and protect the habitat and provide a safe and en-
joyable experience for Preserve visitors. And as said before, education alone will not accom-
plish our overall purpose on the Nature Preserve-we must have effective enforcement.
I would like to urge you to consider hiring your own full time RPV "in-house" Ranger. A local
person with knowledge of how and why the Preserve was acquired and with the authority to cite
violators would be ideal. And a local person would not have the challenge of commuting from
Santa Clarita, Azuza, or Calabasas-hours that the city currently pays for.
If the City hires Recreation Staff to roam and monitor the Preserve, it would be prudent for the
City Council Resolution to direct the City Staff to:
1. Utilize the PVPLC Web Portal to document their observations and interventions. The
Web Portal is an existing mechanism to facilitate data entry. The data entered by the
Recreation Staff could be separated from the VTW data for your own metrics. (The
PVPLC Web Portal includes the Reserve, trail, number and type of encounter, results of
education, date, time of day, hours spent, and photos.)
2 . Develop criteria for reporting criminal activities to Lomita Sheriff's Station that is con-
sistent with the VTW Manual. In any case, all evidence of vandalism to Preserve sign-
age, damage to post and cable, harming plantings or irrigation should be made part of
the Criminal Reports to Law enforcement.
3. Coordinate with the existing VTW and take VTW training. This is critical.
4 . Coordinate with the full time PVPLC Rapid Response and the Trail Crew staff for trail
maintenance or any "fixes".
5. Require Recreation Staff to attend the mandatory VTW Quarterly meetings.
6. Require the Recreation Staff to contribute to the yearly summary and report.
